Tower cranes pose a potential safety risk in Vinh City.

According to our survey, there are currently 6 high-rise tower cranes being installed and used in construction at 3-4 clusters of high-rise building projects in Vinh City.

Specifically, Ha Huy Tap ward has two tower cranes, one of which is for the Huy Hung apartment building construction project next to the Provincial Land Use Rights Registration Office, and the other is for a construction project on the land owned by Construction Corporation 36 - Ministry of National Defense. Both tower cranes are located next to Le Nin Street.

Quang Trung Ward has two tower cranes, both located within the Quang Trung Apartment Complex Renovation Project area. One tower crane is at the 30-story commercial building next to the Nguyen Thi Minh Khai Memorial Area, and the other is at another high-rise building under construction on the former 12/9 Cinema site, next to Quang Trung Street.

Trung Do Ward has one tower crane at the high-rise building of the 4th Military Region Economic Cooperation Corporation, at the corner of Le Duan and Phuong Hoang streets; Truong Thi Ward has one crane at the Nghe An Preventive Medicine Center (CDC) next to Le Hong Phong street.

Based on our observations, of the six tower cranes, four at the projects of the 36th Construction Corporation - Ministry of National Defense, the Provincial Preventive Medical Center, and the Commercial and High-Rise Buildings in the Quang Trung Apartment Complex are relatively safe because their construction sites are quite large and located far from residential areas and roads. However, the two tower cranes at the Huy Hung Apartment Complex and the Military Region 4 Economic Cooperation Corporation building are not safe because their construction extends beyond the project's perimeter fence.

Mr. Tran Quang Dai, Chairman of the People's Committee of Trung Do Ward, said: Concerned about the safety of the tower crane in the area, just before typhoon No. 3 made landfall on September 5, 2024, the People's Committee of the ward conducted an inspection and issued a report requesting the investor and contractor to implement technical measures to ensure the safety of people around the project as well as the Phuong Hoang road area. Currently, the investor and contractor have signed a commitment to take responsibility.

Mr. Nguyen Viet Duc, Head of the Urban Management Department of Vinh City People's Committee, said: to ensure the operation and labor safety of the area surrounding and under construction cranes, whenever there is a major storm, the Vinh City Flood and Storm Prevention and Rescue Command issues a general reminder, which requires localities, investors, and construction units of high-rise buildings and those with tower cranes to review and implement safety measures to prevent materials from being blown away or broken into residential areas by strong winds; and to bring the tower cranes to a safe state when a storm is approaching.

The State Inspection Department for Construction Quality (Ministry of Construction) stated: According to current regulations, tower cranes are a type of machinery and equipment with strict requirements for occupational safety and hygiene used in construction; for tower cranes, the management, use, inspection, maintenance, etc., are governed by regulations concerning relevant organizations and individuals. Measures to ensure the safety of tower cranes are stipulated in the Law on Occupational Safety and Hygiene, the Law on Construction, and guiding documents; in case of storms, the crane must be brought to a safe state by dismantling, bracing, or releasing the brake mechanism as prescribed.
