Promoting the spirit of solidarity, innovation and creativity, generations of cadres, civil servants, public employees and workers in the Home Affairs sector nationwide in general and Nghe An province in particular have made many contributions to the State management fields of the sector. In 79 years of construction and development (August 28, 1945 - August 28, 2024), the Home Affairs sector has contributed to building a professional, modern, democratic, rule-of-law, streamlined, effective and efficient State administration.

Contribute in many areas of work

The General Uprising to seize power was successful. On August 28, 1945, the Provisional Government of the Democratic Republic of Vietnam issued a proclamation to establish 13 ministries, including the Ministry of Home Affairs, to introduce itself to the people. Through historical periods with changes in organization, name, functions and tasks, the Home Affairs sector of Nghe An province has constantly innovated and developed; always fulfilling the functions and tasks assigned by the Provincial Party Committee, People's Council and People's Committee.

With the close leadership and direction of the Ministry of Home Affairs, the Provincial Party Committee, the Provincial People's Council and the Provincial People's Committee, over the past years, the Department of Home Affairs has resolutely implemented the leadership, direction and coordination with all levels and sectors to successfully complete the assigned tasks. That process has recognized the efforts of the staff, civil servants, public employees and workers of the Provincial Home Affairs sector.

Regarding the work of building institutions and policies, the sector has promptly reviewed, researched, revised, supplemented, issued and advised on the issuance of documents to concretize the Central Government's guidelines and policies, ensuring unity, synchronization, publicity and transparency in the implementation process.

The work of organizing the apparatus and staffing has been directed to be implemented resolutely. To date, decisions have been issued to stipulate the functions, tasks, powers, and organizational structures for 20/22 agencies and units. In the first 8 months of 2024, 1 department-level organization of a specialized agency under the Provincial People's Committee and 1 department-level organization under the District People's Committee have been reduced. Timely deploy the construction of job position projects to ensure progress and time according to the Government's direction.

The work of building the government and administrative boundaries has been focused on. The Department of Home Affairs has actively advised on the development of the Project to expand the administrative boundaries and urban space of Vinh city and the Project to arrange administrative units at the district and commune levels for the period 2023 - 2025. Up to now, the Ministry of Home Affairs (the Government's standing agency) and central ministries and branches have appraised the Project to arrange commune-level administrative units in Nghe An province for the period 2023 - 2025 and the Project to adjust the administrative boundaries of Vinh city, establish wards and arrange commune-level administrative units in Vinh city. The sector also organizes and implements Project 513 of the Prime Minister on modernizing and completing administrative boundary records of all levels according to regulations.

Identifying administrative reform (AR) as one of the key and continuous tasks, one of the breakthroughs of the province according to the Resolution of the 19th Provincial Party Congress, term 2020 - 2025. With the drastic direction of the Provincial PAR Steering Committee, along with the efforts and endeavors in the leadership, direction, organization and implementation of the PAR work of the Party committees, authorities at all levels, the support of the people and the business community, the PAR work of the province continues to have clear changes and achieve positive results, contributing to promoting the socio-economic development of the province.

The PAR INDEX and the People's Satisfaction Index for State Administrative Agencies (SIPAS) in 2023 both increased (PAR INDEX ranked 15/63 provinces and cities, up 1 rank, ranked 1st in 6 provinces in the North Central region; SIPAS ranked 12/63 provinces and cities, up 2 ranks, ranked 2nd in 6 provinces in the North Central region); the awareness and actions of the province's cadres, civil servants and public employees towards administrative reform have clearly changed.

At the same time, the State management of religion in the area has achieved many good results, the religious situation is stable, ensuring security and order. The Provincial People's Committee has promptly directed the timely and effective resolution of religious activities and land needs, building religious facilities, creating trust, excitement, consensus and support from religious dignitaries, officials and followers..At the same time, direct timely and effective resolution of violations of the law related to religion, ensuring stability in the province.

At the same time, emulation and reward work continues to be strongly innovated, becoming more and more substantial, ensuring timely and appropriate recognition and rewards, prioritizing direct laborers, creating motivation for development.

The field of documents and archives is increasingly receiving attention; in which, focusing on storing electronic documents as a basis for promoting digital transformation in the field of archives to promote the value of documents to serve socio-economic development.

Improve the quality of advisory work

In addition to the achieved results, in response to the requirements of the new period, the provincial Department of Home Affairs has implemented synchronous solutions to improve effectiveness and efficiency, and better perform the assigned political tasks. On that basis, the Department will focus on performing well a number of key tasks as follows:

The first,Submit to the Government and the National Assembly Standing Committee for approval the Project on expanding administrative boundaries and urban space of Vinh City and the Project on arranging commune-level administrative units for the period 2023-2025 in 2024 according to the set progress requirements and soon stabilize personnel work, organize preparations for the Party Congresses at all levels in 2025; guide and remove difficulties and obstacles in the process of implementing arrangements, regimes and policies for cadres, civil servants, public employees, redundant workers... Continue to implement Project 513 on establishing records and maps of administrative units at all levels in the area according to regulations.

Monday,Implement the Resolution of the Provincial People's Council on the Project to promote decentralization in State administrative agencies in Nghe An province to implement Resolution 04/NQ-CP dated January 10, 2022 of the Government on promoting decentralization and delegation of power in State management. Continue to review and arrange the organizational apparatus of agencies, localities, units under the province and district according to approved projects, plans and programs. Determine to streamline the payroll according to the set targets. Strictly regulate and manage the assignment of payroll, recruitment and reception of civil servants and public employees; determine job positions scientifically, closely following reality, avoiding formalities.

Focus on implementing tasks and solutions to improve the PAR INDEX, SIPAS, PAPI, and PCI indicators.

In the coming time, the workload of the Home Affairs sector is very large, with many difficult and sensitive tasks related to the arrangement and assignment of cadres. Therefore, it is required that each cadre, civil servant and public employee of the Home Affairs sector in each job position continue to uphold the sense of responsibility, high determination, great effort, coordinate smoothly, unite, improve the quality of staff work, innovate leadership, direction and management methods in assigned fields, in order to build a State administration according to the motto "Discipline, integrity, action, responsibility, creativity, efficiency". Thereby, contributing to the successful implementation of the set goals, meeting the requirements of socio-economic development of the province in the new situation.
