After a heavy rain from the night of September 22 to noon on September 23, many roads in Vinh City were deeply flooded. By the afternoon of September 23, the water had gradually receded and many roads were back to normal traffic.
Phong Dinh Cang Street connecting with Nguyen Gia Thieu Street is one of the streets that often floods quickly and deeply every time there is prolonged heavy rain in Vinh city.

On the morning of September 23, after a night of heavy rain, Nguyen Gia Thieu Street was flooded with ice, up to half a motorbike wheel, making it difficult for people to travel. In addition to being flooded, Nguyen Gia Thieu Street was also full of potholes due to the severely damaged roadbed, causing many people to lose control of their steering wheels when the water was so high that they could not see the roadbed.

At the intersection with Nguyen Gia Thieu Street, there is also Nguyen Duy Trinh Street, especially the intersection which was also flooded with ice. However, by nearly 3:00 p.m. the same day, the water had receded on both of these streets.
In other locations that were deeply flooded on the morning of September 23, early in the afternoon of the same day, according to records, many roads had also drained, and traffic returned to normal, such as VILe Nin Street from the customs roundabout to the intersection with 72m Street; Le Hong Phong Street, Nguyen Thi Minh Khai, Tran Phu, Doi Cung, etc.
