Những cần trục tháp tiềm ẩn mất an toàn ở thành phố Vinh
Trước tình trạng một số cần trục tháp xây dựng nhà cao tầng trên địa bàn thành phố Vinh khi thi công vươn ra khỏi khuôn viên dự án, để đảm bảo an toàn cho người dân trong mùa mưa bão, cần có sự tăng cường kiểm tra, chấn chỉnh của cơ quan chức năng đối với các chủ đầu tư, nhà thầu.
Theo khảo sát của chúng tôi, địa bàn thành phố Vinh hiện có 6 cần trục tháp cao tầng đang được lắp đặt và sử dụng thi công tại 3-4 cụm dự án nhà cao tầng.
Cụ thể, phường Hà Huy Tập có 2 cần trục tháp, trong đó 1 cần trục tháp của dự án thi công chung cư Huy Hùng bên cạnh trụ sở Văn phòng đăng ký Quyền sử dụng đất tỉnh và 1 cần trục tháp thi công dự án xây dựng tại khu đất Tổng Công ty CP xây dựng 36 - Bộ Quốc phòng. Cả 2 cần trục tháp trên đều nằm cạnh đường Lê Nin.
Phường Quang Trung có 2 cần trục tháp đều trong khuôn viên Dự án Cải tạo Khu chung cư Quang Trung, trong đó 1 cần trục tháp của Toà nhà Khu thương mại 30 tầng bên cạnh Khu tưởng niệm đồng chí Nguyễn Thị Minh Khai và 1 ở toà nhà cao tầng khác đang xây dựng tại Khu đất Rạp 12/9 cũ, cạnh đường Quang Trung.

Phường Trung Đô có 1 cần trục tháp tại Toà nhà cao tầng Tổng Công ty hợp tác kinh tế Quân khu 4, góc đường Lê Duẩn giao đường Phượng Hoàng; phường Trường Thi có 1 cần ở Trung tâm Y tế dự phòng (CDC) Nghệ An cạnh đường Lê Hồng Phong.

Mr. Tran Quang Dai - Chairman of Trung Do Ward People's Committee, said: Concerned about the unsafe tower crane in the area, right before storm No. 3 made landfall, on September 5, 2024, the Ward People's Committee conducted an inspection and made a record requesting the investor and contractor to deploy technical measures to ensure safety for people around the project as well as the area of Phuong Hoang Street. Currently, the investor and contractor have signed a commitment to take responsibility.
Mr. Nguyen Viet Duc - Head of Urban Management Department, Vinh City People's Committee said: to ensure the operation as well as labor safety in the surrounding area and under the construction crane towers, every time there is a big storm, the Flood and Storm Prevention and Rescue Command of Vinh City always has a general document urging and reminding, in which it requires localities, investors, construction units of high-rise buildings and tower cranes to review and implement safety measures, prevent situations where materials are blown away by storm winds or fall into residential areas; bring tower cranes to a safe state when there is a storm.

The State Appraisal Department of Construction Quality (Ministry of Construction) said: According to current regulations, tower cranes are a type of machinery and equipment with strict requirements on safety and labor hygiene used in construction; for tower cranes, management, use, inspection, maintenance... are accompanied by regulations on relevant organizations and individuals. Measures to ensure the safety of tower cranes are stipulated in the Law on Labor Safety and Hygiene, the Law on Construction and guiding documents for implementation; in case of storms, the crane must be brought to a safe state such as dismantling, bracing or releasing the mechanism brake according to regulations.
