The Ministry of Science and Technology is working with Nghe An province on decentralization, delegation of authority, and digital transformation.
On the morning of August 22nd, a delegation from the Ministry of Science and Technology (MST), led by Mr. Tran Hau Ngoc - Vice Chairman of the National Committee for Standards, Metrology and Quality, worked with the People's Committee of Nghe An province.
Receiving and working with the delegation were Mr. Nguyen Quy Linh - Director of the Department of Science and Technology of Nghe An province, leaders of the Provincial Public Administration Service Center, and representatives from several departments, agencies, and localities.

The meeting focused on the implementation of decentralization and delegation of authority, promoting digital transformation, and streamlining administrative procedures in the fields of science, technology, and innovation within the operational framework of the two-tiered local government system.
According to the report, the Nghe An Department of Science and Technology has proposed to the Provincial People's Committee to authorize the department to directly handle a total of 121 administrative procedures, creating more favorable conditions for people and businesses, while also shortening the processing time.

Regarding Plan No. 02-KH/BCĐTW dated June 19, 2025, of the Central Steering Committee on promoting interconnected, synchronized, rapid, and effective digital transformation, Nghe An province has recorded many positive results in the period from July 1 to August 14, 2025.
At the provincial level, according to statistics on the online monitoring system at nq57.vn, Nghe An province was assigned 23 tasks, of which 14 have been completed and 9 are progressing on schedule, and are rated as Green.

At the commune level, based on data from 130 communes and wards, Nghe An ranks 15th out of 34 provinces and cities in terms of progress in implementing 16 tasks according to the plan; no commune completed less than 70% of the tasks, of which 95 out of 130 communes (73.08%) have completed all 16 tasks.
Regarding administrative procedure reform, the Chairman of the Provincial People's Committee issued a Decision announcing a list of 205 administrative procedures that are not dependent on the provincial administrative boundaries and fall under the management of 8 departments and agencies.

Thanks to synchronized implementation, the rate of online applications submitted and processed has improved significantly. As of 4 PM on August 6, 2025, the rate of online application submissions reached 72.35% (224,930/310,903 applications), of which 252,648 applications have received results. With this result, Nghe An has moved up 5 ranks, placing 20th out of 34 provinces and cities compared to July 22, 2025.

During the working session, leaders of departments, agencies, and localities in Nghe An focused on discussing the operational situation of the two-tiered local government system, especially at the commune level. The delegation directly listened to and understood practical difficulties, while also providing guidance on resolving obstacles and monitoring the implementation of tasks under the State management of the Ministry of Science and Technology in the province.

Director of the Department of Science and Technology Nguyen Quy Linh also raised several issues from the local context and made recommendations to the delegation, especially regarding solutions and investment roadmaps for equipment and infrastructure to support digital transformation, ensuring efficiency and suitability to practical realities. He also proposed that the Ministry take the lead in connecting data with Project 06 to ensure synchronized and effective implementation.
Concluding the working session, Comrade Tran Hau Ngoc affirmed that the Ministry of Science and Technology is always ready to accompany Nghe An in overcoming difficulties in the process of implementing decentralized tasks, decentralization of authority, and digital transformation.

The comrade suggested that the province strengthen the leadership role of Party committees and government agencies, especially the heads of departments, to ensure that decentralization and delegation of power are effective. Along with that, it is necessary to implement all elements serving the implementation simultaneously, from perfecting the legal framework, consolidating the organizational structure, improving the quality of human resources to investing in technical infrastructure.
Training and developing grassroots officials in law and technology also needs to be emphasized to enhance their practical capabilities. In the initial phase, to overcome the shortage of information technology personnel, short-term support can be mobilized from technology companies, postal services, community digital transformation organizations, and student volunteers.

Regarding the working group, the comrade requested that they fully receive all suggestions from localities in order to review, evaluate, and propose amendments and additions to legal documents to ensure consistency and uniformity. The Ministry of Science and Technology will maintain contact with local contacts to provide regular professional support.
