Why is there a delay in ranking the monument for the Nguyen Duy Trinh Memorial Site?
Inaugurated and put into use since August 2018, but until now, along with the degradation of some items, the Memorial Site of Comrade Nguyen Duy Trinh in Phuc Tho Commune (Nghi Loc) has not been ranked as a relic.

On September 26, Nghe An electronic newspaper had an article"Urgent need to restore comrade Nguyen Duy Trinh's memorial house", thereby stating the current situation, the thatched roof of the memorial house is rotten, with holes in all rooms.
Since 2020, comrade Nguyen Duy Trinh's family and clan have requested three times to switch to tile roofing to ensure the safety and durability of the house as well as to be consistent with the existing structure of the house. The 12th term of Nghi Loc District People's Council has also passed a Resolution approving the investment policy for works and projects in the district, including the project "Replacing thatched roofs with tile roofs and repairing some items of comrade Nguyen Duy Trinh's memorial house in Phuc Tho commune, Nghi Loc district". However, up to now, after more than 4 months since the Resolution was issued, the project has not been implemented.

Regarding this issue, Mr. Tran Viet Canh - Deputy Director of Nghi Loc District Construction Investment Management Board said that the reason for the delay in implementing the project "replacing thatched roofs with tiled roofs and repairing some items of the Nguyen Duy Trinh Memorial House in Phuc Tho Commune, Nghi Loc District" is because this is a special project, related to ancient architecture, associated with history and spirituality, so it is very "picky" about the unit to prepare the economic - technical report for the project. "It was not until last September that the board found a unit to undertake the preparation of the economic - technical report and this unit conducted a survey to do it. It is expected that from now until the end of the year, the project will be completed", Mr. Canh affirmed.

Along with repairing and renovating the Memorial House, another issue that comrade Nguyen Duy Trinh's family and clan have repeatedly petitioned for but have not been resolved is the ranking of the Memorial Site as a relic.
Mr. Nguyen Dinh Ty (born in 1953), residing in Quan Hanh town, Nghi Loc district - nephew of comrade Nguyen Duy Trinh, said: "Regarding the fact that the project has been inaugurated and put into use but has not been classified as a relic, from 2020 until now, the family and clan have repeatedly petitioned the competent authorities and branches. However, through meetings with relevant branches of the district, the family and clan have not yet received a clear explanation on this issue."
Ms. Tran Thi Anh Tuyet - Vice Chairman of Nghi Loc District People's Committee said: "In September 2020, the District People's Committee sent Document No. 289/Ttr-UBND to the Department of Culture and Sports, Nghe An Provincial Monument Management Board requesting to rank the historical relic of the Nguyen Duy Trinh Memorial Site in Phuc Tho Commune, Nghi Loc District. However, the current problem is that the project has not yet completed the settlement procedures, so there is not enough basis for the district to coordinate with relevant departments and units to complete the relic ranking procedures for the project".
Discussing the reason why the Nguyen Duy Trinh Memorial Project, although inaugurated more than 6 years ago, has not yet completed the settlement procedures, according to Mr. Tran Viet Canh - Deputy Director of Nghi Loc District Construction Investment Management Board, the main reason is that during the process of preparing the project documents for construction investment, there was a change in the management unit, leading to the loss of documents, making the settlement of the project difficult.
In 2012, the Provincial People's Committee allowed the preparation of a technical economic report for the investment project to build the Memorial Area of Comrade Nguyen Duy Trinh in Decision No. 31/QD-UBND.DTXD. On March 27, 2013, the project's technical economic report was approved by Nghi Loc District People's Committee and the project commenced in October 2014. However, before the District Construction Investment Management Board was established, all work related to the project was undertaken by the District's concurrent Project Management Board. After the District Construction Investment Management Board was established in June 2014, due to staff rotation, previous documents were lost, affecting the project's settlement progress.
In addition, not long after the project was completed, the representative of the contractor constructing the memorial incense house at the memorial site passed away, making it difficult to complete the final settlement documents. However, up to this point, the final settlement documents for the project have been completed; at the end of September, the District Construction Investment Management Board sent the documents to the District Finance - Planning Department for appraisal and submission to the District People's Committee for approval.Mr. Tran Viet Canh - Deputy Director of Nghi Loc District Construction Investment Management Board
Meanwhile, Ms. Tran Thi Kim Phuong - Head of the Provincial Monument Management Board added: "After receiving the report from the Nghi Loc District People's Committee, under the direction of the Department of Culture and Sports, the Provincial Monument Management Board inspected the memorial site, thereby providing guidance on supplementing the contents and items that are eligible for ranking as a monument according to regulations. Currently, the district's specialized departments and branches have coordinated with the family and clan of comrade Nguyen Duy Trinh to supplement many documents and artifacts at the memorial site... The current problem is that the land for building the memorial site has not been converted from rural residential land to relic land, so it is not possible to delimit the relic protection areas - one of the important procedures in building a dossier for ranking a relic".

Regarding the issue of converting land use purposes, Mr. Nguyen Ba Tung - Chairman of the People's Committee of Phuc Tho commune said: "A few months ago, the representative of the district's Department of Culture and Information requested the commune to carry out the relevant procedures to convert rural land into relic land, but because the district's Department of Natural Resources and Environment did not have any instructions, the commune had no basis to do so. It was not until September 24, after the meeting of the commune's representative leaders with the district's Department of Natural Resources and Environment, that the commune sent officials to the district to copy the land records related to the memorial site.
This shows that the current problem is that the land origin of the project was previously the residential land of 3 households in the family of comrade Nguyen Duy Trinh, but up to now only 1 household has completed the procedures for re-issuing the Certificate of Land Use Rights after separation; the other 2 households have not really actively cooperated with the authorities to complete the re-issuance of the Certificate of Land Use Rights after separation, leading to many difficulties in implementing the procedures for converting the land use purpose of the project to relic land.
Talking to Nghe An Newspaper reporter, Mr. Nguyen Dinh Duong - Deputy Head of the Department of Culture and Information of Nghi Loc district said that he personally felt impatient because the Memorial Site of Comrade Nguyen Duy Trinh, after many years, has not been ranked as a relic.
The District Department of Culture and Information is actively advising the District People's Committee to direct and urge departments and offices to speed up the progress of related tasks to renovate and embellish the items of the Nguyen Duy Trinh Memorial Site as well as complete the dossier to submit to the Department of Culture and Sports to rank the project as a provincial-level relic, so that this is truly a red address to pay tribute to the contributions of a typical senior leader, contributing to educating traditions for the younger generation.
