Nghe An Provincial Party Secretary: Quickly shift from 'administrative management' mindset to 'service and creation' mindset

Today, in a solemn and exciting atmosphere, together with localities across the country, Nghe An province solemnly organized the Ceremony to announce the Resolutions of the National Assembly, the National Assembly Standing Committee, and the province's decisions on the arrangement of administrative units, apparatus organization and personnel work. This is a political event of special significance, a historical milestone in the process of building a streamlined local government apparatus that operates effectively, efficiently and effectively; demonstrating a strong determination for innovation in the new development stage.

On behalf of the provincial leaders, I would like to send my best regards and best wishes to comrade Nguyen Duc Hai - Member of the Party Central Committee, Vice Chairman of the National Assembly; comrades in the Central working delegation, leaders and former leaders of the province, and all cadres, party members and people of the province.

Dear comrades, dear people!

At this ceremony, on behalf of the Party and State leaders, comrade Nguyen Duc Hai - Member of the Party Central Committee, Vice Chairman of the National Assembly presented Resolution No. 1678 of the National Assembly Standing Committee on the arrangement of commune-level administrative units of Nghe An province; at the same time, gave a speech directing, acknowledging and praising the efforts of the Party Committee, government and people of the province in implementing this important policy in a synchronous, close, drastic, public, transparent and democratic manner; creating unity in the political system and consensus among the people.

On behalf of the Provincial Leaders, I would like to seriously accept and fully comprehend the comprehensive and profound instructions of the Vice Chairman of the National Assembly. Nghe An Province will promptly concretize them to lead, direct and implement them in a synchronous and effective manner; continue to promote the spirit of solidarity, innovation, creativity, dedication, unanimously overcome difficulties, and be determined to successfully organize and implement the goals and tasks in the next period.

Dear comrades, dear people!

The implementation of the arrangement and streamlining of the apparatus, administrative units and two-level local government organization is a major policy of the Party and the State to reorganize the administrative apparatus in the direction of streamlining, operating effectively, efficiently and effectively, in accordance with the practical conditions of socio-economic development of each locality. This is not simply an organizational adjustment, but also a restructuring, a strategic step in building a modern State in accordance with the inevitable trend of development, innovation and integration in the current period.

Seriously implementing the Resolutions and Conclusions of the Politburo and the Secretariat, with a spirit of urgency and high determination, "running while lining up", although the implementation process still encountered many difficulties and challenges, but with the spirit of solidarity, collaboration, meticulous, careful preparation, up to now, Nghe An province has completed the arrangement of the organizational apparatus from 412 commune-level administrative units to 130 new commune-level administrative units.

Proactively develop plans for arranging working facilities, develop draft regulations, programs, and operating procedures for the new commune-level apparatus when the district level is completed, and direct the organization of trial operations to promptly remedy and adjust problems that arise during the operation process and necessary conditions for the new commune-level administrative unit to come into operation from July 1, 2025.

Dear comrades, dear people!

The initial results are favorable and have received the consensus and support of cadres, party members and people in the province. However, the upcoming tasks are extremely heavy, requiring very high requirements and many new pressures, different from before.

To successfully implement this major policy, I request that Party committees, authorities and the entire political system join hands, seriously absorb, thoroughly grasp and fully implement the instructions of the Vice Chairman of the National Assembly; at the same time, focus on implementing the following key tasks:

The first:Local Party committees and authorities need to continue to closely follow the leadership and direction of the Central Government and the province on organizing activities and operations according to the two-level local government model to thoroughly grasp and seriously, promptly and resolutely implement, ensuring synchronization and unity.

Starting tomorrow (July 1, 2025), all work under the authority of local authorities at two levels (province and commune) must be carried out smoothly and effectively; without delay, without missing work, without interruption of work, without leaving areas or fields vacant, without affecting the activities of people and businesses, to better serve people and businesses; the head must be responsible to the Standing Committee of the Provincial Party Committee and the provincial leaders if the local apparatus operates slowly or ineffectively.

At the same time, it is necessary to immediately focus on implementing a number of immediate tasks such as: promulgating working regulations, work programs, implementing personnel work according to authority; implementing reviews and ensuring conditions for facilities and equipment to serve activities, people and businesses.

Monday:The establishment of the new commune-level administrative unit has opened up a new development space, creating new opportunities and new driving forces for comprehensive and sustainable development and improving people's lives. Therefore, localities need to urgently review, adjust, and restructure the development space, adjust the master plan, develop infrastructure, promote modern and smart industrial and agricultural production, and rational urbanization.

In particular, focus on investing in developing digital infrastructure, promoting comprehensive digital transformation and effectively applying science, technology and engineering in management and operation, contributing to improving the effectiveness and efficiency of the government apparatus.

Tuesday:Thoroughly grasp the consistent, core and continuous guiding spirit, which is that the new government must serve the people and businesses better; quickly shift the mindset from "administrative management" to "serving and creating".

I recommend that commune-level leaders, cadres and party members must regularly practice, improve their capacity, bravery and practical experience, be close to the grassroots, close to the people, understand the people, wholeheartedly serve the people; flexibly adapt, skillfully combine skills and experience accumulated from the working process and from the cadres and civil servants of the constituent communes as well as the cadres of the district and province mobilized to carry out and complete the tasks well.

Wednesday:Party committees, authorities and organizations in the political system need to pay attention to building the great national unity bloc, promoting the responsibility and exemplary role of leaders. Resolutely eliminate localism, promote the spirit of action for the common good, for the sustainable development of communes and wards. Each cadre and each citizen is a nucleus of unity and development.

Besides, it is necessary to do a good job of ideological work for cadres, party members, and workers; resolve policies for subjects in accordance with regulations, ensure publicity and transparency, and prevent negativity and complaints from occurring.

For the cadres transferred from the province and district, it is necessary to quickly adapt to the new requirements of the tasks at the grassroots level; increase contact, dialogue, listen to the opinions of the people, proactively grasp the ideological situation of cadres, party members, civil servants and the people to promptly resolve issues arising at the grassroots level.

Thursday:Urgently prepare and successfully organize the Party Congresses of communes and wards for the 2025-2030 term and the election of National Assembly and People's Council deputies at all levels for the 2026-2031 term in accordance with the regulations and instructions of the Central and the province. When preparing the Congress documents, it is necessary to objectively and comprehensively assess the current situation after the merger; propose directions, tasks and key solutions, close to practical conditions, avoid copying and formalistic thinking; require that they can be implemented immediately after the Congress in accordance with the direction of the Politburo and General Secretary To Lam.

Friday:Comrades, members of the Standing Committee of the Provincial Party Committee, members of the Provincial Party Executive Committee, advisory and support agencies of the Provincial Party Committee, departments, branches, sectors, and socio-political organizations at the provincial level must continue to accompany the Party Committees, authorities, and political systems of new communes and wards, especially in remote, disadvantaged, and special areas; pay attention to and focus on the grassroots level, actively grasp the areas assigned to monitor; regularly coordinate, guide, and exchange on professional expertise, promptly support and resolve difficulties and problems.
