II. STANDARDS AND CONDITIONS FOR APPLICATION
1. Conditions and criteria for application:
Applicants must be Vietnamese citizens aged 18 or older, possessing diplomas, training certificates, or professional licenses relevant to the position being recruited for. They must have a clean record and be in good health to perform the job. They must also meet other requirements of the job position, provided they do not violate the law.
2. The following individuals are not eligible to apply:
a) Loss or limitation of civil capacity;
b) Currently under criminal investigation, serving a sentence or criminal judgment of the court, or subject to administrative measures such as placement in a medical facility, educational institution, or reformatory.
3. Priority groups:
a) Heroes of the Armed Forces, Heroes of Labor, wounded soldiers, those receiving benefits similar to wounded soldiers, wounded soldiers of type B: Receive an additional 7.5 points to their Round 2 score;
b) Ethnic minorities, military officers, police officers, retired professional soldiers, personnel working in cryptography who have transferred to other fields, graduates of reserve officer training, graduates of training for commanders of commune-level military command boards in the grassroots military sector who have been granted reserve officer ranks and registered in the reserve officer category, children of martyrs, children of wounded soldiers, children of sick soldiers, children of those receiving policies similar to wounded soldiers, children of wounded soldiers of type B, biological children of resistance fighters exposed to chemical toxins, children of Heroes of the Armed Forces, children of Heroes of Labor: 5 points will be added to the score in round 2;
c) Individuals who have completed military service, service in the People's Public Security Force, or service in the Youth Volunteer Corps: Receive an additional 2.5 points to their Round 2 score.
d) Trade union officials who have risen through the ranks from the grassroots level, within the workers' movement: Receive 1.5 points added to their Round 2 results;
If an applicant falls under multiple preferential categories as specified above, only the highest preferential score will be added to the Round 2 score.
III. CONTENT AND FORMAT OF RECRUITMENT
Recruitment of civil servants is conducted through a selection process, consisting of two rounds:
1. Round 1:
- Verify the qualifications and standards of applicants as stated in the application form, according to the job requirements;
- Assess the computer and foreign language skills of candidates who do not possess computer or foreign language certificates.
2. Round 2:
The selection process will be conducted through an interview. The interview will assess the candidate's knowledge and professional skills relevant to the job position. The interview duration is 30 minutes (candidates have no more than 15 minutes to prepare, which is not included in the exam time). The interview is scored out of 100 points.
