Standing Vice Chairman of the Provincial People's Committee Bui Thanh An said that Nghe An is entering a pivotal turning point. On the morning of October 30, the Standing Committee of Nghe An Provincial Party Committee held a conference to study, learn, disseminate, propagate and implement the Resolution of the 20th Provincial Party Congress and quickly announce the results of the 13th Conference of the 13th Party Central Committee.
At the conference, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee Bui Thanh An presented the topic of disseminating and implementing the Action Program of the Provincial Party Executive Committee to implement the Resolution of the 20th Provincial Party Congress, term 2025-2030.
The Standing Vice Chairman of the Provincial People's Committee said that, with a deep awareness of the meaning, importance and determination to bring the Resolution into life, in the process of preparing documents to submit to the 20th Provincial Party Congress, and immediately after the Resolution of the Congress was passed, the Provincial Party Executive Committee led and directed agencies and editorial teams to develop an Action Program to implement the Resolution.
The development of the Action Program aims to concretize the goals, targets, tasks, and key solutions of the Resolution into specific programs, plans, projects, and proposals, creating a strong change in the awareness and actions of the entire political system, promoting the spirit of innovation, creativity, self-reliance, self-improvement, and the aspiration of the People in the new development period.
Briefly presenting some main contents of the Action Program, the Standing Vice Chairman of the Provincial People's Committee analyzed and clarified 4 major contents in the process of building the Action Program; 2 core goals, consistently implemented throughout.
At the same time, clarify 5 key groups of tasks on perfecting institutions and operating mechanisms of the political system and foundational tasks, creating conditions for the development of sectors and fields, and 6 groups of tasks and solutions on innovation, building a clean, strong Party and political system that operates effectively and efficiently.
At the same time, 10 groups of tasks and solutions for developing fields and regions were specified and implemented drastically; concretizing the tasks of implementing 3 breakthroughs in institutional development, human resource development, and infrastructure development.
Standing Vice Chairman of the Provincial People's Committee Bui Thanh An emphasized that the above-mentioned groups of tasks, key solutions and three development breakthroughs are all aimed at completing the general goals and implementing the 39 specific targets and groups of targets identified in the Congress Resolution.
The Action Program has identified the development, issuance and implementation of specialized Resolutions, programs, plans, projects and key projects. In particular, it continues to implement 28 Resolutions, programs, plans and key projects issued during the 2020-2025 term.
Focus on developing and implementing 28 new key Resolutions, programs, plans and projects for the 2025-2030 term. Mobilize resources to implement 24 key investment projects to realize the goals of the Provincial Party Congress Resolution.
The Standing Vice Chairman of the Provincial People's Committee said that, based on the Resolution of the 14th National Congress of the Party, the Resolutions, Conclusions, Policies of the Central Committee and practical requirements at each specific time, the Provincial Party Executive Committee and the Provincial Party Standing Committee will continue to concretize and supplement the work program, develop and issue specialized Resolutions, directives, plans, projects and direct the implementation in accordance with the actual situation of the locality.
According to the Standing Vice Chairman of the Provincial People's Committee Bui Thanh An, the Action Program has assigned implementation tasks with clear "addresses" and responsibilities, with a specific roadmap and implementation time for the Provincial Party Standing Committee, Party Committees of Party agencies, the Provincial People's Committee Party Committee, the Provincial Fatherland Front Committee's Office, Party committees and the Provincial Party Committee Office, Party committees, affiliated Party committees and provincial departments, branches and sectors.
Periodically every month, every quarter and at the annual review and summary conferences, the Provincial Party Standing Committee and the Provincial Party Executive Committee listen to reports summarizing the implementation of the Action Program to implement the Congress Resolution; promptly supplementing solutions to direct, improve implementation efficiency, remove difficulties and obstacles; and handle collective and individual responsibilities with shortcomings and violations.
