Continue to promote training of highly skilled human resources
Besides the results achieved after 10 years, Nghe An's highly skilled human resource training still has limitations, requiring more active participation of Party committees at all levels, authorities, localities, the Fatherland Front and socio-political organizations.
On the afternoon of August 2, the working delegation of the Party Committee of the Ministry of Labor, War Invalids and Social Affairs led by comrade Le Huy Nam - Director of the Department of Education, Central Propaganda Department had a working session with Nghe An province to survey 10 years of implementing Directive No. 37-CT/TW, dated June 6, 2014 of the Secretariat of the 11th tenure on "Strengthening the Party's leadership in training highly skilled human resources".
Attending the meeting were comrade Vo Van Dung - Member of the Provincial Party Executive Committee, Deputy Head of the Provincial Party Committee's Propaganda Department; representatives of relevant departments, branches and sectors and a number of educational and training establishments, vocational training in the province.

The province's trained labor rate increased from 48% to 69%
After 10 years of implementing Directive No. 37-CT/TW (referred to as Directive No. 37), the system of documents on vocational education from the central to local levels has been gradually improved; the network of vocational education facilities in the province has been and is being rearranged; the policy of socialization of vocational education has been developed in a variety of training types and levels.

Along with that, the awareness of cadres, party members and people about the training of highly skilled human resources to serve the socio-economic development of the province has had many positive changes in awareness and action; thinking about training and labor use has also gradually changed; career choice and future orientation for children have had positive changes.
Currently, in the province, there are 54 vocational training institutions, establishments participating in vocational training. Of which, there are 22 establishments training highly skilled human resources (10 colleges, 12 secondary schools). The whole province has 135,232 people trained in high-skilled levels, including: 48,675 college students, 86,557 secondary school students. Of which, 59,669 people are enrolled in training in key occupations (accounting for 44.1% of the total number of high-skilled training).
Vocational education enrollment and training of highly skilled human resources annually meet and exceed the targets assigned by the province, quality and efficiency are significantly improved, especially in high-quality schools, key occupations at the national, ASEAN and international levels.

Thanks to that, the rate of trained workers in the province increased from 48% at the end of 2013 to 69% at the end of 2023 (an increase of 21%); of which, those with diplomas and certificates increased from 19.3% to 28.6% (an increase of 9.3%).
Promote communication on vocational education
However, in addition to the achieved results, the awareness of some Party committees and local authorities on training highly skilled human resources is sometimes inconsistent and incomplete. The capacity to train highly skilled human resources of some vocational training institutions is still limited; facilities and equipment do not meet training requirements; training content and programs have been innovated but are not really suitable for production and business practices and new technological equipment of enterprises; the teaching staff is locally redundant or lacking, the level of skills and professional expertise is still inadequate; soft skills training (foreign languages, information technology, professional style, behavioral skills...) for learners has not received due attention.

In the coming time, to effectively implement Directive No. 37-CT/TW of the Secretariat on training highly skilled human resources, Nghe An province has proposed the following solutions: Strengthening the leadership and direction of Party committees, authorities at all levels and synchronous coordination between levels, sectors and the political system in training highly skilled human resources; continuing to innovate and further promote propaganda work, raising awareness, role, responsibility and importance of vocational education and training highly skilled human resources.
In addition, continue to strengthen and improve the capacity, quality and efficiency of vocational training institutions and highly skilled human resource training institutions; promote socialization in the field of human resource training; enhance the role of the Fatherland Front and socio-political organizations in the training of highly skilled human resources.

Nghe An province also recommended that the Ministry of Labor, War Invalids and Social Affairs advise the Government to soon issue a list of industries and occupations in which enterprises must employ workers who have undergone vocational training in order to link training with employment, avoiding waste of human resources, especially highly skilled human resources; amend and supplement legal documents and directives guiding the implementation of national target programs for the 2021-2025 period in the direction of clarifying and expanding the beneficiaries.
At the conference, representatives of departments, branches, localities, educational and training institutions and enterprises focused on discussing and clarifying some difficulties in vocational education such as: Counseling, career guidance, and streaming of junior high and high school students into intermediate and college levels have not received due attention; The capacity to forecast highly skilled human resources is not close to the needs of enterprises and the labor market; Facilities, training equipment, and the quality of teachers of some highly skilled human resource training institutions have not met the requirements.

Concluding the meeting, Comrade Le Huy Nam - Director of the Department of Education, Central Propaganda Department suggested: Nghe An province needs to continue to promote propaganda work on the implementation of Directive No. 37; continue to promote communication activities to change the awareness of parents, students and the community about vocational education; study the mechanism to encourage and support businesses with training costs when participating in vocational training, in order to mobilize socialized resources for vocational education... Regarding the recommendations and proposals of the province, the Working Group will fully record them for synthesis and reporting./.
