General Secretary To Lam chaired the conference to review the implementation of Resolution 57-NQ/TW.

General Secretary To Lam requested that in the coming time, we must concentrate highly, take drastic actions, and successfully implement tasks in the last 6 months of the year with a spirit of determination, perseverance, and steadfastness, and do everything possible to strengthen the trust of the whole society.

On the morning of July 2, the Central Steering Committee for Science, Technology, Innovation and Digital Transformation (STDI) held a conference in person and online at commune-level points nationwide to review the work in the first 6 months of the year and key tasks for the last 6 months of 2025.

Comrade To Lam - General Secretary, Head of the Central Steering Committee chaired the conference.

Co-chairing the conference were comrades: Pham Minh Chinh - Politburo member, Prime Minister, Deputy Head of the Central Steering Committee; Tran Cam Tu - Politburo member, Permanent member of the Secretariat, Deputy Head of the Central Steering Committee; Nguyen Duy Ngoc - Politburo member, Secretary of the Party Central Committee, Chairman of the Central Inspection Committee, Deputy Head of the Central Steering Committee; Le Hoai Trung - Secretary of the Party Central Committee, Chief of the Party Central Committee Office, Permanent Deputy Head of the Central Steering Committee.

At Nghe An province, comrade Nguyen Duc Trung - Secretary of the Provincial Party Committee, Head of the Steering Committee on science and technology development, innovation, digital transformation, administrative reform and Project 06 provinces chaired.

Many strong, substantial changes

Before the conference, the Central Steering Committee introduced three application platforms serving the implementation of Resolution No. 57: the Communist Party of Vietnam Electronic Information Portal; the information system for monitoring and evaluating the implementation of Resolution 57-NQ/TW; and the information system for receiving and processing feedback, recommendations, initiatives, and solutions for the development of science and technology, innovation, and national digital transformation.

In the first 6 months of 2025, under the strong direction of the Central Steering Committee and the active participation of ministries, branches and localities, the implementation of Resolution 57 has achieved many outstanding results, especially the issuance of Plans 01 and 02, with the support of large domestic technology enterprises.

The National Assembly has passed important laws: Law on Science, Technology and Innovation; Law on Digital Technology Industry and 14 related laws, 3 Resolutions of the National Assembly. These documents create a new legal corridor, prioritizing the development of strategic technology fields such as artificial intelligence, semiconductors, big data, and the Internet of Things.

The Government has issued 16 Decrees and 1 Resolution focusing on removing many institutional barriers, especially regulations related to administrative procedure reform, one-stop shop and inter-connected one-stop shop mechanisms; regulations on decentralization and delegation of power in accordance with the two-level government model at the local level.

Along with that, the Resolution 57 Monitoring and Evaluation System and the System for Receiving Feedback, Recommendations, and Initiatives in the Fields of Science and Technology, Innovation, and Digital Transformation have been put into operation. The Secretariat has issued the Party Digital Transformation Architecture version 3.0, along with the Regulations on Management and Exploitation of the Electronic Operations Management System.

Regarding digital infrastructure, to date, 12,106 5G stations have been deployed, covering more than 26% of the population, aiming for 90% of the population to have access to 5G by the end of 2025. At the same time, the construction of large-scale data centers is being accelerated, forming a national data infrastructure, connecting systems from the central to local levels.

Currently, the country has 858 science and technology enterprises; 45 high-tech enterprises; more than 73,000 digital technology enterprises in operation. The Government has issued 11 lists of strategic technology groups, focusing on key areas with large spillover effects (AI, IOT, ...).

A very prominent point is the active and proactive participation of large domestic technology enterprises. Large technology corporations such as Viettel, VNPT, FPT, CMC... not only participate as contractors to implement the project, but also directly work with the Steering Committee, ministries and branches to develop solutions and propose policies.

At the conference, leaders of ministries, central agencies, provincial and municipal Party Committees, private enterprises, universities and advisory councils reported on the results of implementing science, technology, innovation and digital transformation development; and made proposals and recommendations to promote these activities in the coming time.

Emphasizing the role of leaders in changing thinking leading to action, Prime Minister Pham Minh Chinh said that it is necessary to continue to remove obstacles, perfect institutions and policies, build mechanisms and priority policies to promote; mobilize, motivate and encourage resources among the people.

Along with that, developing databases at each level and in each sector; providing radio waves and electricity to remote areas; developing high-quality human resources and promoting the "Digital Education for All" movement; coordinating more closely and effectively; decentralizing and delegating more power, cutting down on cumbersome administrative procedures...

Concluding the conference, General Secretary To Lam highly appreciated the ministries, branches and localities for their active implementation and good initiatives in developing science, technology, innovation and digital transformation. However, the road ahead still has many difficulties, bottlenecks and challenges in leadership thinking and coordination mechanisms...

Therefore, in the coming time, the General Secretary requires high concentration, drastic action, successful implementation of tasks in the last 6 months of the year, especially tasks behind schedule; enhancing the sense of responsibility, having high political determination with the spirit of determination, perseverance, steadfastness, doing it at all costs, strengthening the trust of the whole society.

General Secretary To Lam requested to prioritize resources, human resources, and finance to complete assigned tasks, especially overdue tasks; not to allow information gaps to occur so that the two-level local government model can operate effectively.

Urgently develop sub-law documents to implement the passed laws; develop mechanisms and policies for scientific development, innovation, and digital transformation; focus on removing the identified bottlenecks. Focus on thoroughly grasping and seriously implementing Plan 01 of the Central Steering Committee according to the set timelines.

The General Secretary also proposed to develop criteria, management regulations, working regimes, remuneration and recruitment processes for Chief Engineers and Chief Architects to deploy strategic systems and breakthrough initiatives in science and technology; specify 11 lists of strategic technology groups with clear assignment and division of tasks.

In August 2025, General Secretary To Lam requested to develop a plan to organize and rearrange science and technology organizations, invest in developing strong research organizations; comprehensively evaluate the laboratory system nationwide; review policy planning, investment, sharing and exploitation of laboratories to ensure avoiding duplication and waste of resources.

Focus on research and promote the application of strategic technologies; Promote ownership of core technologies through cooperation, mergers and acquisitions, searching, negotiating, and acquiring small technology companies abroad that have important intellectual property or technological know-how.

Regarding national digital transformation, General Secretary To Lam requested the drastic implementation of Plan No. 02 of the Central Steering Committee, especially the tasks from now until the end of 2025. Develop and submit to the Steering Committee outstanding and breakthrough mechanisms for national data management according to the principle that data needs to be correct, sufficient, clean, alive, and seamlessly connected for effective exploitation, creating specific and measurable values; it is necessary to remove incorrect databases to redo, avoid prolonging old ways of doing things, causing waste and lost opportunities.

The Ministry of Public Security and other ministries and agencies shall urgently complete the construction, put into operation and use the National Data Center; at the same time, provide guidance on the exploitation, use and plans for connecting, sharing and analyzing data in sectors and fields to promote national digital transformation and serve socio-economic development; and handle the responsibility of the head if there is delay without a valid reason.

General Secretary To Lam also proposed promoting connection and data sharing between databases and information systems; restructuring administrative procedures, reusing information and data to provide convenient online public services for people and businesses, developing the economy - society and national defense and security.

Continue to deploy digital infrastructure, 5G coverage nationwide in conjunction with promoting the deployment of satellite Internet; urgently overcome the situation of villages and hamlets with signal depression and power shortage; ensure stable power sources, meeting the requirements for national digital transformation.

In addition, urgently develop and promulgate mechanisms and policies to attract human resources, science and technology talents, innovation and digital transformation at home and abroad, especially high-quality human resources in key technology industries; research and build a database of intellectuals at home and abroad; promulgate special preferential policies to attract at least 100 leading experts to return to work in the country.

In addition, ensure funding for science, technology, innovation and digital transformation; Prioritize the allocation of sufficient resources, focus on key, breakthrough and widespread tasks, resolutely cut down on scattered and formal projects; prioritize digital transformation projects to serve the new administrative model.
