Nghe An establishes 4 task forces to resolve difficulties at the commune level.
Nghe An province has established four working groups to direct and resolve difficulties and obstacles in the implementation of the two-tiered local government system, according to Decision No. 2954/QD-UBND signed by the Chairman of the Provincial People's Committee, Le Hong Vinh, on September 17, 2025.
Each working group is headed by a Vice Chairman of the Provincial People's Committee, along with a Deputy Head and members who are leaders and representatives of provincial departments and agencies, and chairmen of the People's Committees of communes and wards.
In addition, the groups also invited representatives from the leadership of the Provincial People's Council Committees, the Office of the Provincial National Assembly Delegation - People's Council, and the Standing Committee of the Provincial Party Committee and People's Committee to participate.
The working groups are under the direct supervision of the Chairman of the Provincial People's Committee and are responsible for implementing assigned tasks, including directing, handling, and resolving difficulties and obstacles in the operation of the two-tiered local government in the assigned areas.
The heads of the assigned working groups are responsible for proactively developing work programs and implementing them to ensure timely progress. During the work process, if any difficulties or obstacles arise that are beyond their authority, the group leader is responsible for reporting directly to the Chairman of the Provincial People's Committee for timely guidance.
Chairpersons of the People's Committees of communes and wards, in their roles as members of the working groups, are required to prepare detailed reports on the implementation of the two-tiered local government system over the past period. The reports should clearly state the results achieved, difficulties and obstacles encountered, and recommendations and proposals (if any).
The deadline for the task forces to complete their work is set by the Chairman of the Provincial People's Committee before October 15, 2025.
Following the reorganization of commune-level administrative units in 2025, Nghe An currently has 130 communes and wards. Four working groups have been assigned specific tasks as follows:
Group 1: DComrade Bui Thanh An - Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee, serves as the Team Leader, in charge of the following wards: Truong Vinh, Thanh Vinh, Vinh Hung, Vinh Phu, Vinh Loc, Cua Lo and the following communes: Yen Thanh, Quan Thanh, Hop Minh, Van Tu, Van Du, Quang Dong, Giai Lac, Binh Minh, Dong Thanh, Quy Hop, Tam Hop, Chau Loc, Chau Hong, Muong Ham, Muong Chong, Minh Hop, Que Phong, Tien Phong, Thong Thu, Muong Quang, Tri Le, Hung Nguyen, Hung Nguyen Nam, Lam Thanh, Yen Trung.
Group 2:Comrade Nguyen Van De - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee - serves as the Team Leader, in charge of the following communes: Dong Loc, Nghi Loc, Trung Loc, Than Linh, Hai Loc, Phuc Loc, Van Kieu, Kim Lien, Van An, Nam Dan, Dai Hue, Thien Nhan, Quy Chau, Chau Tien, Hung Chan, Chau Binh, Con Cuong, Mon Son, Mau Thach, Cam Phuc, Chau Khe, Binh Chuan, Dien Chau, An Chau, Hai Chau, Hung Chau, Minh Chau, Tan Chau, Duc Chau, Quang Chau, Tan Ky, Tan An, Nghia Hanh, Nghia Dong, Tan Phu, Giai Xuan, Tien Dong.
Group 3:Comrade Hoang Phu Hien - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee - serves as the Team Leader, in charge of the following wards: Thai Hoa, Dong Hieu, Hoang Mai, Tan Mai, Quynh Mai and the following communes: Tay Hieu, Nghia Dan, Nghia Tho, Nghia Lam, Nghia Mai, Nghia Hung, Nghia Khanh, Nghia Loc, Anh Son, Yen Xuan, Anh Son Dong, Vinh Tuong, Nhan Hoa, Thanh Binh Tho, Quynh Luu, Quynh Van, Quynh An, Quynh Tam, Quynh Phu, Quynh Son, Quynh Thang.
Group 4:Comrade Phung Thanh Vinh - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee - serves as the Team Leader, in charge of the following communes: Do Luong, Van Hien, Luong Son, Bach Ngoc, Thuan Trung, Bach Ha, Cat Ngan, Hanh Lam, Son Lam, Tam Dong, Hoa Quan, Kim Bang, Bich Hao, Xuan Lam, Dai Dong, Tuong Duong, Tam Quang, Tam Thai, Luong Minh, Yen Na, Yen Hoa, Nga My, Huu Khuong, Nhon Mai, Muong Xen, Huu Kiem, Chieu Luu, Muong Tip, Na Ngoi, Huoi Tu, Muong Long, Nam Can, Bac Ly, My Ly, Na Loi, Keng Du.
