Continue to promote the training of highly skilled human resources.
Despite the achievements over the past 10 years, Nghe An's training of highly skilled human resources still faces limitations, requiring more active involvement from Party committees, government agencies, localities, the Fatherland Front, and socio-political organizations.
On the afternoon of August 2nd, a delegation from the Party Committee of the Ministry of Labour, Invalids and Social Affairs, led by Mr. Le Huy Nam - Director of the Education Department, Central Propaganda Department, held a working session with Nghe An province to survey the 10-year implementation of Directive No. 37-CT/TW, dated June 6, 2014, of the XI Party Central Committee on "Strengthening the Party's leadership over the training of highly skilled human resources".
Attending the meeting were Comrade Vo Van Dung - Member of the Provincial Party Committee, Deputy Head of the Provincial Party Committee's Propaganda Department; representatives from relevant departments and agencies; and a number of educational and vocational training institutions in the province.

The province's rate of trained workers increased from 48% to 69%.
Over the 10 years of implementing Directive No. 37-CT/TW (hereinafter referred to as Directive No. 37), the system of documents on vocational education from the central to local levels has been gradually perfected; the network of vocational education institutions in the province has been and is being reorganized; and the policy of socializing vocational education has developed diversely in terms of types and levels of training.

Along with that, the awareness of officials, Party members, and the people regarding the training of highly skilled human resources to serve the socio-economic development of the province has undergone many positive changes in both perception and action; thinking about training and labor utilization has also gradually changed; and the choice of profession and future orientation for their children has seen positive changes.
Currently, there are 54 vocational education institutions and training centers in the province. Of these, 22 are training highly skilled workers (10 colleges and 12 vocational schools). The province has trained 135,232 people to a high level of skill, including 48,675 at the college level and 86,557 at the vocational school level. Of these, 59,669 people (44.1% of the total) are enrolled in key vocational fields.
The annual enrollment in vocational education and training of highly skilled human resources meets and exceeds the targets set by the province, with a significant improvement in quality and effectiveness, especially in high-quality schools and key vocational fields at the national, ASEAN, and international levels.

As a result, the province's trained workforce rate increased from 48% at the end of 2013 to 69% at the end of 2023 (an increase of 21%); of which, those with diplomas and certificates increased from 19.3% to 28.6% (an increase of 9.3%).
Strengthening communication about vocational education
However, despite the achievements, the understanding of some Party committees and local authorities regarding the training of highly skilled human resources is sometimes inconsistent and incomplete. The capacity of some vocational education institutions to train highly skilled human resources is still limited; facilities and equipment do not meet training requirements; training content and programs have been reformed but are not truly suitable for the practical realities of production and business and the new technological equipment of enterprises; the teaching staff is either overstaffed or understaffed in certain areas, and their skills and professional expertise are still inadequate; and the training of soft skills (foreign languages, information technology, professional conduct, interpersonal skills, etc.) for learners has not received sufficient attention.

In the coming period, to effectively implement Directive No. 37-CT/TW of the Party Central Committee on the training of highly skilled human resources, Nghe An province proposes the following solutions: Strengthening the leadership and guidance of Party committees and governments at all levels and ensuring synchronized coordination among all levels, sectors, and the political system regarding the training of highly skilled human resources; continuing to innovate and further promote propaganda work, raising awareness, responsibility, and the importance of vocational education and the training of highly skilled human resources.
In addition, it is necessary to continue strengthening and improving the capacity, quality, and effectiveness of vocational education institutions and skilled workforce training centers; promote socialization in the field of human resource training; and enhance the role of the Fatherland Front and socio-political organizations in the training of highly skilled human resources.

Nghe An province also requested the Ministry of Labor, Invalids and Social Affairs to advise the Government to soon issue a list of industries and occupations where businesses employing workers must undergo vocational training, in order to link training with employment and avoid wasting human resources, especially highly skilled human resources; and to amend and supplement legal documents and guiding documents for the implementation of national target programs for the period 2021-2025 in a way that clarifies and expands the scope of beneficiaries.
At the conference, representatives from departments, agencies, localities, educational and training institutions, and businesses focused on discussing and clarifying several difficulties in vocational education, such as: The lack of adequate attention to career counseling, guidance, and student placement from junior and senior high schools into intermediate and college-level programs; the inability to accurately forecast the demand for highly skilled human resources in line with the needs of businesses and the labor market; and the inadequate infrastructure, training equipment, and teaching staff quality at some vocational training institutions.

Concluding the working session, Comrade Le Huy Nam - Director of the Education Department, Central Propaganda Department, suggested that Nghe An province should continue to promote the dissemination of information on the implementation of Directive No. 37; continue to strengthen communication activities to change the perceptions of parents, students, and the community about vocational education; and research mechanisms to encourage and support businesses with training costs when participating in vocational training, in order to mobilize social resources for vocational education… Regarding the province's recommendations and proposals, the working group will fully record them for compilation and reporting.
