Upholding the spirit of solidarity, innovation, and creativity, generations of officials, civil servants, and workers in the Ministry of Interior nationwide in general and Nghe An province in particular have made many contributions in various fields of state management. Over 79 years of construction and development (August 28, 1945 - August 28, 2024), the Ministry of Interior has contributed to building a professional, modern, democratic, rule-of-law, streamlined, effective, and efficient state administration.
Contributions in many areas of work.
Following the successful General Uprising to seize power on August 28, 1945, the Provisional Government of the Democratic Republic of Vietnam issued a declaration establishing 13 ministries, including the Ministry of Interior, to introduce itself to the nation. Throughout various historical periods, with changes in organization, name, functions, and tasks, the Interior sector of Nghe An province has continuously innovated and developed; always fulfilling the functions and tasks assigned by the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee.

Under the close leadership and guidance of the Ministry of Interior, the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee, the Department of Interior Affairs has been resolute in its leadership, direction, and coordination with all levels and sectors to successfully complete its assigned tasks. This process has highlighted the efforts and dedication of the staff, civil servants, and employees of the provincial Interior Affairs sector.
Regarding institutional and policy development, the sector has promptly reviewed, researched, amended, supplemented, and issued documents to concretize the central government's guidelines and policies, ensuring uniformity, consistency, openness, and transparency in the implementation process.

Regarding organizational structure and staffing, decisive action has been taken. To date, decisions have been issued stipulating the functions, tasks, powers, and organizational structure for 20 out of 22 agencies and units. In the first eight months of 2024, one department-level organization under the Provincial People's Committee and one department-level organization under the District People's Committee were eliminated. Timely implementation of the job position plan ensures that it is carried out on schedule and within the timeframe as directed by the Government.
The work of building the government and administrative boundaries has been emphasized. The Department of Internal Affairs has actively advised on and implemented the Project to expand the administrative boundaries and urban space of Vinh City and the Project to reorganize district and commune-level administrative units in the 2023-2025 period. To date, the Ministry of Internal Affairs (the permanent agency of the Government) and other central ministries and agencies have appraised the Project to reorganize commune-level administrative units in Nghe An province, 2023-2025 period, and the Project to adjust the administrative boundaries of Vinh City, establish wards, and reorganize commune-level administrative units in Vinh City. The department also organized and implemented Project 513 of the Prime Minister on modernizing and completing administrative boundary records at all levels according to regulations.

Identifying administrative reform as one of the key, overarching tasks and a breakthrough area for the province, according to the Resolution of the 19th Provincial Party Congress, term 2020-2025, the province has seen significant progress and achieved positive results in administrative reform thanks to the decisive leadership of the Provincial Steering Committee for Administrative Reform, the efforts of Party committees and governments at all levels in leadership, direction, and implementation, and the support of the people and the business community. This has contributed to the province's socio-economic development.
The ranking of the Public Administration Reform Index (PAR INDEX) and the Citizen Satisfaction Index with State Administrative Agencies (SIPAS) in 2023 both increased (PAR INDEX ranked 15th out of 63 provinces and cities, up 1 place, ranking first among the 6 provinces in the North Central region; SIPAS ranked 12th out of 63 provinces and cities, up 2 places, ranking second among the 6 provinces in the North Central region); the awareness and actions of the province's officials and civil servants regarding public administration reform have shown a clear transformation.

At the same time, state management of religion in the province has achieved many good results, the religious situation is stable, and security and order are ensured. The Provincial People's Committee has promptly directed the timely and effective resolution of religious activity needs and needs for land and construction of religious facilities, creating trust, enthusiasm, agreement, and support from religious leaders, officials, and followers..At the same time, direct the timely and effective resolution of cases violating the law related to religion, ensuring stability in the province.
Simultaneously, emulation and reward activities continue to be strongly reformed, becoming increasingly substantive, ensuring timely recognition and rewards for the right individuals, prioritizing direct laborers, and creating motivation for development.
The field of document management and archiving is receiving increasing attention; in particular, emphasis is placed on electronic document archiving as a basis for promoting digital transformation in the archiving sector, in order to better utilize the value of documents to serve socio-economic development.

Besides the achievements made, in response to the demands of the new era, the Department of Internal Affairs of the province is implementing a comprehensive set of solutions to enhance effectiveness and efficiency, and to better fulfill its assigned political tasks. Based on this, the department will focus on effectively carrying out several key tasks as follows:
The first,The Government and the Standing Committee of the National Assembly approved the Project on expanding the administrative boundaries and urban space of Vinh City and the Project on rearranging commune-level administrative units in the 2023-2025 period in 2024 according to the set schedule and to quickly stabilize personnel and organizational work in preparation for the Party Congresses at all levels in 2025; to guide and resolve difficulties and obstacles in the process of rearranging, and to provide policies and regulations for redundant officials, civil servants, and workers... Continue to implement Project 513 on the preparation of administrative boundary records and maps at all levels in the area according to regulations.

Monday,Implement the Provincial People's Council Resolution on the Project to Promote Decentralization in State Administrative Agencies in Nghe An Province, in accordance with Government Resolution 04/NQ-CP dated January 10, 2022, on promoting decentralization and delegation of power in state management. Continue to review and reorganize the organizational structure of agencies, localities, and units under the province and districts according to approved projects, plans, and programs. Be determined to implement personnel reduction according to the set targets. Strictly regulate and manage the allocation of personnel, recruitment, and acceptance of civil servants and public employees; determine job positions scientifically and realistically, avoiding formality.

TuesdayContinue to closely follow and strictly implement the directives of the Provincial Steering Committee for Administrative Reform on administrative reform; strengthen leadership and management with synchronized, innovative, creative, decisive, thorough, and focused solutions; successfully complete administrative reform programs and plans; strengthen inspection of administrative discipline and order, resolutely and strictly handle and transfer officials and civil servants who violate public service ethics, cause public opinion, harass, or are sluggish and incompetent. Focus on implementing tasks and solutions to improve the PAR INDEX, SIPAS, PAPI, and PCI indicators.
WednesdayImplement emulation and reward activities promptly and in accordance with regulations. Continue to do a good job in identifying, nurturing, summarizing, and replicating advanced models; strengthen the dissemination of good examples and good deeds; and promptly commend and honor outstanding collectives and individuals in all fields.
Thursday, strengthening the effectiveness and efficiency of state management in the fields of belief and religion; and in the fields of document management and archiving.

In the coming period, the workload for the Ministry of Interior is very large, with many difficult and sensitive tasks related to personnel arrangement and placement. Therefore, each official and employee of the Ministry of Interior, in each position, needs to continue to uphold a high sense of responsibility, high determination, great effort, smooth coordination, unity, improve the quality of advisory work, and innovate methods of leadership, direction, and management in the assigned areas, in order to build a state administration based on the motto "Discipline, integrity, action, responsibility, creativity, and efficiency". Through this, we will contribute to the successful achievement of the set goals and meet the requirements of the province's socio-economic development in the new situation.
