Nghe An Provincial Party Secretary: Cadres and party members must immediately take action on tasks within their responsibilities

On the morning of October 30, the Provincial Party Standing Committee held a conference to study, learn, disseminate, propagate and implement the Resolution of the 20th Provincial Party Congress and quickly announce the results of the 13th Conference of the 13th Central Executive Committee.

At the conference, Provincial Party Secretary Nguyen Duc Trung announced the results of the 13th Conference of the 13th Party Central Committee.

Accordingly, from October 6 to 8, 2025, in Hanoi, the 13th Party Central Committee held its 13th Conference. The Conference reviewed and commented on 4 groups of issues: Preparations for the 14th Party Congress; Socio-economics; Personnel work; Reviewed and commented on a number of other contents according to the Working Regulations of the 13th Party Central Committee.

Regarding the personnel work of the Congress, the Central Committee has thoroughly discussed and agreed on three contents on the personnel work of the 14th Congress, including: Guiding viewpoints and requirements; Evaluation of the results of personnel introductions of all levels and units for the Congress; Orientation, methods and principles of selection.

The 14th National Party Congress is scheduled to take place over 7 days, from January 19, 2026 to January 25, 2026. The Congress will discuss and approve documents, including 4 reports: Political report; Summary report on some theoretical and practical issues on the socialist-oriented renovation process over the past 40 years in Vietnam; Summary report on 15 years of implementing the Party Charter; Review report on the leadership and direction of the 13th Party Central Committee.

The Congress discussed and approved the Report on personnel work of the 14th Party Central Committee; and carried out the election process of the 14th Party Central Committee according to the Election Regulations at the 14th Party Congress.

The Central Committee has reviewed, discussed, and commented on the Draft Working Regulations and the Draft Election Regulations at the Congress. The Central Committee assigned the Politburo, based on the results of the Central Committee's discussions, to continue studying, absorbing, and perfecting the Drafts to submit to the 14th Congress for consideration and decision.

The Central Committee assessed that the Draft Documents of the 14th National Congress had been carefully and meticulously prepared, updated, revised and supplemented many times. The Draft had many innovations, demonstrating the spirit of looking straight at the truth, objectively assessing the situation, on that basis proposing a system of guiding viewpoints, national development goals, orientations, key tasks and breakthrough solutions for rapid and sustainable development of the country, demonstrating the strong aspiration of the entire nation.

The Party Central Committee discussed the Report on the implementation of the 2025 socio-economic development plan, the draft socio-economic development plan for 2026; the report on the assessment of the implementation of the state budget in 2025, the state budget estimate for 2026; and the 3-year national financial and budget plan for 2026-2028.

The Party Central Committee discussed and decided on a number of issues regarding personnel work; reported on important tasks that the Politburo had resolved from the 12th Central Conference to the 13th Central Conference; a number of key tasks from the 13th Central Conference to the 14th Central Conference and a number of other important issues.

At the 13th Central Conference, General Secretary To Lam delivered important speeches, especially the closing speech, in which he highly appreciated the results of the Conference, emphasizing the consistent spirit of the Conference: taking results as a measure, taking people as the center, taking discipline as the foundation, and taking innovation as the driving force.

The General Secretary also emphasized 9 orientations that need to be focused on leading and directing from now until the 14th Congress, including extremely important points; at the same time, he proposed thoroughly grasping 3 focuses, 3 publicities, and 1 measurement.

Strive to achieve the highest level of targets and objectives of the Resolution of the 20th Provincial Party Congress.

Concluding the conference, in order to quickly concretize and effectively implement the orientations, goals and tasks set out by the Congress, Provincial Party Secretary Nguyen Duc Trung requested Party committees at all levels, Party organizations, cadres and Party members in the entire Provincial Party Committee to immediately take action on the tasks under their responsibilities.

In which, focus on 3 groups of tasks. Immediately after the conference, continue to direct the study, research, dissemination and propaganda of the Resolution of the Provincial Party Congress, in order to raise awareness and unify the will and actions of all levels, sectors, cadres, party members and people.

In particular, regarding awareness, it is necessary to thoroughly grasp 3 issues: It is necessary to clearly understand the context of implementing the Resolution of the 20th Provincial Party Congress; the goals and tasks in the Resolution and the political determination of the Provincial Party Committee in implementing the Resolution.

Emphasizing the orientations, goals, requirements and tasks set for the 2025-2030 term, the Provincial Party Secretary said that the Provincial Party Committee determined the growth target for the new term to be very high, from 12% or more. At the same time, the province strives to become a fairly developed and extremely fast-growing province at the national level according to the direction and orientation of General Secretary To Lam.

The province must also focus on shifting to a growth model that takes science, technology, innovation and digital transformation as the main driving force; improving the quality and efficiency of production and business.

Linking economic development with environmental protection, proactively adapting to climate change, taking care of cultural, social and human development, improving the quality of life of the people. Continuing to maintain political stability, firmly ensuring national defense and security.

The Provincial Party Secretary emphasized that it is necessary to determine high political determination, promote the spirit of solidarity, unity, and consensus for the common goal; innovate thinking and working methods, strive to overcome difficulties and challenges, be proactive and creative in concretizing and implementing tasks. Promote the exemplary role and responsibility of leaders, uphold discipline and order, and mobilize maximum resources with the motto“Discipline comes first - Resources go together - Results are the measure”.

In order for the Resolution to soon come into effect, the Provincial Party Secretary requested provincial departments and branches to focus on studying and thoroughly understanding legal regulations; reviewing assigned functions and tasks, and advising the Provincial Party Standing Committee on regulations and management mechanisms that are close to the reality and requirements of local authorities at two levels.

In particular, special attention is paid to innovating leadership and management methods, enhancing proactiveness, positivity, closeness to the grassroots, and guidance from the provincial level, helping the commune level gradually grasp and perform tasks well.

Focus on completing and promptly submitting for promulgation and implementing the projects identified in the Action Program to implement the Congress Resolution to ensure quality and effectiveness.

The Provincial Party Secretary also requested Party committees at all levels, sectors and localities to base on their functions, tasks and orientations in the Congress documents to deploy programs and action plans to implement the Resolution of their agencies, units and localities. In particular, they must regularly urge, inspect, supervise and evaluate the implementation results to learn from experience, strengthen direction and make appropriate adjustments.

Along with organizing the implementation of the Congress Resolution, the Provincial Party Secretary said that the whole province must also focus on implementing the targets, goals and tasks of socio-economic development, especially completing the 2025 goals at the highest level.
