Since its establishment, our Party has paid attention to organizational work, considering it an important task that determines the strength of the Party. On October 14, 1930, the Party Central Committee decided to establish ministries, including the Ministry of Organization and Communications (the predecessor of today's Central Organization Committee). On February 2, 2002, the Party Central Committee Secretariat (9th tenure) agreed to take October 14 every year as the traditional day of the Party Organization and Party building sector and Party Committees at all levels.
Proud of and promoting the glorious traditions of previous generations, over the years,Party Organization and Building IndustryNghe An province is constantly growing, maturing and increasingly affirming its position and role, contributing significantly to the achievements that Nghe An province has achieved.
On the basis of closely following the direction and guidance of the Central and Provincial Party Committees, in recent times, especially since the beginning of the 2020-2025 term, the Organizing Committees of Party Committees at all levels in the province have focused on doing a good job of advising, concretizing, and building programs and plans to effectively implement the Resolution of the Party Congresses at all levels for the 2020-2025 term.
Accordingly, the sector has focused on advising the Standing Committee and Party Committees at all levels, summarizing many important resolutions, regulations, conclusions and instructions of the Central Committee and the Provincial Party Committee such as: Summarizing Directive No. 35-CT/TW of the Politburo on Party Congresses at all levels; summarizing 15 years of implementing the Party Charter (2011-2025); summarizing 10 years of implementing Resolution No. 22-NQ/TW, dated February 2, 2008 of the Party Central Committee (10th tenure) on improving the leadership capacity and fighting strength of grassroots Party organizations and the quality of cadres and Party members; summarizing 15 years of implementing Resolution No. 5 of the Central Committee (10th tenure) on continuing to innovate the Party's leadership methods for the activities of the political system; summarizing 5 years of implementing Directive No. 13-CT/TU, dated July 5, 2017 of the Provincial Party Standing Committee onimprove the quality of party cell activities,... The preliminary and final reviews were all organized systematically and seriously from the grassroots level, from which many valuable lessons were drawn in the leadership and direction of the Party Committee.
The work of building and rectifying the Party and the political system continues to be focused on by the Party Committees at all levels, effectively implementing and advising. In 2024, the Provincial Party Committee's Organizing Committee proactively advised the Provincial Party Committee Standing Committee to issue Directive No. 29-CT/TU, dated June 6, 2024, on strengthening the building and rectification of the Party and the political system of Nghe An province to be clean and strong; organizing a 5-year review of the implementation of Regulation No. 2993-QD/TU of the Provincial Party Committee Executive Committee on the exemplary responsibility of cadres and Party members. Regularly pay attention to solutions to create breakthroughs in the work of developing party members, building and consolidating party organizations (the rate of new party members admission increases every year compared to the previous year, in 2023, 5,097 party members were admitted, an increase of 27.2% over the same period in 2022, in the first 9 months of 2024, 4,600 party members were admitted, reaching 76.7% according to the target of Resolution No. 21-NQ/TW); pay attention to developing party members and party organizations in special areas (from 2021 to present, 67 party organizations have been established in non-state enterprises with 659 party members).
The whole sector has made strong innovations in personnel work, continuing to improve and standardize regulations, rules and procedures on personnel work to ensure compliance with the Central's regulations; focusing on advising on the promulgation of regulations on personnel work in accordance with the local personnel work practices. Since the beginning of the term, the Provincial Party Committee's Organization Board has advised the Provincial Party Committee's Standing Committee to amend and supplement 12 regulations related to personnel work; advising on the implementation of mobilization, rotation, appointment and introduction of candidates to ensure strict compliance with regulations; Effectively implementing the work of reviewing and planning cadres, up to now, the industry has completed the work of reviewing and supplementing the planning of leaders and managers for the 2020-2025, 2021-2026 terms, and building the planning for the 2025-2030, 2026-2031 terms at all 3 levels, ensuring quality and progress in accordance with regulations.
In addition, the Party Organization and Building Department continues to advise on the effective implementation of the organization, streamlining the payroll, restructuring the staff, civil servants and public employees in accordance with the spirit of Resolution No. 39-NQ/TW, Resolution No. 18-NQ/TW, Resolution No. 19-NQ/TW; up to now, the organization of the province has been basically streamlined, reasonable, in accordance with regulations; the total number of payrolls in the province has been reduced, meeting the set requirements; public service units have been fundamentally and synchronously innovated, ensuring streamlining, reasonableness, autonomy, and effective operation; pilot models have been well implemented. In addition, the Provincial Party Committee's Organization Board has coordinated to advise on the development of the Project and Plan of the Nghe An Provincial People's Committee onArrangement of administrative units at district and commune levels2023-2025 period according to Conclusion No. 48-KL/TW, dated January 30, 2023 of the Politburo on continuing to implement the arrangement of administrative units at district and commune levels for the period 2023 - 2030.
At the same time, proactively advise the Provincial Party Standing Committee on the contents of the direction of the Party Congresses at all levels for the 2025-2030 term; immediately after the Politburo issued Directive No. 35-CT/TW on Party Congresses at all levels towards the 14th National Congress of the Party, the Provincial Party Committee's Organizing Committee advised the Provincial Party Standing Committee to issue the Congress Notice, the Congress Organization Plan, establish subcommittees of the Congress, and at the same time, coordinate to guide the grassroots Party Committee's organizing committees to deploy the contents of the direction of the organization of the congress to ensure the progress of the time according to regulations.

Along with focusing on improving the effectiveness of advisory work, in recent times, the Party Organization and Building sector of the whole province has had many solutions to continue to innovate working methods, practices, and styles, focusing on selecting new and difficult tasks to prioritize and direct, promoting the dissemination of new points, good models, and creative ways of doing things for widespread replication, specifically: Periodically every quarter and every 6 months, there are documents urging grassroots Party committees to pay attention to the work of admitting new Party members, overcoming limitations in the work of organizing grassroots Party and Party members; organizing training conferences on professional skills for cadres working on Party organization and building; regularly exchanging information, answering difficulties and problems of the grassroots; giving comments on draft documents of the Central Committee are all implemented to collect opinions from the grassroots; maximizing the application of information technology in operation, management, direction, and implementation of work; Strengthen inspection and supervision work (on average, the Provincial Party Committee's Organizing Committee conducts over 10 inspections and supervisions on Party building and organization work each year).
In addition, the whole sector continues to promote propaganda work on Party building and organization, launching a response to the national "Golden Hammer and Sickle" Contest (the Provincial Party Committee's Organizing Committee has assigned the task of writing news and propaganda articles on Party building and organization as a criterion for evaluating and classifying cadres and civil servants of the committee every month); focusing on promoting humanitarian and social security activities. In addition to contributions and support from cadres and civil servants, the Provincial Party Committee's Organizing Committee also calls for support from other resources to help disadvantaged areas and special areas such as Chau Nga commune (Quy Chau), Binh Thuan hamlet, Nghi Thuan commune (Nghi Loc). At the same time, it has effectively implemented the Provincial Party Committee's policy of supporting housing construction for disadvantaged people in the 2023-2025 period (to date, the committee has completed the support and construction of 8/10 new houses for the poor). Through these practical activities, the image of cadres and civil servants of the Party Organization and Building sector as "close to the people, understanding the people, helping the people", closely following the grassroots and local areas has been built.
The achievements of the Party Organization and Construction sector in the past time have contributed to the completion of political tasks and important achievements of the Provincial Party Committee. This is recognized and evaluated through the fact that every year, the Provincial Party Committee's Organizing Committee has been continuously classified as having completed its tasks well or better, and was awarded the Government's Emulation Flag (in 2023); the Central Organizing Committee awarded a Certificate of Merit (in 2022); the Party Committee has been classified by the Standing Committee of the Provincial Party Committee of Agencies for many consecutive years as "Excellently completing its tasks", and has been honored as a typical collective in the emulation campaign to celebrate the 70th anniversary of the founding of the Provincial Party Committee of Agencies (September 22, 1954 - September 22, 2024); many comrades have been awarded noble awards by the Party and the State.
Promoting the achievements, in the coming time, the Party Organization and Construction Department of the province will continue to promote traditions, improve the quality of consulting, focus on leadership to excellently complete assigned tasks, focusing on summarizing the tasks of 2024, summarizing the Congress for the term 2020-2025, and directing the successful organization of Party Congresses at all levels for the term 2025-2030.
Celebrating the 94th anniversary of the Party Building Organization's traditional day, cadres and civil servants in the sector are determined to strive and train in all aspects to build a team of cadres who are "united, loyal, honest, exemplary, pure, proficient, and professional", contributing to building a strong Party Building Organization, well meeting the requirements of tasks in the new situation.
