On the afternoon of October 27, Provincial Party Secretary Nguyen Duc Trung chaired a meeting of the Provincial Party Standing Committee to discuss a number of contents within his authority.

Attending the meeting were comrades: Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; along with comrades of the Standing Committee of the Provincial Party Committee, leaders of the Provincial People's Committee, departments, branches and sectors.

The two-level local government apparatus initially operates basically stably and smoothly.

The Standing Committee of the Provincial Party Committee listened to and commented on the summary report on the press situation and public opinion in the past time; reported on the results of the inspection of the activities of local authorities at two levels in the past time, the difficulties, obstacles and solutions; reported on the results of calling, mobilizing, receiving and allocating support resources to overcome the consequences caused by storms No. 3, No. 5 and No. 10 in the province.

During the past week, the press agencies have had many news and articles reflecting the political, economic, social, security and order situation of the province. The basic content is oriented, accurate and timely, contributing to promoting the image of Nghe An, spreading the activities of the Party Committee, government and functional forces, and at the same time, reflecting a number of issues of public concern.

After 4 months of operation, the two-level local government apparatus has initially operated stably and smoothly. The Party Committees and authorities of communes and wards have made efforts, actively and proactively in simultaneously implementing many tasks with a large workload, many new and difficult tasks.

The leadership, direction and drastic implementation of Party committees, People's Councils, People's Committees, Fatherland Front Committees, organizations and unions, together with the unanimous support of people and businesses in communes and wards in recent times, have contributed to achieving a number of outstanding and remarkable results.

However, the operation of the two-level local government apparatus is revealing difficulties and problems in terms of staff, civil servants and public employees; facilities; environmental resources, land management, policies to support agricultural production; finance and budget work; institutional work; and digital transformation work.

In particular, many communes still lack civil servants compared to the assigned payroll; low salary and allowance regimes, high work pressure affect the working motivation of commune-level officials and civil servants; the teacher/class ratio is lower than regulations; lack of facilities and working equipment; low local revenue, limited funding...

At the same time, the guidance documents lack consistency; the decentralization and division of authority between the commune and provincial levels are still overlapping and unclear, leading to difficulties in implementation such as guidance on arrangement; management software is often faulty, people have limited digital skills, and information technology infrastructure is weak.

As of 5:00 p.m. on October 24, 2025, the entire province has received 514.7 billion VND in support to overcome the consequences of storms No. 3, No. 5, No. 10; of which, there are 414.1 billion VND and 1,828 tons of goods and necessities, equivalent to 100.6 billion VND. Currently, the total amount of money and goods allocated is 425.7 billion VND and the remaining 82.5 billion VND will continue to be allocated to localities.

Classify and review to handle difficulties and problems

Concluding the meeting, Provincial Party Secretary Nguyen Duc Trung assessed that over the past week, press agencies have closely followed their principles, purposes, and functions to promptly propagate and reflect issues in many fields in the province, ensuring requirements.

Reviewing the issues of special concern to the press and public opinion, the Provincial Party Secretary requested that in addition to synthesizing the press and public opinion situation, the Provincial Party Committee's Propaganda and Mass Mobilization Commission needs to have comments, assessments, analysis and recommendations on propaganda solutions to orient public opinion.

At the same time, continue to orientate the propaganda to implement the Resolution of the Provincial Party Congress; effectively implement the two-level local government; the Congress of the Fatherland Front and socio-political organizations; the 14th National Congress of the Party; refute false and destructive information, contributing to the good implementation of the tasks of socio-economic development, ensuring security and order in the province.

Regarding the activities of the two-level local government, Provincial Party Secretary Nguyen Duc Trung proposed classifying groups of difficult and stuck problems into those that can be handled immediately and those that require time, direction and guidance from the Central Government. Accordingly, there are four main groups of problems, which are personnel work, operating mechanism, resources and facilities.

Regarding the group of cadre issues, there are still local surpluses and shortages, and unreasonable arrangements. In this situation, the Provincial Party Secretary proposed to review the cadre team of communes in the old district-level area, with the supervision of the province, and then transfer within the old district-level area.

In addition, consider reviewing to implement the secondment of cadres from provincial departments and branches to communes according to the needs, conditions and actual situation. Select cadres who meet the conditions, standards and capacity, associated with appropriate incentive, treatment and support policies and regimes. Review to receive and recruit cadres. Train and coach to improve the capacity of cadres on the basis of forming specialized working groups at the department level to support and guide communes.

Regarding the group of operational mechanism issues, the Provincial Party Secretary requested departments and branches to guide and support issues that commune-level officials have not grasped; and handle cadres who do not want to do things and shirk responsibility. Issues that lack unity, are unclear, and have conflicts in decentralization, due to incomplete guidance from the Central Government, need to be reviewed and reported.

Regarding the group of resource issues, the Provincial Party Secretary requested the Provincial People's Committee to study, advise, and propose to clearly determine the necessary norms for spending on commune-level operations in each locality.

Regarding the group of infrastructure issues, the Provincial Party Secretary suggested that priority should be given to resolving initial difficulties and problems, especially in disadvantaged areas, to meet working requirements and ensure living conditions for cadres. At the same time, basic equipment conditions should be ensured for cadres to perform their duties.

Provincial Party Secretary Nguyen Duc Trung also requested to tighten discipline and administrative discipline; handle officials who shirk, avoid, and fail to perform their duties. The Provincial People's Committee continues to maintain working groups, periodically organize inspections, urge, and guide communes to resolve difficulties and problems.

Inter-sectoral working groups and specialized working groups of departments daily grasp, guide and support the communes in resolving difficulties. In addition, based on the actual situation, documents are sent to the Government, ministries and central branches for guidance and resolution of difficulties and problems.
