Repairing coastal dike erosion in Dien Chau in October 2024
This was the affirmative response from the Management Board of Transportation Works (Department of Transportation) to information that the sea dike in Dien Hung commune (Dien Chau district) continued to erode after heavy rain.
Prior to the continued landslides following heavy rains on September 23rd and 24th, the section of the sea dike passing through Hung Phong village, Dien Hung commune, had already suffered landslides since the end of June 2024 due to a collapsed slab at the culvert through the sea dike. To cope with Typhoon No. 4, on September 15th, the Dien Chau District People's Committee temporarily repaired the damage by filling the landslide area with soil and rocks. However, after only about a week, heavy rains caused the dike to collapse again.

Mr. Le The Hieu, Head of the Agriculture and Rural Development Department of Dien Chau District, said: After receiving the information, the district assigned the commune and the construction unit to organize traffic diversion and restrict vehicles from passing through the Dien Hung sea dike; at the same time, a document was sent urging the coastal road construction unit to urgently develop a construction plan to rebuild the culvert through the dike and then fill in and restore the eroded section of the sea dike in Dien Hung commune.

To completely resolve the erosion and subsidence of the Dien Hung sea dike, Mr. Le Manh Hien, Vice Chairman of the Dien Chau District People's Committee, stated that the only solution is to excavate the dike body, rebuild the drainage culverts, and then backfill and restore the dike body according to the original design. According to the Law on Dike Management, the current peak of the rainy season means that construction units cannot arbitrarily excavate the dike body for work. Furthermore, failure to build new culverts and block existing ones will cause flooding inland, leading to public protests.

Mr. Phan Binh, Deputy Director of the Project Management Board for Transportation Works (Nghe An Department of Transportation), the unit managing the contractors constructing the coastal road, shared further information: The Board has just approved the plan for constructing the culvert through the collapsed dike on the Dien Hung coastal dike. This item, along with several other items that must be completed after the construction of the coastal dike from Dien Kim commune (Dien Chau district) to Quynh Tho commune (Quynh Luu district), is currently in the bidding phase.

Soon, after the bidding results are announced, taking advantage of the sunny weather conditions, the Steering Committee and supervisory units will proceed with the restoration work in October 2024 according to the design and commitments made to the districts.
