In Nghe An province, more than 1,200 families of war veterans and martyrs have received support in the form of housing and land.

This information was reported at a working session between the National Assembly delegation of Nghe An province and provincial departments and agencies on the afternoon of September 9th, as part of the thematic monitoring program on the implementation of preferential policies and support for housing and land for people with meritorious services to the revolution in the province.

Over 1,200 families of war veterans and martyrs received support for housing and land.

Participating in the working session were: Ms. Vo Thi Minh Sinh - Member of the Standing Committee of the Provincial Party Committee, Chairwoman of the Vietnam Fatherland Front Committee of the province, and National Assembly representative; Mr. Nguyen Nhu Khoi - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council; Mr. Tran Nhat Minh - Full-time National Assembly representative; leaders of the Office of the National Assembly Delegation and the Provincial People's Council, the Provincial People's Committee, and leaders of several relevant provincial departments and agencies.

The policy on housing and land support for people who have rendered meritorious services to the revolution is stipulated by the Government in Decree No. 131, dated December 30, 2021, which details and implements the Ordinance on preferential treatment for people who have rendered meritorious services to the revolution.

According to a report by the Provincial People's Committee, a review across the province revealed that 14,828 people who rendered meritorious services to the revolution and relatives of martyrs need support for building new houses or renovating existing ones; of which 8,138 households are building new houses and 6,690 are renovating existing ones.

Implementing Government Decree No. 131, over the past two years, the Nghe An Department of Labor, War Invalids and Social Affairs and local authorities have allocated funds from the Gratitude Fund and mobilized social resources to support the construction and repair of housing for 479 families of people who rendered meritorious services to the revolution and are still facing housing difficulties, with a total of over 20.3 billion VND.

Regarding the implementation of preferential policies for war veterans and relatives of martyrs concerning housing land, a total of 805 households were included; of which 98 households were exempted from land use fees, 616 households received reduced land use fees, and 91 households were allocated land for housing.

Based on monitoring the implementation of policies from the practical experience of one locality and studying reports from the Provincial People's Committee, provincial departments and agencies, as well as Government Decree No. 131, the members of the provincial National Assembly delegation's monitoring team pointed out several limitations in the policy implementation process.

Of particular concern is that, despite the policy's significant importance in addressing housing and land difficulties for families of war heroes, especially relatives of martyrs, providing them with more dignified places to worship their loved ones, the policy is being implemented slowly.

On the other hand, through review and statistics, the demand for new construction and renovation of housing under this policy in the province is very large, but the results of implementing the Gratitude and Repayment Fund and social mobilization are still low.

Determining the land allocation limits for residential purposes to implement land use fee exemptions and reductions for meritorious individuals, as stipulated in Clause 2, Article 12 of Government Decree No. 45/2014/ND-CP dated May 15, 2014, and Circular 76/2014, still faces difficulties in understanding and applying the provisions of the legal documents.

In addition, the procedures for granting exemptions and reductions in land use fees for people who have rendered meritorious services to the revolution have not been implemented uniformly across localities…

Proactively resolve difficulties and obstacles within your authority.

Concluding the meeting, on behalf of the National Assembly Delegation of Nghe An province, Ms. Thai Thi An Chung – Deputy Head of the National Assembly Delegation of Nghe An province – acknowledged the responsibility of the Provincial People's Committee, departments, and localities in implementing the policy by proactively issuing guiding documents at all levels, even though there were no specific guiding documents from the central government on the implementation of Government Decree No. 131; and at the same time, organizing the integration of resources to build housing and implement the policy of exemption and reduction of land use fees for people with meritorious services in accordance with the law and the correct beneficiaries.

Authorities at all levels have also paid attention to the work of urging, inspecting, and resolving complaints related to the implementation of policies supporting land and housing for people with meritorious services.

The Deputy Head of the Provincial National Assembly Delegation also acknowledged the difficulties and obstacles in the implementation of the policy; and at the same time, suggested that departments and agencies, based on studying Government Decree No. 131, proactively advise the Provincial People's Committee to issue documents within their authority and responsibility to resolve issues and ensure unified direction throughout the province, including the procedures for implementing the policy; and pay attention to integrating resources so that more families of war veterans receive housing support…

Regarding the responsibilities of the Provincial National Assembly Delegation, they will receive feedback and promptly propose to the Central Government solutions to address difficulties and obstacles between legal regulations and practical implementation.
