Chairman of Nghe An Provincial People's Committee Le Hong Vinh suggested promoting patriotic emulation movements, large-scale campaigns, arousing the will of self-reliance, creativity, and aspiration to develop the homeland. On the morning of October 30, the Standing Committee of Nghe An Provincial Party Committee held a conference to study, learn, disseminate, propagate and implement the Resolution of the 20th Provincial Party Congress and quickly announce the results of the 13th Conference of the 13th Party Central Committee.
Many important results, quite comprehensive
At the conference, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Le Hong Vinh presented the topic on the contents of the documents of the 20th Congress of the Nghe An Provincial Party Committee on socio-economic development, national defense, security and foreign affairs for the period 2025 - 2030.

The Chairman of the Provincial People's Committee said that in the 2020-2025 term, the average growth rate of gross regional domestic product (GRDP) will reach about 8.3 - 8.5%/year, higher than the increase in the 2016-2020 period. The GRDP scale will increase by 1.7 times, the average GRDP per capita will increase by 1.67 times; Budget revenue will reach the set target, 1.7 times; development investment expenditure will increase by 1.43 times; Total social investment capital will increase by more than 1.7 times.
The cultural and social fields are of interest and have achieved many positive results. In particular, the results of the 2025 high school graduation exam ranked first in the country; continuously maintaining the top position nationwide in students achieving high scores in national and international exams. The health system continues to develop synchronously, improving the quality of medical examination and treatment, and deploying many advanced techniques.
The work of job creation, implementation of policies for meritorious people, social security, and poverty reduction has been focused on, achieving many outstanding results, including the elimination of temporary and dilapidated houses. National defense, security, and foreign affairs have been maintained. Foreign affairs, international integration, and regional linkages have been proactively and substantially implemented, improving efficiency.

However, the economy has not yet made a breakthrough development. GRDP per capita is still low compared to the whole country. High-tech agriculture is slow to be expanded; the marine economy and tourism have not developed commensurate with their potential.
The management of natural resources and environmental protection is not effective. The economic and social infrastructure system is not complete. Human resources, especially highly qualified human resources and vocational skills, do not meet the requirements of the labor market. Poverty reduction results are not sustainable; the poverty rate is higher than the national average.
Pointing out the subjective causes, the Chairman of the Provincial People's Committee said that the leadership, direction and organization of the implementation of tasks of all levels and sectors in some fields were not resolute, lacked initiative and creativity. The coordination in handling work of departments, agencies, sectors and localities was sometimes not synchronous and delayed, especially in solving and removing difficulties arising from practice.

The work of inspection, supervision, urging and handling of responsibilities towards organizations and individuals is sometimes not timely. Responsibility, enthusiasm, dynamism, creativity and professionalism in performing tasks of a number of party members, cadres, civil servants and public employees are not high.

Clearly stating the main directions, goals, tasks and solutions for the 2025-2030 term, Chairman of the Provincial People's Committee Le Hong Vinh said that, closely following the Central's viewpoints and guiding thoughts and the practical situation of the province, the Congress identified 5 development viewpoints.
The general goal is to strive by 2030 for Nghe An to become a fairly developed province in the country, a national growth pole; a center of the North Central region in high-tech industry and agriculture, healthcare, education and training, science and technology, trade, logistics, tourism... Vision by 2045, Nghe An will become a high-income province, comprehensively developed, civilized and modern.

On that basis, the Congress approved 39 main targets and groups of targets for the period 2025 - 2030. Of which, the average GRDP growth rate in the period 2026 - 2030 will reach 12% or more; GRDP per capita will reach about 165 million - 190 million VND. Total social investment capital in the period 2026 - 2030 will reach about 1,150 trillion VND. State budget revenue in the area will increase by an average of 12% or more...
Nghe An will make three development breakthroughs: Institutions, human resource development, and infrastructure development. In terms of institutions, focus on removing bottlenecks, bottlenecks, barriers, and development creation groups. In terms of human resource development, focus on developing highly qualified and skilled human resources. In terms of infrastructure, focus on prioritizing strategic infrastructure development, connectivity, and spillover effects to the province's sectors and regions.
To achieve the set goals and targets, the Congress agreed to implement 7 main tasks and solutions. Among them, innovating the growth model, restructuring the economy towards modernity and sustainability, improving growth quality and competitiveness. Developing economic pillars synchronously and sustainably; promoting green transformation, digital transformation, increasing added value and competitiveness.

Develop economic zones, economic corridors, urban areas, rural areas and develop infrastructure in a connected, modern and sustainable direction. Develop science, technology, innovation and digital transformation, creating new momentum for rapid and sustainable development.
Strictly manage, exploit and use resources effectively; protect the environment, develop sustainably and proactively respond to climate change and natural disasters. Comprehensively develop cultural and social fields, improve the quality of human resources, people's lives and ensure social progress and equity.
Ensure national defense, security, and social order and safety. Improve the effectiveness of foreign affairs activities, proactively and comprehensively integrate into the international community, and promote regional development linkages.

Chairman of the Provincial People's Committee Le Hong Vinh emphasized that this is the most important task, whether or not the Congress Resolution is completed depends on the implementation. From that perspective, immediately after the conference, Party committees, authorities, the Fatherland Front and organizations need to urgently develop a specific action program, clearly defining the responsibilities of each level, each sector, each individual, especially the leader.
In addition, it is necessary to strengthen the dissemination and popularization of the Resolution, ensuring that all cadres, party members and people understand, grasp and agree on its implementation. The work of inspection, supervision and evaluation of the implementation results of the Resolution must be conducted regularly and objectively, linked with cadre evaluation, emulation and rewards, and strict handling of irresponsible collectives and individuals.
