Provincial Party Secretary Nguyen Duc Trung chaired the meeting of the Provincial Party Standing Committee.

Attending the meeting were comrades: Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; along with comrades of the Standing Committee of the Provincial Party Committee, leaders of departments, agencies and branches.

The Standing Committee of the Provincial Party Committee listened to and commented on the report summarizing the press situation and public opinion; the planned public investment plan for 2026 from the central budget; and the report on drafting the Resolution of the Standing Committee of the Provincial Party Committee on "Building and developing Dien Chau commune to 2030, with a vision to 2045".

In recent times, the press and public opinion situation has been generally positive. Press agencies have closely followed their principles and objectives, implemented propaganda orientations well; updated information, and promptly reflected important activities and events in the area.

According to the official dispatch of the Ministry of Finance, the expected public investment plan for 2026 is that the central budget will allocate more than 4,556 billion VND for Nghe An province; of which domestic capital is more than 4,019 billion VND and foreign capital is 446.85 billion VND.

Adhering to the allocation principles, the Provincial Party Standing Committee agreed to allocate domestic capital to implement important national tasks, projects, and works for the 2026-2030 period, with a vision to 2045 in the draft document submitted to the 14th National Party Congress and the official dispatch of the Ministry of Finance for the Vinh - Thanh Thuy expressway construction project with a capital of 3,800 billion VND.

In addition, capital will be allocated for 3 transitional projects according to schedule, including: Project to build a new Phan Boi Chau Specialized High School (phase 2); project to renovate and upgrade canals in the Nam Nghe An irrigation system; project to build a specialized storage warehouse - Nghe An Provincial Department of Home Affairs headquarters. At the same time, capital will be allocated for the overpass project connecting National Highway 7C with Road N5 via National Highway 1 and the North-South railway.

Regarding foreign capital, it is allocated to 4 projects: Project to invest in building wastewater and waste treatment systems for hospitals in Nghe An province using ODA loans from the German Government; project to strengthen the provincial health system in Nghe An province in the period of 2021-2023; project to improve urban infrastructure in Hoang Mai under the project to improve infrastructure to minimize the impact of climate change in 4 coastal provinces of North Central Vietnam; project to prioritize infrastructure and develop urban areas adapting to climate change in Vinh city, Nghe An province.

Based on the development orientation documents of the Provincial Party Committee and the Politburo; considering the geographical location and socio-economic development potential of Dien Chau commune and to suit the new context when implementing a two-level local government, the Standing Committee of the Provincial Party Committee also agreed on the policy of allowing the implementation of procedures and order according to regulations to develop and submit to the Standing Committee of the Provincial Party Committee to issue a Resolution on "Building and developing Dien Chau commune to 2030, with a vision to 2045".

Concluding the meeting, Provincial Party Secretary Nguyen Duc Trung suggested that in the coming time, press agencies should step up propaganda of the results and major orientations on socio-economic development, ensuring national defense and security, Party building and the political system in the Resolution of the 20th Provincial Party Congress, term 2025-2030; orienting the contents towards the 14th National Congress of the Party.

At the same time, continue to propagate, study and thoroughly grasp the Resolution of the Congress, the action program to implement the Resolution to wards, communes, grassroots Party committees, cadres, party members and people. From there, raise awareness, responsibility, and orient the ideology of cadres and party members to be determined to best and most effectively implement the contents of the Resolution of the 20th Provincial Party Congress and the Resolution of the 14th National Party Congress.

Continue to disseminate information on positive results in implementing socio-economic development tasks to promote the achievement of higher goals. Communicate the smooth and effective operation of the two-level local government apparatus; promptly guide, resolve, and remove obstacles and difficulties so that the apparatus can perform its functions, especially to best serve the needs of the people and businesses.

Provincial Party Secretary Nguyen Duc Trung also requested press agencies to pay attention to promoting propaganda on overcoming the consequences of natural disasters, stabilizing people's lives; and reviewing and repairing essential infrastructure such as schools, hospitals, roads, telecommunications, and electricity.

Regarding the 2026 public investment plan using the central budget, the Provincial Party Secretary requested the Standing Committee of the Provincial People's Committee to lead and direct the implementation of investment procedures for the Vinh - Thanh Thuy expressway construction project to ensure capital allocation according to regulations; at the same time, proactively develop a plan to allocate capital from the local budget in the spirit of focus, key points, not spreading out, avoiding waste; prioritizing capital allocation for unfinished projects and works.

Provincial Party Secretary Nguyen Duc Trung also requested the Standing Committee of the Provincial Party Committee to guide the Party Committee of Dien Chau Commune People's Committee to develop a project and draft Resolution "Building and developing Dien Chau Commune to 2030, with a vision to 2045" according to procedures and regulations; research and carefully consider specific mechanisms and policies suitable to the province's conditions, and submit them to the Standing Committee of the Provincial Party Committee for comments.
