Two officials arrested for illegally appraising land records.
On the afternoon of July 20th, the Investigation Police Department of Cho Moi District, Bac Kan Province, executed decisions to prosecute and arrest two officials from the Department of Natural Resources and Environment and the Land Registration Department of Cho Moi District, Bac Kan Province, on charges of "Abusing their position and authority while performing official duties".
They are Duong Ngoc Nam (born in 1982), an official at the Land Registration Office Branch in Cho Moi District, and Le Van Hanh (born in 1973), a civil servant at the Department of Natural Resources and Environment of Cho Moi District, Bac Kan Province.

According to initial investigations, in 2020 and 2021, the suspect Duong Ngoc Nam illegally separated and merged several land plots in Thanh Thinh commune, Cho Moi district, in violation of the law and regulations of the Bac Kan Provincial People's Committee. He also appraised land transfer documents with transfer values recorded in the documents lower than the actual value, with a difference of over 3.5 billion VND.

Le Van Hanh was the person who directly assessed the land use conversion applications for several plots in Thanh Thinh commune that were outside the 2021 land use plan of Cho Moi district.
The actions of the two defendants violated the law, causing tax revenue losses, damage to the property and interests of the State, and the legitimate rights and interests of organizations and individuals as stipulated in Article 356 of the Penal Code.
The case is currently under further investigation.
