The landscape and environment of the residential clusters are bright, green, clean, and beautiful, and the lives of the people are improving day by day... This is the result of the consensus between "the Party's will and the people's hearts," working together to build a homeland that is increasingly modernized and developed.

People work together to reap the benefits.

On the day the Lien Tay hamlet in Nghia Son commune (Nghia Dan district) held its inauguration ceremony for the hamlet's cultural center, many residents attended with joy and excitement, as if participating in a festival. This is because the project embodies immense value, resulting from the financial contributions and collective efforts of the hamlet's people.

According to Comrade Nguyen Huu Nguyen, Secretary of the Lien Tay hamlet Party branch: “The hamlet's cultural center meets the criteria of the advanced new rural development program. It was built based on the Party committee's initiative, the mobilization of various organizations, and the financial contributions of each resident in the hamlet. Immediately after the initiative was announced and a meeting was held to explain the details, the residents unanimously agreed to contribute 1.2 million VND per person. The hamlet's leadership committee divided the contributions into several installments to allow residents to manage their expenses effectively. Before construction began, residents had contributed 895 million VND, and some people continued to contribute.”

With investment from the commune and district, after one year of construction, the Lien Tay hamlet cultural center has been completed with a construction area of ​​264 square meters.2With a capacity of 200 seats, the total construction cost exceeded 2.2 billion VND. The villagers also voluntarily contributed 320 million VND to build streetlights, flagpoles, and flowerbeds.

“Besides the support from all levels, these projects demonstrate the strength of unity and solidarity of the people in the hamlet, contributing together with the people of other hamlets to building Nghia Son commune to meet the standards of advanced new rural areas,” affirmed Comrade Nguyen Huu Nguyen - Secretary of the Lien Tay Hamlet Party Branch.

In May 2024, Nghia Son commune was one of the units recognized by the Nghe An Provincial New Rural Development Assessment Council as having achieved advanced new rural development standards.

In Nghia Lac, traveling along the clean and well-maintained inter-communal roads, many are amazed by the transformation of this rural area. From a commune with a high poverty rate, low per capita income, and unpaved main roads connecting the commune center to the district... with the support of various levels of government and the collective efforts of the people, the appearance of Nghia Lac's new rural area has brightened. The dusty, muddy roads of the past have been replaced with asphalt and concrete roads leading to each household. Village cultural centers have been newly built and expanded, equipped with comprehensive facilities; concrete irrigation canals extend across the fields... This result is a great encouragement for a commune where over 97.8% of the population are ethnic minorities.

In the movement to build new rural areas, despite many difficulties, the people of the commune have actively contributed nearly 6 billion VND, more than 15,000 man-days of labor, and donated more than 95,000 square meters of land.2Land, over 2,000 meters of fence, 30 sturdy gates, and many other valuable trees and crops can be used to build public facilities and rural roads...

Comrade Hoang Van Nguyen - Head of the Mass Mobilization Department of Nghia Lac commune shared: “Land is a valuable asset, but thanks to the mobilization of the Party committee and mass organizations at the commune and hamlet levels, many households have not hesitated to donate hundreds of square meters of land, dismantle fences, gates, and trees of high economic value to work with the local government to expand the road. My family has set an example by donating 108 square meters.”2Residential land, 87.4m²2agricultural land and 297m2"Land for planting perennial trees to make way for the road..."

A typical example in Nghia Lac commune is the family of Mr. Le Van Muoi in Mon hamlet, who voluntarily donated 138 square meters of land.2Residential land, self-relocation of a 60m² kiosk.2The gate and surrounding wall are 57.2m long, intended for the construction of new rural infrastructure.

Donating land to expand the road will make it easier for the village and commune to develop socio-economically, which benefits our own family. Now, our children and grandchildren can go to work and school more easily and conveniently. I am very happy that my family has contributed to making our village more beautiful and well-maintained.”

To improve the criteria for building new rural areas, along with transportation and irrigation projects, the movement to contribute to building cultural centers, cultural institutions, sports fields, lighting systems, flower-lined roads, etc., is being enthusiastically implemented by the people in Nghia Dan district.

For the past few weeks, the people of Phu Loc hamlet, Nghia Phu commune, have been overjoyed as if it were a festival, with everyone contributing to the construction of a sports field in the hamlet. The commune provided 7 tons of cement, the hamlet residents contributed 12 million VND to buy sand and gravel, and households participated with 58 days of labor to build the 700 m² sports field. Now, every morning and afternoon, a large number of people from the hamlet and commune come to the field to practice. This is also the venue where the commune organizes friendly sports competitions between teams from different hamlets in the commune and neighboring communes...

Continue to improve the criteria for new rural areas.

Recognizing that the new rural development program is a continuous and long-term process, identifying appropriate steps based on local conditions and resources, as well as those of the people, is crucial. Party committees, government agencies, and mass organizations in Nghia Dan have actively participated, providing support, promoting awareness, and mobilizing the participation of officials, party members, the people, and organizations and businesses in building new rural areas.

That combined strength has contributed to all communes in Nghia Dan completing the criteria for building new rural areas by the beginning of 2024, and two communes have achieved the advanced new rural area criteria (Nghia Binh and Nghia Son). Currently, Nghia Dan is determined to focus its resources on completing the criteria for a new rural district according to the goals set forth in the Resolution of the 29th District Party Congress, term 2020-2025.

Nghia Binh commune was the first unit in Nghia Dan district to achieve the advanced new rural development criteria (in 2022). With many appropriate approaches and the consensus of the people, Nghia Binh commune mobilized 78.7 billion VND to complete the advanced rural development criteria. Of this amount, the people contributed and invested over 68.3 billion VND in building and renovating houses and constructing rural roads. The emulation movement for economic development was implemented by all households in the commune. To date, the average per capita income in the commune has reached 48.4 million VND/person/year, and the poverty rate has decreased to 1.42%.

Throughout the implementation process, the hamlets have fostered a spirit of solidarity and dedication from each family. Ms. Nguyen Thi Thao, Head of the People's Mobilization Team in Binh Hanh hamlet, Nghia Binh commune, shared: “Thanks to effective propaganda and mobilization combined with the implementation of the grassroots democracy regulations, the program for building advanced rural areas has received widespread support from the people. This has led to the upgrading of rural roads, the beautification of hamlet cultural houses, the creation of flower-lined roads and access roads, increased production to develop the economy, mutual assistance in poverty reduction, and the building of culturally exemplary families… Not stopping there, the officials and people of Binh Hanh hamlet and other hamlets in Nghia Binh commune are striving and continuing to work together to build a model new rural commune in the future.”

To date, Nghia Dan district has mobilized over 14,000 billion VND for rural development, with the people contributing nearly 500 billion VND and donating over 600,000 square meters of land, and contributing over 350,000 man-days of labor. Based on this, the entire political system of the district is actively mobilizing all resources, determined to complete all criteria for building a new rural district by 2025.

Nghia Dan district continues to promote the "One Commune, One Product" (OCOP) program, coordinating the construction of a system of display points to introduce OCOP products and specialty products. To date, Nghia Dan district has 27 OCOP products that have achieved 3 stars or higher. The various levels and sectors in Nghia Dan are also actively implementing the "Project to improve the effectiveness of investment attraction in Nghia Dan district in the period 2021-2025 and beyond" of the District Party Committee, promptly addressing difficulties and obstacles faced by investors to ensure the early implementation of projects, maximizing practical effectiveness, promoting socio-economic development, and contributing to the construction of a new rural district according to the set goals.

To successfully achieve the above objectives, the Standing Committee of the District Party Committee has assigned specific responsibilities to all members of the District Party Committee and the specialized departments at the district level to closely monitor the progress of each task. In reality, whether the task is big or small, difficult or easy, it requires the consensus and joint efforts of the local people.

The main goal of building new rural communes and districts is to improve the lives of the people. Therefore, all programs and projects, especially those related to public works, are being implemented promptly and with long-term quality in Nghia Dan district, serving the socio-economic development of the people. At the same time, the district is promoting activities to support farmers in developing production and livestock farming, and increasing their income. Throughout the implementation process, the Party committees, government, and mass organizations in Nghia Dan always adhere to the principle of "The people know, the people discuss, the people do, the people inspect, the people supervise, and the people benefit."
