Nghe An announces implementation of 2-level local government model
On the morning of June 30, the Provincial Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee of Nghe An province held a ceremony to announce the Resolution of the National Assembly and the National Assembly Standing Committee on ending the operation of district-level administrative units, rearranging commune-level administrative units; decisions on establishing commune-level Party committees; appointing personnel for Party committees, leaders of People's Councils, People's Committees, and Vietnam Fatherland Front Committees at commune level.

The announcement ceremony was connected online to 130 commune and ward bridges with the participation of permanent members of the Party Committee, Standing Committee, Party Executive Committee, People's Council delegates, cadres, civil servants and representatives of all walks of life.

Historical milestones in local government organization
The Organizing Committee announced Resolution No. 203/2025/QH15 of the National Assembly on Amending and Supplementing a Number of Articles of the Constitution of the Socialist Republic of Vietnam. This is a fundamental resolution, creating a legal basis for establishing a two-level local government organization model nationwide.
Resolution No. 203/2025/QH15 stipulates: Administrative units of the Socialist Republic of Vietnam are organized into two levels, including provinces and centrally run cities and administrative units below provinces and centrally run cities as prescribed by law.

On that basis, the National Assembly passed the Law on Organization of Local Government 2025 at the recent 9th Session, stipulating: Administrative units of the Socialist Republic of Vietnam are organized into 2 levels, including: Provinces and centrally-run cities (provincial level) and communes, wards, and special zones under the provincial level (commune level). This Law takes effect from the date of its passage (June 16, 2025).
The Law on Organization of Local Government 2025 stipulates: People's Councils, agencies under People's Councils, People's Committees, Chairmen of People's Committees, specialized agencies, other administrative organizations under People's Committees of districts, towns, cities under provinces, cities under centrally run cities, and towns (district level) will cease operations from July 1, 2025.
Thus, based on the provisions of Resolution No. 203/2025/QH15 and the Law on Organization of Local Government 2025, the 2-level local government organization model (provincial and communal levels) will officially operate nationwide from July 1, 2025, completely replacing the current 3-level model.

At the ceremony, delegates heard the announcement of Resolution No. 1678/NQ-UBTVQH15 dated June 16, 2025 of the National Assembly Standing Committee on the arrangement of commune-level administrative units of Nghe An province in 2025. The Resolution takes effect from the date of signing and stipulates: commune-level administrative units formed after the arrangement will officially come into operation from July 1, 2025.
This is an important legal basis for Nghe An province to rearrange 412 commune-level administrative units in accordance with the new organizational model, ensuring the requirements of being lean, compact, strong, efficient, effective and efficient.
According to the approved arrangement plan, after implementation, the whole province will have only 130 commune-level administrative units, including 119 communes and 11 wards. Of these, 110 communes and 11 wards will be newly formed, based on the merger of old administrative units; 9 communes will remain unchanged, not being arranged, including: Keng Du, My Ly, Bac Ly, Huoi Tu, Muong Long, Binh Chuan, Huu Khuong, Luong Minh and Chau Binh.

In order to ensure synchronization and unity in the organization of the political system at the grassroots level, in recent times, Nghe An province has proactively issued important decisions on ending the activities of party organizations and district and commune-level governments before the rearrangement; at the same time, newly establishing party organizations, governments and the Fatherland Front at the commune level in accordance with the 2-level local government organization model.
At the announcement ceremony, the Standing Committee of the Provincial Party Committee announced decisions on ending the activities of the Party Committees at the commune level (old) and the district level (old) and decisions on establishing 130 Party Committees at the commune and ward levels; appointing personnel for the Party Committee Executive Committee, the Party Committee Standing Committee, the Party Committee Inspection Committee; the Chairman, Vice Chairman, and Head of the People's Council; the Chairman and Vice Chairman of the People's Committees at the commune and ward levels.





Representing the leaders of 130 communes and wards, comrade Le Van Luong - Member of the Provincial Party Executive Committee, Secretary of the Tuong Duong Commune Party Committee spoke, affirming the responsibility and dedication of the cadres and party members who have been educated and trained by the Party and the people, and trusted and assigned tasks by the Provincial Party Standing Committee to successfully complete their tasks in the 2-level local government organization model.

On behalf of the Party and State leaders, comrade Nguyen Duc Hai - Member of the Party Central Committee, Vice Chairman of the National Assembly presented Resolution No. 1678/NQ-UBTVQH15 dated June 16, 2025 of the National Assembly Standing Committee on the arrangement of commune-level administrative units of Nghe An province in 2025 to the Standing Committee of the Provincial Party Committee and delivered a speech and presented flowers to congratulate Nghe An province.

The Vice Chairman of the National Assembly highly appreciated and commended the initiative and responsibility of the Standing Committee of the Provincial Party Committee, the People's Council and the People's Committee of Nghe An province in developing the project, propagating, disseminating and collecting people's opinions on the policy of rearranging commune-level administrative units associated with building a 2-level government model; the province also closely coordinated with central agencies, ensuring progress, work processes, democracy and efficiency. It was highly approved by voters and people in the province (the average rate of the whole province reached 98%). The results achieved demonstrated the determination and responsibility of the entire political system, the consensus and support of people of all walks of life in the whole province for the rearrangement and streamlining of the organization and apparatus.

At the same time, on behalf of the Party and State leaders, the Vice Chairman of the National Assembly congratulated the comrades who had just taken up their duties in 130 new communes and wards. This is a great honor, demonstrating the trust of the Party Central Committee, the Politburo, the Secretariat, the National Assembly, the National Assembly Standing Committee, the Provincial Party Committee, the People's Council, the People's Committee and especially the People, cadres and Party members in the entire Party organization.

“For you comrades, this is a great honor, a heavy responsibility, and many challenges. I request you to promote your sense of responsibility, affirm your mettle, intelligence, and dedication, solidarity, dynamism, proactively adapt to new requirements, dare to think, dare to do, dare to take responsibility for the common good, and quickly get up to speed with the work,” the Vice Chairman of the National Assembly emphasized.

In the coming time, the workload is very large, he suggested that Nghe An province focus on 5 key tasks, especially stabilizing the organization, ideology, and sense of responsibility of the 2-level government apparatus.
"From tomorrow (July 1, 2025), all work under the authority of the two levels (province and commune) must be carried out smoothly, without delay or omission, to better serve the people and businesses. Maintaining the image and style of officials "from serving the administration to serving the people", the Vice Chairman of the National Assembly emphasized and at the same time pointed out: For places where the commune level lacks professional staff, the provincial level must arrange, strengthen promptly, fully, support, help, ensure smooth work with the motto of being more effective, closer to the people, closer to the people, serving the people better.

On behalf of the Standing Committee of the Provincial Party Committee, speaking at the Announcement Ceremony, Comrade Nguyen Duc Trung - Secretary of the Nghe An Provincial Party Committee seriously received and fully grasped the comprehensive and profound instructions of the Vice Chairman of the National Assembly. Assessing the organization of local government at two levels in the province, it has achieved initial favorable results and received the consensus and support of cadres, party members and people in the province. However, the upcoming tasks are extremely heavy, requiring very high requirements and many new pressures, different from before, so the Provincial Party Secretary requested that Party committees, authorities and the entire political system join hands, seriously absorb, thoroughly grasp and fully implement the instructions of the Vice Chairman of the National Assembly; at the same time, focus on implementing 6 key tasks.

In particular, local Party committees and authorities need to continue to closely follow the leadership and direction of the Central Government and the province on organizing activities and operations according to the 2-level local government model to thoroughly grasp and seriously, promptly and resolutely implement, ensuring synchronization and unity.
Starting from July 1, 2025, all work under the authority of local authorities at two levels (province and commune) must be carried out smoothly and effectively; without delay, without missing work, without interruption of work, without leaving areas or fields vacant, without affecting the activities of people and businesses, to better serve people and businesses; the head must be responsible to the Standing Committee of the Provincial Party Committee and the provincial leaders if the local apparatus operates slowly or ineffectively.

At the same time, it is necessary to immediately focus on implementing a number of immediate tasks such as: promulgating working regulations, work programs, implementing personnel work according to authority; implementing reviews and ensuring conditions for facilities and equipment to serve activities, people and businesses.
The Provincial Party Secretary also requested that localities urgently review, adjust, and restructure development space, adjust master plans, develop infrastructure, promote modern, smart industrial and agricultural production, and reasonable urbanization.

In particular, thoroughly grasp the consistent, core and continuous guiding spirit, which is that the new government must serve the people and businesses better; quickly shift the mindset from "administrative management" to "service and creation"; pay attention to building the great national unity bloc, promoting the responsibility and exemplary role of the leader. Resolutely eliminate localism, promote the spirit of action for the common good, for the sustainable development of the commune and ward. Each cadre, each citizen is a nucleus of solidarity and development.

The Provincial Party Secretary also requested to urgently prepare and successfully organize the Party Congresses of communes and wards for the 2025-2030 term and the election of National Assembly deputies and People's Councils at all levels for the 2026-2031 term in accordance with the regulations and instructions of the Central Government and the province.
