By the afternoon of September 23rd, floodwaters had receded on many streets in Vinh City.
Following heavy rain from the night of September 22nd to the midday of September 23rd, numerous roads in Vinh City were deeply flooded. By the afternoon of September 23rd, the water had gradually receded, and many roads returned to normal traffic.
The Phong Dinh Cang road, which connects to Nguyen Gia Thieu road, is one of the roads in Vinh City that frequently experiences rapid and deep flooding whenever there is heavy and prolonged rainfall.

On the morning of September 23rd, after a night of heavy, incessant rain, Nguyen Gia Thieu street was completely flooded, with water reaching halfway up motorbike wheels, making traffic quite difficult. Besides the flooding, Nguyen Gia Thieu street was also riddled with potholes due to severely damaged road surfaces, causing many drivers to lose control of their vehicles as visibility was impaired by the floodwater.

Intersecting with Nguyen Gia Thieu Street is Nguyen Duy Trinh Street, especially the intersection, which was also flooded. However, by nearly 3 PM on the same day, the water had receded on both streets.
In other areas that were severely flooded on the morning of September 23rd, by early afternoon of the same day, water had receded on many roads, and traffic had returned to normal, such as the Lenin Street from the customs roundabout to the intersection with the 72m road; Le Hong Phong Street, Nguyen Thi Minh Khai Street, Tran Phu Street, Doi Cung Street, etc.
