Temporarily detained 2 officials for illegally appraising land records
On the afternoon of July 20, the Investigation Police Agency of Cho Moi District Police, Bac Kan Province, executed decisions to prosecute and temporarily detain two officials of the Department of Natural Resources and Environment; and the Department of Land Registration of Cho Moi District, Bac Kan Province for the crime of "Abusing position and power while performing official duties".
They are Duong Ngoc Nam (born in 1982), an official of the Land Registration Office, Cho Moi District Branch, and Le Van Hanh (born in 1973), an official of the Department of Natural Resources and Environment, Cho Moi District, Bac Kan Province.

According to the initial investigation results, in 2020 and 2021, the defendant Duong Ngoc Nam separated and merged a number of land plots in Thanh Thinh commune, Cho Moi district, contrary to the provisions of the law and the People's Committee of Bac Kan province. He conducted appraisal of land transfer documents with the transfer value on the documents lower than the actual value with a difference of more than 3.5 billion VND.

Le Van Hanh is the person who directly appraised the dossier for converting land use purposes of a number of plots in Thanh Thinh commune that are outside the 2021 land use plan of Cho Moi district.
The actions of the two defendants are against the law, causing tax losses, damage to property, State interests, and the legitimate rights and interests of organizations and individuals as prescribed in Article 356 of the Penal Code.
The case is under further investigation.
