Agreement reached on the principle of drafting a resolution on the development of Dien Chau commune.
On the afternoon of October 24th, Comrade Nguyen Duc Trung, Secretary of the Provincial Party Committee, chaired a meeting of the Standing Committee of the Provincial Party Committee to hear, give opinions on, and decide on matters within its authority.
Attending the session were: Comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Comrade Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; representatives from the Central Party Committee, the Central Inspection Committee, the Central Party Office in charge of Nghe An, members of the Provincial Party Standing Committee; along with leaders of the Provincial People's Committee and departments, boards, and agencies.

The Standing Committee of the Provincial Party Committee listened to and gave its opinion on the draft Resolution of the Standing Committee of the Provincial Party Committee on "Building and developing Dien Chau commune until 2030, with a vision to 2045" to provide direction for the overall and comprehensive development of Dien Chau commune.
Resolution No. 39-NQ/TW dated July 18, 2023, of the Politburo on the construction and development of Nghe An province until 2030, with a vision to 2045, identifies "upgrading Dien Chau town and Do Luong district as a connecting point between the western districts and Vinh city, the Southeast Economic Zone, and the coastal districts."

Decision No. 1059/QD-TTg dated September 14, 2023, of the Prime Minister approving the Nghe An Provincial Planning for the period 2021-2030, with a vision to 2050, also identifies "focusing investment on 6 urban centers: the expanded Vinh urban area, the Hoang Mai urban area (development linked with Quynh Luu), the Thai Hoa urban area (development linked with Nghia Dan), the Dien Chau urban area, the Do Luong urban area, and the Con Cuong urban area".
Furthermore, Action Program No. 68-CT/TU dated November 15, 2023, of the Provincial Party Committee on implementing Resolution No. 39-NQ/TW dated July 18, 2023, of the Politburo identified the task of "Upgrading Dien Chau urban area with the function of an urban area located in the center of the eastern region of the province".

From July 1st, 2025, the two-tiered local government system will be implemented, and Dien Chau district will cease operations and establish new communes. The new Dien Chau communes will be centrally located, forming the core of the former Dien Chau district. They will have favorable natural conditions, a large population, and a diverse economy, particularly in the fields of services, trade, coastal tourism, and seafood exploitation and processing.
This is a significant advantage for urban formation and development, consistent with the function of a central urban area in the eastern part of the province. Resolution No. 01-NQ/DH of the First Congress of the Dien Chau Commune Party Committee sets the goal of Dien Chau Commune becoming a ward directly under the province by 2030.

Concluding this discussion, Provincial Party Secretary Nguyen Duc Trung emphasized that the Provincial Party Standing Committee unanimously agreed on the principle of drafting a Resolution on "Building and Developing Dien Chau Commune until 2030, with a vision to 2045" and determined that this is a comprehensive and holistic development resolution for Dien Chau Commune.
Emphasizing that this is a specific resolution, a model resolution for the development of localities after the implementation of the two-tiered local government system, especially those developing into urban areas, the Provincial Party Secretary requested the Standing Committee of the Dien Chau Commune Party Committee to take the lead in drafting the Resolution.
The Standing Committee of the Provincial Party Committee and the Provincial People's Committee, along with specialized agencies, provided guidance and support to Dien Chau commune; the advisory and support agencies of the Provincial Party Committee participated in supporting the contents during the process of drafting and submitting the resolution to the Standing Committee of the Provincial Party Committee for approval.

The Standing Committee of the Provincial Party Committee also agreed on the 2026 public investment plan from the central government budget. According to a document from the Ministry of Finance, the projected 2026 public investment plan from the central government budget allocated to Nghe An province is over 4,556.4 billion VND (excluding capital for implementing national target programs and implementing Resolution 57 of the Politburo); of which domestic capital is over 4,109.6 billion VND, and foreign capital is 446.85 billion VND.
Adhering to the allocation principles, the Standing Committee of the Provincial Party Committee unanimously agreed to allocate domestic capital for the implementation of national important tasks, projects, and works in the period 2026-2030, with a vision to 2045, as outlined in the draft document submitted to the 14th National Congress of the Party, for the Vinh - Thanh Thuy expressway construction project with a capital of 3,800 billion VND.
In addition, funding will be allocated to three ongoing projects according to schedule, including: the new construction project of Phan Boi Chau Specialized High School (phase 2); the project to renovate and upgrade canals belonging to the Southern Nghe An irrigation system; and the specialized archives warehouse project - headquarters of the Nghe An Provincial Department of Internal Affairs. Furthermore, funding will be allocated for the overpass project connecting National Highway 7C with the N5 road via National Highway 1 and the North-South railway.

Regarding foreign capital, allocations are made to 4 projects: the project to invest in the construction of wastewater and waste treatment systems for hospitals in Nghe An province using ODA loans from the German Government; the project to strengthen the provincial-level health system in Nghe An province in the period 2021-2023; the project to improve urban infrastructure in Hoang Mai district, part of the project to improve infrastructure to mitigate the impacts of climate change in 4 coastal provinces of North Central Vietnam; and the priority infrastructure and urban development project adapting to climate change in the former Vinh city area, Nghe An province.
Regarding the 2026 public investment plan from the central government budget, Provincial Party Secretary Nguyen Duc Trung requested the Standing Committee of the Provincial Party Committee and the Provincial People's Committee to lead and direct the implementation of investment procedures for the Vinh - Thanh Thuy expressway construction project to ensure the allocation of funds according to regulations.
