Nghe An announces the implementation of a two-tiered local government model.
On the morning of June 30th, the Nghe An Provincial Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee held a ceremony to announce the Resolutions of the National Assembly and the Standing Committee of the National Assembly on the termination of district-level administrative units, the reorganization of commune-level administrative units; decisions on the establishment of commune-level Party committees; and the appointment of personnel for the Party committees, leadership of the People's Councils, People's Committees, and Vietnam Fatherland Front Committees at the commune level.

Comrade Nguyen Duc Hai, Member of the Central Committee of the Party and Vice Chairman of the National Assembly, represented the Party and State leaders at the central venue in Vinh City.
Also attending were: Nguyen Dac Vinh - Member of the Central Committee of the Party, Member of the Standing Committee of the National Assembly, Chairman of the National Assembly's Committee on Culture and Society; Nguyen Thanh Hai - Deputy Head of the Central Internal Affairs Committee; Nguyen Van Chi - Deputy Chairman of the National Assembly's Committee on Economy and Finance, National Assembly Delegate from Nghe An province; Tran Van Thuan - Deputy Minister of Health; and leaders of departments and offices of the National Assembly; representatives of the Central Organization Committee, the Central Inspection Committee, and the Central Party Office.

The leaders of Nghe An province included: Nguyen Duc Trung - Secretary of the Provincial Party Committee; Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Vo Thi Minh Sinh - Deputy Secretary of the Provincial Party Committee, Chairwoman of the Vietnam Fatherland Front Committee of the province, Head of the National Assembly Delegation of Nghe An province.
Members of the Standing Committee and Executive Committee of the Provincial Party Committee; leaders of advisory and support agencies of the Provincial Party Committee; leaders of the Fatherland Front and political and social organizations at the provincial level; leaders of departments, boards, and agencies, and committees of the Provincial People's Council; secretaries of subordinate Party committees and members of the Provincial Party Committee's Inspection Committee; and secretaries of Party committees, chairmen of People's Councils and People's Committees of 130 communes and wards.
The announcement ceremony was connected online to 130 locations in communes and wards, with the participation of members of the Party Standing Committee, the Party Executive Committee, the Party Committee, People's Council delegates, officials, civil servants, and representatives from all walks of life.

A historical milestone in the organization of local government.
The organizing committee announced Resolution No. 203/2025/QH15 of the National Assembly on amending and supplementing a number of articles of the Constitution of the Socialist Republic of Vietnam. This resolution is of fundamental significance, creating a legal basis for establishing a two-tiered local government organizational model nationwide.
Resolution No. 203/2025/QH15 stipulates that the administrative units of the Socialist Republic of Vietnam are organized into two levels: provinces, centrally-administered cities, and administrative units below the level of provinces and centrally-administered cities as prescribed by law.

Based on that, the National Assembly passed the Law on Organization of Local Government 2025 at its 9th session, stipulating that the administrative units of the Socialist Republic of Vietnam are organized into two levels: provinces and centrally-administered cities (provincial level) and communes, wards, and special zones under the provincial level (commune level). This law takes effect from the date of its adoption (June 16, 2025).
The Law on Organization of Local Government 2025 stipulates that the People's Council, agencies under the People's Council, People's Committee, Chairman of the People's Committee, specialized agencies, and other administrative organizations under the People's Committee of districts, cities under provinces, cities under centrally-governed cities, and towns (district level) will cease operations from July 1, 2025.
Therefore, based on the provisions of Resolution No. 203/2025/QH15 and the Law on Organization of Local Government in 2025, the two-tiered (provincial and commune) model of local government organization will officially be implemented nationwide from July 1, 2025, completely replacing the current three-tiered model.

At the ceremony, delegates heard the announcement of Resolution No. 1678/NQ-UBTVQH15 dated June 16, 2025, of the Standing Committee of the National Assembly on the rearrangement of commune-level administrative units in Nghe An province in 2025. The Resolution takes effect from the date of signing and stipulates that the commune-level administrative units formed after the rearrangement will officially begin operation from July 1, 2025.
This is an important legal basis for Nghe An province to reorganize 412 commune-level administrative units to conform to the new organizational model, ensuring they are streamlined, efficient, effective, and effective.
According to the approved reorganization plan, after implementation, the entire province will have only 130 commune-level administrative units, including 119 communes and 11 wards. Of these, 110 communes and 11 wards will be newly formed by merging old administrative units; 9 communes will remain unchanged and will not be reorganized, including: Keng Du, My Ly, Bac Ly, Huoi Tu, Muong Long, Binh Chuan, Huu Khuong, Luong Minh and Chau Binh.

In order to ensure synchronization and uniformity in the organizational structure of the political system at the grassroots level, Nghe An province has proactively issued important decisions on ending the activities of Party and government organizations at the district and commune levels before reorganization; and at the same time, establishing new Party, government, and Fatherland Front organizations at the commune level in accordance with the two-tiered local government organizational model.
At the announcement ceremony, the Standing Committee of the Provincial Party Committee announced decisions on the termination of the activities of the former commune-level and district-level Party committees, and decisions on the establishment of 130 commune and ward Party committees; the appointment of personnel for the Party committee executive board, Party committee standing committee, Party committee inspection committee; chairman, vice chairman, and head of the People's Council; and chairman and vice chairman of the People's Committee of the communes and wards.





Representing the leaders of 130 communes and wards, Comrade Le Van Luong - Member of the Provincial Party Committee, Secretary of the Party Committee of Tuong Duong commune - delivered a speech affirming the responsibility and dedication of the cadres and Party members who have been educated and trained by the Party and the people, and who have been entrusted with tasks by the Provincial Party Standing Committee to successfully fulfill their duties within the two-tiered local government organizational model.

On behalf of the Party and State leaders, Comrade Nguyen Duc Hai - Member of the Central Committee of the Party, Vice Chairman of the National Assembly - presented Resolution No. 1678/NQ-UBTVQH15 dated June 16, 2025, of the Standing Committee of the National Assembly on the rearrangement of commune-level administrative units in Nghe An province in 2025 to the Standing Committee of the Provincial Party Committee and delivered a speech and presented flowers to congratulate Nghe An province.

The Vice Chairman of the National Assembly highly appreciated and commended the proactive and responsible approach of the Standing Committee of the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee of Nghe An in developing the plan, disseminating information, and soliciting public opinion on the policy of rearranging commune-level administrative units associated with building a two-tiered government model. The province also closely coordinated with central agencies, ensuring the progress, procedures, democracy, and effectiveness of the work. The results received high approval from voters and the people in the province (an average rate of 98% across the province). The achievements demonstrate the determination and responsibility of the entire political system and the support of all strata of people throughout the province for the rearrangement and streamlining of the organizational structure and apparatus.

At the same time, on behalf of the Party and State leaders, the Vice Chairman of the National Assembly congratulated the comrades who have just taken up their duties in the 130 new communes and wards. This is a great honor, reflecting the trust of the Central Party Committee, the Politburo, the Secretariat, the National Assembly, the Standing Committee of the National Assembly, the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, and especially the people, cadres, and Party members throughout the entire Party organization.

"For you comrades, this is a great honor, but also a heavy responsibility and many challenges. I urge you to uphold a sense of responsibility, demonstrate your capabilities, intelligence, and dedication, be united, dynamic, proactively adapt to new requirements, dare to think, dare to act, and dare to take responsibility for the common good, and quickly get into the swing of things," the Vice Chairman of the National Assembly emphasized.

Looking ahead, the workload is immense, and the comrade suggested that Nghe An province focus on five key tasks, especially stabilizing the organization, ideology, and sense of responsibility of the two-level government apparatus.
"Starting tomorrow (July 1, 2025), all work under the authority of both levels (provincial and commune) must be carried out smoothly, without delay or omission, to better serve the people and businesses. Maintaining the image and demeanor of officials who have shifted from administrative service to serving the people," the Vice Chairman of the National Assembly emphasized, and simultaneously pointed out: For communes lacking specialized personnel, the provincial level must promptly and adequately arrange for reinforcement and support, ensuring smooth operation with the motto of greater efficiency, closer proximity to the people, better service to the people.

Speaking on behalf of the Standing Committee of the Provincial Party Committee at the announcement ceremony, Comrade Nguyen Duc Trung - Secretary of the Nghe An Provincial Party Committee - seriously acknowledged and fully absorbed the comprehensive and profound directives of the Vice Chairman of the National Assembly. Nghe An province will promptly concretize these directives to lead, guide, and implement them in a synchronized and effective manner; continuing to promote the spirit of unity, innovation, creativity, dedication, and solidarity in overcoming difficulties, and resolutely organizing the successful implementation of the goals and tasks in the next phase.

Assessing the implementation of the two-tiered local government system in the province, initial results have been favorable and have received the support and approval of officials, Party members, and the people of the province. However, the upcoming tasks are extremely challenging, demanding high standards and facing many new and different pressures compared to the past. Therefore, the Provincial Party Secretary requested that all Party committees, governments, and the entire political system work together, seriously absorb, thoroughly understand, and fully implement the directives of the Vice Chairman of the National Assembly; and at the same time, focus on carrying out six key tasks.

In particular, local Party committees and authorities need to continue to closely follow the leadership and guidance of the Central Government and the province regarding the organization and operation of the two-tiered local government model, in order to thoroughly understand, seriously, promptly, and decisively implement it, ensuring synchronicity and uniformity.
Starting from July 1, 2025, all tasks under the authority of the two levels of local government (provincial and commune) must be carried out smoothly and efficiently; without delays, omissions, or interruptions; without leaving any areas or sectors unattended; without affecting the activities of citizens and businesses; and with better service to citizens and businesses. The head of each local government will be held accountable to the Provincial Party Standing Committee and the provincial leadership if the local government apparatus operates slowly or inefficiently.

At the same time, it is necessary to focus on immediately implementing several tasks such as: issuing working regulations and work programs, carrying out personnel work within the scope of authority; conducting a review and ensuring the necessary conditions regarding facilities and equipment to support operations and serve the people and businesses.
The Provincial Party Secretary also requested that localities urgently review, adjust, and restructure development spaces, revise master plans, develop infrastructure, promote modern and smart industrial and agricultural production, and ensure rational urbanization.

In particular, the consistent, core, and overarching guiding principle is that the new government must better serve the people and businesses; quickly shift from an "administrative management" mindset to a "service and creation" mindset; focus on building national unity, promoting the responsibility and exemplary role of leaders. Resolutely eliminate parochialism, uphold the spirit of action for the common good and for the sustainable development of the commune and ward. Every official and every citizen is a nucleus of unity and development.

The Provincial Party Secretary also requested the urgent preparation and successful organization of the Party congresses of communes and wards for the 2025-2030 term and the elections of National Assembly and People's Council representatives at all levels for the 2026-2031 term, in accordance with the regulations and guidelines of the Central Government and the province.
