Nghe An established 4 working groups to resolve problems at the commune level.

Each working group is headed by a Vice Chairman of the Provincial People's Committee, with Deputy Heads and members being leaders and representatives of provincial departments and branches and Chairmen of People's Committees of communes and wards.

In addition, the groups also invited representatives of the leaders of the Provincial People's Council Committees, the Office of the National Assembly Delegation - Provincial People's Council and the Standing Committee of the Provincial Party Committee to participate.

The working groups are under the direct command of the Chairman of the Provincial People's Committee and are responsible for implementing assigned tasks, including directing, handling and removing difficulties and obstacles in the operation of two-level local governments in assigned areas.

The heads of the working groups are assigned to proactively develop work programs and implement them to ensure progress. During the working process, if difficulties or problems arise beyond their authority, the heads of the working groups are responsible for reporting directly to the Chairman of the Provincial People's Committee for timely direction.

Chairmen of People's Committees of communes and wards, as members of working groups, are required to prepare detailed reports on the implementation of two-level local government in the recent past. The reports must clearly state the implementation results, difficulties, obstacles and recommendations and proposals (if any).

The deadline for completing the tasks of the working groups is set by the Chairman of the Provincial People's Committee before October 15, 2025.

After the reorganization of commune-level administrative units in 2025, Nghe An now has 130 communes and wards. 4 working groups are specifically assigned as follows:
