Conclusion of the Chairman of the Provincial People's Committee at the regular citizen reception session in June 2025

On June 16, 2025, at the provincial citizen reception office, Chairman of the Provincial People's Committee Le Hong Vinh chaired the regular citizen reception session in June 2025.
The specific content is as follows:
1. Mr. Nguyen Nam Kim, residing in Yen My hamlet, Nghia My commune, Thai Hoa town: Requesting competent authorities to consider financial obligations when processing applications for land use right certificates for 07 families who were assigned resettlement land by the People's Committee of Nghia My commune when the State implemented the 500KV line project, circuit 2, in Nghia My commune, Nghia Dan district (now Thai Hoa town) since 2005.
After listening to citizens' presentations and opinions from relevant departments, branches and localities, Chairman of the Provincial People's Committee Le Hong Vinh concluded:
The People's Committee of Nghia My commune allocated land to 07 households affected by the 500KV line project, circuit 2, which is an act of allocating land beyond its authority; not in accordance with Decision No. 44/QD-UBND.DC dated January 18, 2005 of the People's Committee of Nghe An province on approving the compensation plan for site clearance for the 500KV line project, circuit 3 (including support of 1 million VND/household for households to arrange their own land; there is no plan to arrange resettlement land for affected households).
To resolve the case in accordance with the law and ensure the rights of households: Assign the People's Committee of Thai Hoa town to review the case, determine specific financial obligations between the place of departure and the place of arrival; the payment of compensation and support to households; apply the most appropriate transitional provisions and legal regulations to guide citizens to complete the dossier, and issue land use right certificates to households in accordance with the law.
The Department of Agriculture and Environment, the Department of Finance, and the Department of Construction promptly guide the People's Committee of Thai Hoa town when there are problems in the process of resolving the case.
2. Mr. Nguyen Van Nghi, residing in Hamlet 5 Lac Thanh, Hung Thanh Commune, Yen Thanh District (authorizing lawyer Vu Cong Duc Anh to present): Petition to competent authorities to adjust and supplement compensation and support for land and assets on land for 40 households affected by the project of raising dairy cows and processing milk on an industrial scale and developing the economy at the Youth Union 6-XDKT.
After listening to citizens' presentations and opinions from relevant departments, branches and localities, Chairman of the Provincial People's Committee Le Hong Vinh concluded:
Households have received full compensation and support for site clearance for the project of Dairy farming and concentrated milk processing on an industrial scale and economic development at the Youth Volunteer Team 6-XDKT from 2013 to 2016 according to the plan approved by the People's Committee of Yen Thanh district in Decision No. 7231/QD-UBND.DC dated December 28, 2012 and Decision No. 973/QD-UBND.DC dated March 6, 2014. The People's Committee of Yen Thanh district has handed over the site and TH Raw Material Development Joint Stock Company in the Northeast of Nghe An has implemented the project in the field.
According to the report of Yen Thanh District People's Committee: due to shortcomings in the process of preparing measurement records to serve compensation for land acquisition and clearance for 40 households. Therefore, the Chairman of the Provincial People's Committee assigned Yen Thanh District People's Committee to preside over and coordinate with the Department of Agriculture and Environment, Department of Finance, Department of Construction, Nghe An Provincial Youth Union to inspect, review, conclude, and resolve the content of citizens' petitions according to the law (assigned Yen Thanh District People's Committee to make a plan and specific time schedule for implementation).
