Nghe An has more than 1,200 families of meritorious people receiving housing and land support.
This is the information reported at the working session between the National Assembly Delegation of Nghe An province and provincial departments and branches on the afternoon of September 9, according to the thematic supervision program on the implementation of preferential policies and support on housing and land for people with revolutionary contributions in the province.

More than 1,200 families of meritorious people received housing and land support.
Comrade Thai Thi An Chung - Deputy Head of the National Assembly Delegation of Nghe An province chaired the meeting.
Attending the meeting were comrades: Vo Thi Minh Sinh - Member of the Provincial Party Standing Committee, Chairwoman of the Provincial Vietnam Fatherland Front Committee, National Assembly delegate; Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council; Tran Nhat Minh - Full-time National Assembly delegate; leaders of the Office of the National Assembly Delegation and the Provincial People's Council, Provincial People's Committee, and leaders of a number of relevant provincial departments and branches.
The policy of housing and land support for people with revolutionary contributions is stipulated by the Government in Decree No. 131, dated December 30, 2021, detailing and implementing measures for the Ordinance on preferential treatment for people with revolutionary contributions.
According to the report of the Provincial People's Committee, through a review of the whole province, there are 14,828 people with meritorious services to the revolution, relatives of martyrs who need support to build new or renovate houses; of which 8,138 households have new houses and 6,690 have renovated houses.

Implementing Decree No. 131 of the Government, over the past 2 years, the Department of Labor - Invalids and Social Affairs of Nghe An and localities have drawn from the Gratitude Fund and mobilized social resources to support the construction and repair of 479 families of people with meritorious services to the revolution who are still facing housing difficulties, with a total of more than 20.3 billion VND.
Regarding the implementation of preferential policies for meritorious people and martyrs' relatives regarding residential land, a total of 805 households were implemented; of which 98 households were exempted from land use fees and 616 households were given land use fee reductions, and 91 households were allocated land for housing.

Based on monitoring the implementation of policies from the practice of a locality and studying reports of the Provincial People's Committee, provincial departments and branches as well as Decree No. 131 of the Government; members of the monitoring team of the Provincial National Assembly Delegation pointed out a number of limitations in the process of implementing the policy.
It is noteworthy that although the policy is important in solving housing and land difficulties for families of meritorious people, especially martyrs' relatives, to have more spacious places to worship martyrs, the policy is being implemented slowly.

On the other hand, through review and statistics, the demand for new construction, renovation and repair of housing under this policy in the province is very large, but the results of implementing the Gratitude Fund and socialization are still low.

The determination of the land allocation limit for implementing land use fee exemption and reduction for meritorious people as prescribed in Clause 2, Article 12 of Decree No. 45/2014/ND-CP dated May 15, 2014 of the Government and Circular 76/2014 still faces difficulties in understanding and applying the provisions of legal documents.
Besides, the procedures for exemption and reduction of land use fees for people with revolutionary contributions have not been implemented uniformly in localities...

Proactively resolve difficulties and problems within authority
Concluding the meeting, on behalf of the National Assembly Delegation of Nghe An province, Comrade Thai Thi An Chung - Deputy Head of the National Assembly Delegation of Nghe An province acknowledged the responsibility of the Provincial People's Committee, departments, branches and localities in implementing the policy through proactively issuing directives and guiding all levels of implementation, although at the Central level there has not been a specific guiding document on the implementation of Decree No. 131 of the Government; at the same time, organizing the integration of resources to build houses and implementing the policy of exemption and reduction of land use fees for people with meritorious services in accordance with the law and for the right subjects.
All levels and sectors have also paid attention to the work of urging, inspecting and resolving petitions related to the implementation of policies to support land and housing for people with meritorious services.

The Deputy Head of the Provincial National Assembly Delegation also acknowledged the difficulties and obstacles in the process of implementing the policy; at the same time, he recommended that departments and branches, based on studying Decree No. 131 of the Government, proactively advise the Provincial People's Committee to issue documents under local authority and responsibility to remove them and ensure unified direction throughout the province, including the policy implementation procedures; pay attention to integrating resources so that many households of meritorious people can receive housing support...
Regarding the responsibility of the Provincial National Assembly Delegation, it will receive and recommend the Central Government to promptly remove difficulties and obstacles between legal regulations and practice.
