The Standing Committee of the Provincial People's Council supervises public investment in Con Cuong district.
On the morning of October 8th, the Standing Committee of the Provincial People's Council held a working session with Con Cuong district as part of its monitoring program on the results of the three-year implementation of the medium-term public investment plan, giai đoạn 2021-2025, in Nghe An province.
Comrade Nguyen Nhu Khoi - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council - chaired the meeting. Also participating in the meeting were Comrade Thai Thi An Chung - Member of the Provincial Party Committee, Deputy Head of the Provincial National Assembly Delegation; leaders of the Provincial People's Council Committees and the Office of the National Assembly Delegation and Provincial People's Council, and leaders of Con Cuong district.
Before working with Con Cuong district, the provincial People's Council's supervisory delegation directly surveyed the progress of several projects in the district. These included the Thanh Nam bridge project across the Lam River; the project to upgrade the tourist road from National Highway 7 to the Khe Kem waterfall tourist area; and the project to build the Con Cuong District Ethnic Boarding Secondary School.
Con Cuong district has 67 public investment projects and works for the period 2021-2025.
According to the report from the People's Committee of Con Cuong district, the locality has closely followed the regulations under the Law on Public Investment, the Law on Construction, the Law on Bidding, etc., as well as the directives of the Provincial People's Committee on public investment management to seriously implement the project.
The district also promptly implemented capital allocation plans and resolutions of the Provincial People's Council on the medium-term public investment plan from the State budget, 2021-2025; and the Decision on the allocation of the medium-term public investment plan for the period 2021-2025 of the Nghe An Provincial People's Committee. It strengthened the management of investment from the State budget and government bonds, while addressing outstanding debts in basic construction.
Accordingly, public investment capital is basically allocated for the right purposes, focused, and implemented in accordance with the district's growth targets; priority is given to repaying outstanding debts for completed construction projects, and priority is given to allocating capital to transitional projects, especially those that are likely to be completed within the year.
According to the public investment plan for the period 2021-2025, central government budget funds were allocated to Con Cuong district to implement 6 projects. Over the 3 years (2021-2023), more than 205 billion VND was allocated, and the disbursement rate reached 100%, with 4 projects completed and put into use; the remaining 2 projects are expected to be completed in 2024.
Regarding the public investment plan, provincial budget funds were allocated to Con Cuong district for the implementation of 9 projects. Over the 3 years (2021-2023), the total planned capital was over 123 billion VND, with 100% disbursement achieved. Three projects have been completed and put into use; six projects are continuing to be implemented in 2024-2025.
Notably, during the implementation of the medium-term public investment plan for the period 2021–2023, Con Cuong district did not incur any outstanding construction debts. During project execution, the district also proactively and flexibly adjusted funding from projects with low disbursement rates to those with good progress.
Regarding the National Target Program for socio-economic development in ethnic minority and mountainous areas, with a total medium-term planned capital of nearly 395 billion VND for the period 2021-2025 in the district, allocated for the implementation of 52 projects; of which, 35 projects are invested by the district and 17 projects are invested by the commune level. Disbursement results for the two years (2022-2023) reached nearly 100%, while in 2024, the disbursement rate is currently low compared to the provincial average, only reaching 29.1%.
During the meeting, Con Cuong district raised several difficulties and obstacles in compensation and land clearance, especially for projects related to agricultural and forestry land. Identifying eligible recipients for compensation is particularly challenging because land from agricultural and forestry farms is leased to workers and employees, but is subsequently transferred, making it more time-consuming to accurately determine eligibility.
On the other hand, due to the specific characteristics of the mountainous region, the availability of raw materials is limited. Con Cuong District proposes allowing the district to exploit local material sources, ensuring timely project construction and reducing investment costs. The process of converting forest land to other uses for the project faces many difficulties, as the conversion process involves multiple ministries and agencies, and therefore, the entire site has not yet been handed over to the construction unit.
Based on the district's report, during the working session, members of the provincial People's Council's supervisory delegation also raised many issues related to shortcomings in the implementation of public investment plans; the quality of investment policy advice; the implementation of investment policy procedures; investment construction; difficulties in decentralizing the authority to the commune level to act as the investor for some projects; principles and criteria for allocating public investment capital, etc.
Expedite the construction progress of key projects.
Concluding the meeting, on behalf of the supervisory delegation, Comrade Nguyen Nhu Khoi - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council - highly appreciated the efforts of Con Cuong district in implementing the investment plan.
Many construction projects and initiatives have been implemented quickly, with good disbursement of funds, no outstanding debts, and even surplus investment capital; among them, some projects have been completed and put into use, contributing to promoting socio-economic development in the district.
Acknowledging the difficulties, obstacles, and proposals from the district, the Vice Chairman of the Provincial People's Council requested Con Cuong district to continue focusing on thoroughly resolving outstanding issues and obstacles in each project to ensure construction progress, quickly achieve project effectiveness, and avoid project adjustments. Attention should also be paid to the settlement and final accounting of completed projects in accordance with legal regulations.
Regarding the project to upgrade the tourist road from National Highway 7 to Khe Kem Waterfall tourist area, through direct survey, Comrade Nguyen Nhu Khoi stated that although the project has been completed, currently, due to the impact of rain causing landslides on the embankment in many sections of the route, there is a risk of traffic accidents; he suggested that the district proactively repair and remedy the situation to ensure the long-term effectiveness of the project.
In addition, focus on resolving difficulties and accelerating the construction progress of the Thanh Nam bridge's connecting section, so that the project can be put into use as soon as possible. In particular, concentrate on resolving difficulties and obstacles related to land clearance for the construction of the Con Cuong District Ethnic Boarding Secondary School; and request the province to prioritize allocating sufficient funds to start the project and put it into use as soon as possible.
Vice Chairman of the Provincial People's Council Nguyen Nhu Khoi also requested Con Cuong district, based on practical experience and lessons learned from previous public investment implementation phases, to proactively advise, propose, and develop a high-quality and effective public investment plan for the 2026-2030 period.
