The Nghe An Provincial Party Committee has issued an Action Program to implement the Resolution of the 20th Provincial Party Congress.
On October 29th, Comrade Nguyen Duc Trung, Secretary of the Nghe An Provincial Party Committee, signed and issued the Action Program of the Provincial Party Committee to implement the Resolution of the 20th Provincial Party Congress, term 2025-2030.
The action program aims to strive for the successful implementation of socio-economic targets as outlined in Resolution No. 39-NQ/TW, dated July 18, 2023, of the Politburo, and other specialized resolutions of the Central Committee and the Politburo, national target programs, government projects, and provincial planning; while also focusing on achieving 39 key targets and groups of targets for the 2025-2030 term, including: 5 groups of targets on Party building and the political system; 10 groups of targets on economics, science, and technology; 17 targets on culture and society; 5 targets on the environment; and 2 targets on national defense and security as set forth in the Resolution of the 20th Provincial Party Congress.
To achieve the above objectives, the Action Program identifies three groups of specific tasks and solutions in various fields. First, it focuses on implementing five key tasks related to perfecting the institutions and operational mechanisms of the political system and laying the foundation and creating conditions for the development of various sectors.
Simultaneously, we will implement synchronously six groups of tasks and solutions on innovation, building a clean, strong, effective, and efficient Party and political system.
Finally, we need to concretize and decisively implement the 10 groups of tasks and solutions for developing various sectors and regions.
The Provincial Party Committee's action plan also identifies key tasks, projects, policies, resolutions, programs, and specific projects to implement the three breakthroughs in development for the 2025-2030 term, including: institutions, human resources, and infrastructure development.
Regarding the development, promulgation, and implementation of thematic resolutions, programs, plans, projects, and key initiatives, the Action Program identifies the continued implementation of 28 key resolutions, programs, plans, and initiatives already issued during the 2020-2025 term; simultaneously, it focuses on developing and implementing 28 new key resolutions, programs, plans, and initiatives for the 2025-2030 term; and mobilizes resources to implement 24 key investment projects.
In addition to the resolutions, programs, plans, schemes, and projects mentioned above, based on the Resolution of the 14th National Congress of the Party, the resolutions, conclusions, and policies of the Central Committee, and the practical requirements at each specific time, the Provincial Party Committee and the Standing Committee of the Provincial Party Committee will supplement the work program, develop and issue specialized resolutions, directives, plans, and schemes, and direct their implementation in accordance with the actual situation.
The Action Program for implementing the Resolution of the 20th Provincial Party Congress, term 2025-2030, serves as the basis for the Provincial Party Committee and the Standing Committee of the Provincial Party Committee to issue and implement the work program for the entire term and annually; at the same time, it is also one of the important indicators for evaluating the level of task completion of Party committees, Party organizations, government agencies, mass organizations, and their leaders.
The 20th Congress of the Nghe An Provincial Party Committee, for the term 2025-2030, held from October 1st to 3rd, 2025, adopted a Resolution clearly defining the guiding principles, vision, development orientation, overall goals, specific targets, key tasks, breakthroughs, and main solutions in various fields.
The overall goal is to strive to make Nghe An a relatively prosperous province of the country by 2030, a national-level growth pole; a center of the North Central region for high-tech industry and agriculture, healthcare, education and training, science and technology, trade, logistics, and tourism; with a synchronous and modern infrastructure system that effectively adapts to climate change; continuously improving the material and spiritual lives and health of the people; preserving and promoting the value of forest, marine, island ecosystems, culture, history, and traditions, especially the culture of Nghe An; and maintaining national defense, security, and sovereignty over borders, seas, and islands. The vision for 2045 is for Nghe An to become a high-income province, comprehensively developed, civilized, and modern.
