Resolutely implement Project 06, promote deep and effective digital transformation

After more than 2.5 years of implementing the Government's Project 06, many utilities from population data, citizen identification, and electronic identification in Nghe An have been provided, and people and society have enjoyed better and better benefits. Up to now, 25 essential public services of Project 06 have been provided on the National Public Service Portal, people can operate online at home, saving the State and society billions of dong.

From July 1, 2024, people can only use a VNeID account to perform online public services. In particular, the People's Council of Nghe An province issued Resolution No. 14/2023 on exemption and reduction of fees when performing online public services. Thanks to that, the province's online implementation rate has reached 89.86%; the satisfaction rate of people and businesses in receiving and handling administrative procedures reached 94.98%. In particular, 2 groups of interconnected public services: "Birth registration - Permanent residence registration - Issuance of health insurance cards for children under 6 years old" and "Connected death registration - Deletion of permanent residence registration - Funeral allowance" of Nghe An have the second highest reception rate nationwide, after Hanoi City.

The fact that 100% of eligible people have been granted citizen identification cards with 1.9 million electronic identification accounts successfully activated has helped people in the province perform many public services online. For the first time, people have had access to official capital from banks headquartered in Nghe An through the solution of applying population data in assessing the creditworthiness of borrowers for social security purposes. Banks have lent to 2,140 customers with outstanding loans of VND 97.734 billion, contributing to preventing "black credit". The whole province has had 160 medical facilities connecting data of birth certificates, death certificates, and driver's health certificates to the Health Insurance Assessment Information System Portal and have so far successfully issued 179,422 records.

Currently, 100% of schools in the province have implemented the collection of tuition fees, salaries, and allowances for students, staff, and teachers through bank accounts. 44 medical examination and treatment facilities in the province have implemented cashless payments. The Department of Labor, War Invalids, and Social Affairs has coordinated with commercial banks to open accounts and make payments through accounts for social security beneficiaries. As of July 14, 221,011 beneficiaries had opened accounts, reaching 74.92%. These results directly contribute to economic development and improve the effectiveness of social governance.

The above results are the result of the efforts of the entire political system, the consensus and support of the people and businesses. The Working Group implementing the Project 06 provinces has taken action with the highest spirit, responsibility and political determination, with the goal of "taking people and businesses as the center and the subject of service".

Chairman of the Provincial People's Committee Nguyen Duc Trung emphasized that the province has implemented the contents and tasks in Project 06 with a focus, not spread out, mobilizing the response and active participation of the entire population and the business community. In particular, the province's consistent guiding viewpoint is to promote the role of the leader, not to leave it to subordinates, assign "clear people, clear work, clear time, with specific quantitative products".

With many solutions and actions of departments, branches, sectors, and People's Committees at all levels, digital transformation in general and the implementation of Project 06/CP in particular have changed positively. Through the implementation of the Project, a breakthrough has been created in the leadership's direction and management methods and the attitude towards work of cadres and civil servants. In particular, the province regularly inspects and evaluates the implementation of contents in sectors and localities; clearly identifies weaknesses and bottlenecks for close and accurate assessment, thereby helping units and localities to propose timely solutions.

According to the Provincial Police, up to now, the whole province has 8/194 departments, branches and 21/21 localities achieving an online file rate of over 70%. Of which, Thai Hoa town is the only unit in the whole province achieving 100% of files received online and no overdue files. Many departments, branches and localities have an online payment rate on the National Public Service Portal of over 55%. 18/18 provincial departments, branches and 20/21 localities in the province have results of assessing the satisfaction level of people and businesses reaching over 90%. Digitizing the results of handling administrative procedures, 12/18 departments, branches and 6/21 localities achieved 100% results.

Despite achieving important and positive results, up to now, many tasks in Project 06 are still behind schedule and have not been completed according to the set goals. By the end of July 2024, there were 18 tasks behind schedule and 5 models that had not been completed according to regulations. Some localities have not thoroughly exploited and authenticated population data to resolve administrative procedures for people and businesses. The number of medical examination and treatment facilities in the province implementing cashless payments and the number of patients paying for medical examination and treatment costs through accounts have not met the target. The rate of online public services provided on the National Public Service Portal has only reached 27.31%.

In the coming time, units and localities must fully identify the situation and promptly overcome shortcomings and limitations. In particular, uphold the spirit of following the Prime Minister's direction: "Do not say no, do not say difficult, do not say yes but do not do, promote the determination to do what is said, do what is done, only discuss doing, do not talk back, focus on thoroughly handling bottlenecks". At the same time, strengthen the propaganda of Project 06/CP, have good and creative ways to apply in each locality, region, thereby, bringing the content and benefits of Project 06/CP closer to people and businesses.
