Provincial Party Secretary Nguyen Duc Trung met with voters of Kim Lien commune
On the morning of November 4, Provincial Party Secretary Nguyen Duc Trung - Provincial People's Council delegate had a meeting with voters of Kim Lien commune before the year-end meeting of the 18th Provincial People's Council, term 2021-2026.
Meeting with voters were Party Secretary, Chairman of Kim Lien Commune People's Council Nguyen Xuan Duc - Provincial People's Council delegate; leaders of provincial departments, branches and sectors.

Proposing fundamental solutions to stabilize the real estate market
At the conference, many voters of Kim Lien commune assessed that after more than 4 months of operation, the two-level local government has basically ensured good service to the people's needs. People trust in the leadership role of the Party, the management and operation of the government, the participation of the Fatherland Front and socio-political organizations.
Reflecting on practical issues, voter Tran Thi Thuy said that the current policies and regimes of youth union and association branches are very low and inadequate, affecting the ideology, spirit and responsibility of those working in villages and hamlets.
Therefore, it is recommended that the State pay attention to and create favorable conditions in terms of regimes and policies for union and association cadres operating at the grassroots level in villages and hamlets.

Voter Phan Ba Thiep reflected that the recovery of consequences caused by storms is still slow, such as the power lines, power poles, and telecommunications lines affecting traffic safety and rural landscapes. Therefore, it is recommended that all levels and sectors direct the Electricity and Telecommunications sectors to have investment and upgrading plans to quickly recover from the consequences caused by storms.
In addition, voter Thiep also reflected that food safety management is still inadequate, and some goods and foods of unknown origin are still floating on the market. He suggested that the authorities and government need to have stronger solutions to handle this situation, ensuring people's health.

Concerned about the land issue, voter Nguyen Van Thuong said that recently, land prices have suddenly increased, ordinary people do not have enough money to buy land to build houses. Therefore, he requested the Provincial People's Committee to have fundamental solutions to stabilize the real estate market and increase tax revenue from real estate business activities.
Reflecting to the Provincial People's Council delegates, voters of Kim Lien commune proposed to solve the shortage of irrigation water for agricultural production; invest in drainage ditches on National Highway 46C; create favorable conditions for people to separate plots and land titles more conveniently; have solutions to solve the situation of abandoned rice fields; speed up the issuance and exchange of red books for people of Kim Lien commune; invest in and upgrade Nhan Thap temple.

Voters also said that the current hamlet cadres are mostly elderly people with limited computer and smart device skills, while the work is urgent and fast. Hamlet cadres are too dependent on commune cadres and have not proactively handled work arising at the grassroots level. Therefore, it is proposed to raise the standards of hamlet cadres, and at the same time, increase the allowance level to select competent people...
At the conference, leaders of the Department of Agriculture and Environment and Kim Lien commune directly answered, discussed, and responded to voters' opinions and recommendations.
Continue investing in communes with development conditions
Speaking at the conference, Provincial Party Secretary Nguyen Duc Trung informed voters of Kim Lien commune of the results of implementing socio-economic development tasks, ensuring national defense and security in the first 10 months of 2025 and the performance of the two-level local government apparatus after more than 4 months of operation.

Regarding the difficulties and problems in the operation of the two-level local government, the Provincial Party Secretary said that the province is continuing to review, arrange, and transfer cadres more reasonably; enhance the capacity of the cadre team; and consider receiving and recruiting civil servants and public employees.
In addition, the province will pay attention to resolving problems within its authority regarding the operating mechanism, and recommend the Central Government to resolve issues beyond its authority. The Provincial Party Standing Committee has directed the Provincial People's Committee to study, advise, and propose to clearly determine the budget norms and allocate reasonable budget to the communes.

In the context of limited resources, the province will invest in localities according to the principle of focus and key points, in which special attention will be paid to Kim Lien commune - the hometown of President Ho Chi Minh.
Provincial Party Secretary Nguyen Duc Trung also said that the province has recently successfully organized Party Congresses at all levels and the 20th Provincial Party Congress, term 2025-2030. In the new term, Nghe An sets a high development target, with an average growth rate of over 12%, becoming a fairly developed province and a national growth pole under the direction of the Central Government and General Secretary To Lam.

With a more difficult context, higher goals, requiring greater political determination, greater efforts, and more drastic actions. In addition to the province's attention, Kim Lien commune must strive to rise up and proactively accompany localities in the province so that Nghe An can achieve its set goals.
Discussing and answering opinions and recommendations of voters in Kim Lien commune, Provincial Party Secretary Nguyen Duc Trung emphasized that the work of overcoming the consequences of natural disasters in recent times, although drastic, has not yet met the expectations of the people and voters.
Due to the wide area of impact, great influence and great damage, focusing on overcoming and resolving the consequences is still difficult and requires time and resources.

In addition to the participation of Party committees, authorities and forces, the Provincial Party Secretary said that it is necessary to have the cooperation of people and organizations in overcoming the consequences of natural disasters. In the coming time, the province will continue to direct sectors and localities to focus on repairing infrastructure to ensure living, production, business, study, medical examination and treatment conditions for people.
Regarding recommendations on policies and regimes for cadres, civil servants, public employees and workers at the grassroots level, the Provincial Party Secretary said that policies under the province's authority will be compiled and reported to the Provincial People's Council for consideration and appropriate resolution; at the same time, he requested that relevant sectors pay attention to removing obstacles and gradually resolving benefits for policy beneficiaries in accordance with regulations.

At the conference, Provincial Party Secretary Nguyen Duc Trung also discussed with voters issues related to land title issuance, land prices, agricultural production support, cooperative activities, food safety and hygiene, counterfeit and smuggled goods, medical staff arrangement, etc. and affirmed that the province will direct all levels and sectors to pay attention to gradually resolving the issues raised by voters.
