On October 7th, the Thua Thien Hue Provincial People's Court announced the first-instance verdict in the "Fraudulent appropriation of property" case against defendant Le Van Hien (born in 1991, residing in Lang Xa Con village, Thuy Thanh commune, Huong Thuy town, Thua Thien Hue province).

According to the indictment, from September 2021 to October 2022, Le Van Hien served as the Director of HT Action Limited Liability Company, a real estate business operating in Thua Thien Hue province.
During the course of her business, due to losses and bad debts at the bank, Hien resorted to various fraudulent schemes such as drawing up maps to subdivide land plots that did not belong to her, then selling them to multiple buyers to receive deposits and borrowing money to invest in real estate.

Furthermore, Hien also deposited small amounts of money as collateral to secure land transfers from others, then quickly put the land up for sale. When a buyer was found, Hien instructed the landowners to directly transfer the land use rights to the buyer (as designated by Hien). Hien committed to paying the full amount as agreed to the landowner immediately after the transfer procedures were completed.
At Hien's suggestion, the landowners signed contracts transferring land use rights to the buyers. Subsequently, the buyers paid Hien the full amount, but Hien only paid a portion and did not pay the landowners. Hien misappropriated the remaining money for personal use.
Using these tactics, Hien defrauded numerous victims of over 9.3 billion VND. The court sentenced defendant Le Van Hien to 15 years in prison for "Fraudulent appropriation of property" and ordered him to return all the money he had stolen from the victims.
