Chairman of Nghe An Provincial People's Committee Le Hong Vinh inspected the preparation work for operating the new commune-level model.

The Chairman of the Provincial People's Committee directly worked with the leaders of Dong Loc commune (established on the basis of merging 3 communes: Khanh Hop, Nghi Thach and Thinh Truong of Nghi Loc district) and Do Luong commune (established on the basis of merging the communes: Bac Son, Nam Son, Da Son, Dang Son, Luu Son, Thinh Son, Van Son, Yen Son and Do Luong town of Do Luong district).

At the meetings, the Chairman of the Provincial People's Committee listened to reports on the preparation for operation of communes in the 2-level local government organization model. In particular, he paid close attention to the organization and operation of the Commune-level Public Administration Service Center - a department that plays a key role in receiving and handling administrative procedures for people and businesses.

The Chairman of the Provincial People's Committee emphasized the need to ensure that the operations of these centers run smoothly, seamlessly, and without interruption during the transition, especially from the time the new model officially operates from July 1, 2025. This is an important factor to strengthen the trust of people and organizations in the government apparatus after the arrangement.

In Dong Loc commune, the locality was chosen by the Standing Committee of Nghe An Provincial Party Committee as the location to organize a trial operation of the 2-level local government model on June 20, connected to the Nghe An Provincial Party Committee bridge point, along with 129 bridge points of the remaining communes and wards of the province.

The trial operation in Dong Loc took place seriously and methodically, ensuring practicality and synchronization in implementing the work steps of the Party Committee, People's Council, and People's Committee of the commune, especially the discussion of the mechanism to operate the Public Administration Service Center, which was assessed by the Standing Committee as successful.

Up to now, through the report of comrade Duong Dinh Chinh - Member of the Provincial Party Executive Committee, Secretary of Nghi Loc District Party Committee (Party Secretary, Chairman of Dong Loc Commune People's Council according to the 2-level local government organization model), the preparations for the operation of the Party Committee, government, Fatherland Front and other organizations in the commune political system have basically been completed, at the highest level of readiness to officially come into operation.

Notably, the Dong Loc Commune Public Administration Service Center has been established and completed according to the correct standards. The commune has fully installed a system of signs, brand identity, posted working regulations, fees and charges. Training and coaching for officials has been implemented synchronously. 100% of officials and civil servants have been granted electronic accounts, and tasks are clearly assigned.

In addition, the locality also coordinated with VNPT to organize training on the process of receiving, processing and returning administrative procedure results; arranged a community digital technology team to be on duty regularly to support people in installing the VNeID application, using digital signatures and other digital utilities. Instructional documents and leaflets on administrative procedures have been printed and fully publicized at the one-stop department.

At Do Luong commune, comrade Hoang Van Hiep - Deputy Secretary of the District Party Committee, Chairman of the People's Committee of Do Luong district (taking on the position of Secretary of the Party Committee of Do Luong commune according to the 2-level local government model) reported on the preparation work of Do Luong commune and the remaining 5 communes established on the basis of the administrative boundaries of Do Luong district.

According to the report, although the preparation process still encountered many difficulties, especially regarding the working headquarters conditions of the new communes (except for Do Luong commune which basically met the requirements), Do Luong district has been proactive and focused on directing strongly to ensure the necessary conditions for the communes to operate according to the two-level local government organization model.

One of the focuses is the construction and effective organization of the Commune-level Public Administration Service Center, creating a foundation to improve the quality of service to people and organizations right from the first days of operating the new model.

Based on the inspection at the Public Administration Service Center in 2 communes and working with grassroots leaders, comrade Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee gave specific instructions.

He acknowledged the efforts and proactive spirit of the Party Committee, government, cadres and civil servants in preparing conditions to operate the new administrative apparatus.

In Dong Loc commune, due to the difficult physical conditions, the locality is currently arranging 2 locations to receive documents from people and organizations. Sharing the initial difficulties, the Chairman of the Provincial People's Committee requested the commune leaders to uphold their sense of responsibility, directly direct and participate in resolving administrative procedures, promptly receive and handle people's feedback and recommendations right from the beginning.

The commune needs to clearly assign each officer in charge to support and guide people in completing procedures, ensuring the process is smooth and avoiding congestion. At the same time, it is necessary to carefully prepare the necessary conditions to receive, process and return documents on time, avoiding negative incidents.

The consistent spirit is to cultivate people's trust, so that they gradually believe in the two-tier local government model. The restructuring of the apparatus is not only aimed at being "more streamlined", but more importantly, to be "closer to the people" and serve the people better.

This needs to be demonstrated by a clear change in working style, approach to people and daily service attitude of grassroots staff.

Comrade Le Hong Vinh suggested that in the coming time, the commune needs to continue reviewing internal procedures, clearly identifying each handling point to improve the efficiency of handling administrative procedures.

He hopes and believes that the model in Dong Loc commune will become a practical lesson for the province to replicate and adjust more appropriately to the 2-level government model.

At Do Luong commune, Chairman of the Provincial People's Committee Le Hong Vinh highly appreciated the proactive, decisive and methodical actions of Do Luong commune and Do Luong district in the process of implementing the 2-level local government model; clearly demonstrated through the approach to 1,065 tasks at the commune level and the commune-level specialized departments that have taken part.

The Chairman assigned the Provincial People's Committee to assign the leaders of Do Luong district to preside over the preparation of all necessary procedures to carry out the handover from 3-level local government to 2-level in all 6 new communes. At the same time, review the infrastructure system of the communes, ensuring the operating conditions of the Commune-level Public Administration Service Center to operate effectively.

The Chairman of the Provincial People's Committee also agreed with the leaders of the Provincial People's Committee Office and the Department of Science and Technology when choosing the Do Luong Commune Public Administration Service Center as a pilot model for the whole province, from which it will serve as a basis for replication and guidance for the remaining 129 communes and wards in the whole province.

Trusting in the local infrastructure, staff capacity and proactive spirit, Chairman of the Provincial People's Committee Le Hong Vinh proposed to build Do Luong commune as a model commune in implementing administrative procedure reform at the Public Administration Service Center.

At the working session in Do Luong commune, after listening to the report of the leaders of the Provincial People's Committee Office and the Provincial Public Administration Service Center, the Chairman of the Provincial People's Committee requested to soon complete and issue sample instructions to serve the synchronous implementation of administrative procedures.

The Department of Science and Technology coordinated to organize a training session for officials of new communes in Do Luong district to operate the Public Administration Service Center in the digital environment, considering this a model training session to gain experience and perfect the general guidance document for the whole province.
