After more than 2.5 years of implementing the Government's Project 06, many benefits from population data, citizen identification cards, and electronic identification have been provided in Nghe An province, and people and society are increasingly enjoying them. To date, 25 essential public services of Project 06 are provided on the National Public Service Portal, allowing people to perform online transactions from home, saving the State and society billions of dong.

From July 1st, 2024, citizens can use only their VNeID account to access online public services. Notably, the Nghe An Provincial People's Council issued Resolution No. 14/2023 on fee and charge reductions for online public services. As a result, the province's online service rate reached 89.86%; the satisfaction rate of citizens and businesses in receiving and processing administrative procedures reached 94.98%. In particular, Nghe An's two interconnected public service groups: "Birth registration - Permanent residence registration - Issuance of health insurance cards for children under 6 years old" and "Interconnected death registration - Removal of permanent residence registration - Funeral allowance" ranked second nationwide in terms of acceptance rate, after Hanoi City.

The fact that 100% of eligible individuals have been issued citizen identity cards, with 1.9 million electronic identification accounts successfully activated, has enabled people in the province to access many online public services. For the first time, people have accessed legitimate capital from banks headquartered in Nghe An through a solution that applies population data in assessing the creditworthiness of borrowers for social welfare purposes. Banks have provided loans to 2,140 customers with outstanding debt of 97.734 billion VND, contributing to the prevention of illegal lending. Throughout the province, 160 medical facilities have implemented data linkage for birth certificates, death certificates, and driver's license health certificates to the Health Insurance Claims Information System portal, and to date, 179,422 records have been successfully processed.

Currently, 100% of schools in the province have implemented the collection of tuition fees and payment of salaries and allowances to students, staff, and teachers through bank accounts. 44 medical facilities in the province have implemented cashless payment methods. The Department of Labor, War Invalids and Social Affairs has coordinated with commercial banks to open accounts and make payments through these accounts for social welfare beneficiaries. As of July 14th, 221,011 beneficiaries have had accounts opened, reaching 74.92%. These results directly contribute to economic development and improve the efficiency of social governance.

These results were achieved thanks to the efforts of the entire political system and the consensus and support of the people and businesses. The Task Force implementing Project 06 in the province acted with the highest spirit, responsibility, and political determination, with the goal of "putting the people and businesses at the center and as the main subjects of service."

Chairman of the Provincial People's Committee Nguyen Duc Trung emphasized that the province has implemented the contents and tasks in Project 06 with a focus on key areas, avoiding a scattered approach, and mobilizing the active participation of the entire population and the business community. In particular, the province's overarching guiding principle is to promote the role of leaders, avoiding delegating responsibilities to subordinates, and assigning tasks with clear responsibilities, specific tasks, timelines, and quantifiable results.

Thanks to various solutions and actions from departments, agencies, and People's Committees at all levels, digital transformation in general and the implementation of Project 06/CP in particular have seen positive changes. The implementation of the Project has created a breakthrough in the leadership's methods of direction and management, as well as in the work attitude of officials and civil servants. In particular, the province regularly inspects and evaluates the implementation of the contents in various sectors and localities; clearly identifying weaknesses and bottlenecks to ensure accurate and effective assessments, thereby helping units and localities to propose timely solutions.

According to the Provincial Police, to date, 8 out of 194 departments and agencies and all 21 localities in the province have achieved a rate of online applications exceeding 70%. Among them, Thai Hoa town is the only unit in the province to achieve 100% of applications received online and no applications exceeding the deadline. Many departments, agencies, and localities have a rate of online payment applications on the National Public Service Portal exceeding 55%. 18 out of 18 provincial departments and agencies and 20 out of 21 localities in the province have achieved a satisfaction rate of over 90% among citizens and businesses. Regarding the digitization of administrative procedure processing results, 12 out of 18 departments and agencies and 6 out of 21 localities have achieved 100%.

Despite achieving significant and positive results, many tasks in Project 06 are still behind schedule and have not been completed according to the set objectives. As of the end of July 2024, 18 tasks were behind schedule and 5 models were not completed as stipulated. Some localities have not fully implemented the exploitation and verification of population data to resolve administrative procedures for citizens and businesses. The number of medical facilities in the province implementing cashless payments and the number of patients paying medical expenses through bank accounts have not met the targets. The percentage of online public services provided through the National Public Service Portal has only reached 27.31%.

In the coming period, units and localities must fully identify the situation and promptly address existing shortcomings and limitations. In particular, they must uphold the spirit of the Prime Minister's directive: "Don't say no, don't say it's difficult, don't say yes without doing it; demonstrate determination to do what is said and do it, and ensure results are achieved; focus on action, not retreat; concentrate on resolving bottlenecks decisively." At the same time, strengthen the dissemination of Project 06/CP, developing effective and innovative approaches to apply in each locality, region, and area, thereby bringing the content and benefits of Project 06/CP closer to the people and businesses.
