Provincial Party Secretary Nguyen Duc Trung meets with voters in Kim Lien commune.
On the morning of November 4th, Provincial Party Secretary Nguyen Duc Trung - a representative of the Provincial People's Council - held a meeting with voters in Kim Lien commune ahead of the year-end session of the 18th Provincial People's Council, term 2021-2026.
Also present at the meeting with voters were Nguyen Xuan Duc, Secretary of the Party Committee and Chairman of the People's Council of Kim Lien commune - a representative of the Provincial People's Council; and leaders of provincial departments and agencies.

We propose fundamental solutions to stabilize the real estate market.
At the conference, many voters in Kim Lien commune assessed that after more than four months of operation, the local government at both levels has basically ensured that the needs of the people are well served. The people have confidence in the leadership role of the Party, the management and administration of the government, and the involvement of the Fatherland Front and other political and social organizations.
Reflecting on practical issues, voter Tran Thi Thuy stated that the current regulations and policies of youth union branches and associations are very low and inadequate, affecting the ideology, spirit, and responsibility of those working in villages and hamlets.
Therefore, we propose that the State pay attention to and create favorable conditions in terms of policies and regulations for youth union and association officials working at the grassroots level in villages and hamlets.

Voter Phan Bá Thiệp reflected that the remediation of damage caused by storms and floods is slow, affecting power lines, utility poles, and telecommunications infrastructure, impacting traffic safety and the rural landscape. Therefore, he requested that all levels and sectors direct the Electricity and Telecommunications industries to invest in and upgrade infrastructure to promptly address the damage caused by storms and floods.
In addition, voter Thiep also reflected on the inadequacies in food safety and hygiene management, with some goods and food products of unknown origin still circulating in the market. He suggested that relevant agencies and the government need to take stronger measures to address this situation and ensure the health of the people.

Concerned about land issues, voter Nguyen Van Thuong stated that land prices have suddenly increased recently, making it unaffordable for ordinary people to buy land to build houses. Therefore, he requested the Provincial People's Committee to implement fundamental solutions to stabilize the real estate market and increase tax revenue from real estate business activities.
In their feedback to the provincial People's Council representatives, voters in Kim Lien commune requested solutions to the shortage of irrigation water for agricultural production; investment in drainage ditches along National Highway 46C; facilitating land subdivision and title separation for residents; addressing the issue of abandoned rice fields; expediting the issuance and exchange of land titles for residents of Kim Lien commune; and investment in and upgrading of the Nhan Thap temple.

Voters also noted that the majority of current village officials are elderly, with limited computer and smart device skills, while the work demands urgency and speed. Village officials are overly dependent on commune officials and lack initiative in handling emerging issues at the grassroots level. Therefore, they proposed raising the standards for village officials and increasing allowances to recruit more capable individuals...
At the conference, leaders from the Department of Agriculture and Environment and Kim Lien commune directly answered, discussed, and addressed the opinions and suggestions of the voters.
Continue investing in communes with development potential.
Speaking at the conference, Provincial Party Secretary Nguyen Duc Trung informed the voters of Kim Lien commune about the results of implementing socio-economic development tasks and ensuring national defense and security in the first 10 months of 2025, as well as the results of the operation of the two-level local government apparatus after more than 4 months of operation.

Regarding the difficulties and obstacles in the operation of the two-tiered local government system, the Provincial Party Secretary stated that the province is continuing to review, rearrange, and reassign officials more appropriately; strengthening the capacity of the staff; and considering the recruitment of civil servants and public employees.
In addition, the province will focus on resolving obstacles within its jurisdiction regarding operational mechanisms, and will propose to the Central Government solutions for issues beyond its authority. The Standing Committee of the Provincial Party Committee has directed the Provincial People's Committee to research, advise, and propose clearly defined funding levels and a reasonable allocation of funds to the communes.

Given limited resources, the province will invest in localities following a focused and targeted approach, paying particular attention to Kim Lien commune - the birthplace of President Ho Chi Minh.
Provincial Party Secretary Nguyen Duc Trung also stated that the province recently successfully organized Party Congresses at all levels and the 20th Provincial Party Congress, for the 2025-2030 term. For the new term, Nghe An aims for high development, with an average growth rate of over 12%, becoming a relatively prosperous province and a national-level growth pole, as directed by the Central Committee and General Secretary To Lam.

With a more challenging context and higher goals, greater political determination, greater effort, and more decisive action are required. Besides the support from the province, Kim Lien commune must strive to improve and proactively collaborate with other localities in the province to help Nghe An achieve its set objectives.
In addressing and responding to the opinions and suggestions of voters in Kim Lien commune, Provincial Party Secretary Nguyen Duc Trung emphasized that although the work to overcome the consequences of natural disasters in the past period has been carried out decisively, it has not yet met the expectations of the people and voters.
Due to the wide-ranging impact, significant effects, and extensive damage, focusing on and definitively resolving the consequences remains challenging and requires time and resources.

Besides the involvement of Party committees, government agencies, and other forces, the Provincial Party Secretary emphasized the crucial role of the people and organizations in addressing the consequences of natural disasters. In the coming period, the province will continue to direct relevant departments and localities to focus on restoring infrastructure to ensure adequate living conditions, production, business, education, and healthcare for the people.
Regarding proposals on policies and regulations for officials, civil servants, and employees at the grassroots level, the Provincial Party Secretary stated that policies within the province's jurisdiction will be compiled and reported to the Provincial People's Council for consideration and appropriate resolution. He also requested that relevant departments pay attention to resolving obstacles and gradually addressing the rights of policy beneficiaries in accordance with regulations.

At the conference, Provincial Party Secretary Nguyen Duc Trung also discussed with voters issues related to land title issuance, land prices, agricultural production support, cooperative activities, food safety and hygiene, counterfeit and smuggled goods, and the allocation of medical personnel... and affirmed that the province will direct all levels and sectors to gradually address the issues raised by voters.
