Provincial Party Secretary Nguyen Duc Trung chaired the meeting of the Provincial Party Standing Committee.

Attending the session were comrades: Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; along with members of the Standing Committee of the Provincial Party Committee, leaders of departments and agencies.

The Standing Committee of the Provincial Party Committee listened to and commented on the summary report on the press situation and public opinion; the projected public investment plan for 2026 from the central government budget; and the proposal for the Provincial Party Committee's Standing Committee Resolution on "Building and developing Dien Chau commune until 2030, with a vision to 2045".

Over the past period, the press and public opinion have generally been positive. Media outlets have adhered to their principles and objectives, effectively implementing propaganda guidelines; updating information and promptly reflecting important activities and events in the area.

According to a document from the Ministry of Finance, the projected public investment plan for 2026 in Nghe An province, funded by the central government, is over 4,556 billion VND; of which domestic capital accounts for over 4,019 billion VND and foreign capital accounts for 446.85 billion VND.

Adhering to the allocation principles, the Standing Committee of the Provincial Party Committee unanimously agreed to allocate domestic capital to implement national important tasks, projects, and works for the period 2026-2030, with a vision to 2045, as outlined in the draft document submitted to the 14th National Congress of the Party and the Ministry of Finance's official letter, for the Vinh - Thanh Thuy expressway construction project with a capital of 3,800 billion VND.

In addition, funding will be allocated to three ongoing projects according to schedule, including: the new construction project of Phan Boi Chau Specialized High School (phase 2); the project to renovate and upgrade canals belonging to the Southern Nghe An irrigation system; and the specialized archives warehouse project - headquarters of the Nghe An Provincial Department of Internal Affairs. Furthermore, funding will be allocated for the overpass project connecting National Highway 7C with the N5 road via National Highway 1 and the North-South railway.

Regarding foreign capital, allocations are made to 4 projects: the project to invest in the construction of wastewater and waste treatment systems for hospitals in Nghe An province using ODA loans from the German Government; the project to strengthen the provincial-level health system in Nghe An province in the period 2021-2023; the project to improve urban infrastructure in Hoang Mai district, part of the project to improve infrastructure to mitigate the impacts of climate change in 4 coastal provinces of North Central Vietnam; and the priority infrastructure and urban development project adapting to climate change in Vinh city, Nghe An province.

Based on the development orientation documents of the Provincial Party Committee and the Politburo; considering the geographical location and socio-economic development potential of Dien Chau commune; and to suit the new context of implementing a two-tiered local government, the Standing Committee of the Provincial Party Committee also agreed on the principle of allowing the procedures and processes to proceed according to regulations to develop and submit to the Standing Committee of the Provincial Party Committee for promulgation a Resolution on "Building and developing Dien Chau commune until 2030, with a vision to 2045".

Concluding the meeting, Provincial Party Secretary Nguyen Duc Trung requested that in the coming period, media agencies should intensify the dissemination of information on the results and major orientations for socio-economic development, ensuring national defense and security, building the Party and the political system as outlined in the Resolution of the 20th Provincial Party Congress, term 2025-2030; and the orientation of contents leading up to the 14th National Congress of the Party.

At the same time, continue to disseminate and thoroughly understand the Resolution of the Party Congress and the action program for implementing the Resolution to wards, communes, grassroots Party committees, cadres, Party members, and the people. This will enhance awareness, responsibility, and ideological orientation for cadres and Party members, so that they are determined to implement the contents of the Resolution of the 20th Provincial Party Congress and the Resolution of the 14th National Party Congress in the best and most effective way.

Continue to disseminate information about the positive results in implementing socio-economic development tasks to promote the achievement of higher goals. Promote the smooth and efficient operation of the two-tiered local government apparatus; promptly guide, resolve, and address obstacles and difficulties so that the apparatus can perform its functions, especially in best serving the needs of the people and businesses.

Provincial Party Secretary Nguyen Duc Trung also requested that media agencies pay attention to promoting the dissemination of information on disaster relief efforts and stabilizing people's lives; and reviewing and repairing essential infrastructure such as schools, hospitals, roads, telecommunications, and electricity.

Regarding the 2026 public investment plan from the central government budget, the Provincial Party Secretary requested the Standing Committee of the Provincial Party Committee and the Provincial People's Committee to lead and direct the implementation of investment procedures for the Vinh - Thanh Thuy expressway construction project to ensure the allocation of funds according to regulations; at the same time, proactively develop a plan for allocating local budget funds in a focused and targeted manner, avoiding spreading resources too thinly and wasting money; prioritizing the allocation of funds to unfinished projects and works.

Provincial Party Secretary Nguyen Duc Trung also requested the Standing Committee of the Provincial People's Committee to guide the Party Committee of Dien Chau Commune in developing a project and draft resolution on "Building and developing Dien Chau Commune until 2030, with a vision to 2045" according to established procedures and regulations; to carefully research and consider specific mechanisms and policies suitable to the province's conditions, and submit them to the Provincial Party Standing Committee for comments.
