Nghe An province launches a campaign to mobilize the entire population for irrigation work in 2024.
The Provincial People's Committee has just issued Plan No. 749/KH-UBND on organizing a campaign to mobilize the entire population to participate in irrigation, transportation, and new rural development projects, and to strengthen efforts to prevent and combat drought, saltwater intrusion, floods, and urban flooding in 2024.

This irrigation campaign aims to build upon the achievements of previous years, further promoting a nationwide movement for irrigation work to raise awareness and foster long-term, sustainable habits among the people regarding irrigation work and a sense of responsibility for the maintenance and repair of irrigation works, canals, rural roads, environmental sanitation, clearing waterways, flood control, efficient water use, and prevention of water pollution.
In addition, focus on repairing and dredging irrigation and drainage canals, and clean water facilities that have been silted up or damaged, preparing the best infrastructure for the 2024-2025 Winter-Spring crop production, ensuring water supply for people's daily lives, serving for drainage, flood control, drought prevention, urban drainage, and ensuring environmental sanitation in the city.
Continue applying advanced irrigation methods for dryland crops such as drip irrigation, sprinkler irrigation, etc., and maximize the advantages of the province's reservoir and dam system to expand irrigation models for new varieties of citrus fruits, passion fruit, pomelo, sugarcane, tea, and fodder crops.

The Provincial People's Committee requested that the irrigation campaign be linked to the continued construction and implementation of the canal and ditch reinforcement program, the rural transportation program, the field transportation program, and the new rural development program for the period 2020-2030.
According to the plan, this year's campaign will focus on effectively implementing several tasks by units and localities, including: dredging irrigation and drainage canals in the fields, clearing main drainage channels, dredging and clearing the intake canals, pump station suction basins, and water intake and domestic water supply facilities.
Strengthen and develop small-scale irrigation for dryland crops and cash crops by digging and constructing small reservoirs, tanks, and wells; developing a network of small pumps; using advanced, water-saving irrigation methods; and maximizing the advantages of the province's reservoir and dam system to replicate irrigation models for new varieties of citrus fruits, passion fruit, pomelo, sugarcane, tea, fodder crops, and specialized vegetable cultivation.
For urban areas, cities, and towns, organize the dredging, repair, and renovation of damaged and clogged drainage canal systems; specifically assign management responsibilities to each locality, and assign specialized personnel to coordinate with local authorities (wards, communes, blocks, hamlets) to jointly participate in dredging secondary and tertiary drainage systems and addressing flood control.
Inspect routes and locations where structures and systems obstruct water flow and affect drainage systems, such as fiber optic cables, telecommunications, and power lines, to coordinate with relevant levels and sectors in handling and dismantling them; organize inspections, supervise, and direct departments, divisions, and People's Committees of wards and communes to implement these measures.
Localities and units maintained the movement well throughout the period from October 1st to December 31st, 2024, with a simultaneous launch on October 16th, 2024.
To ensure the successful implementation of the Plan, the Provincial People's Committee has assigned the Department of Agriculture and Rural Development to send officials to closely monitor the situation at the grassroots level, provide guidance, inspect, and supervise the campaign in localities and units. They are also responsible for compiling and reporting the results and submitting recommendations to the Provincial People's Committee.

Relevant departments and agencies in the province, according to their functions and duties, shall organize the thorough understanding and serious implementation of the Provincial People's Committee's Directive and inspect and direct localities to implement it within their assigned areas.
The People's Committees of districts, cities, and towns, and the Irrigation Limited Liability Companies shall establish Steering Committees for the nationwide irrigation campaign right from the beginning of the campaign.
Following the launch of the campaign, the Provincial People's Committee will summarize the results and award Certificates of Merit to localities, units, and individuals with outstanding achievements. Localities, units, and individuals who have not performed well will be criticized and reprimanded, and their performance will be considered in the annual emulation ranking.
