From its very inception, the Party has paid attention to organizational work, considering it a crucial task that determines the Party's strength. On October 14, 1930, the Central Committee decided to establish various ministries, including the Ministry of Organization and Communications (the predecessor of the Central Organization Department today). On February 2, 2002, the Secretariat of the Central Committee (9th term) unanimously agreed to designate October 14th as the traditional day of the Party's organizational work and the organizational agencies of Party committees at all levels.

Proudly upholding and building upon the glorious traditions of previous generations, over the years,Party Organization and Construction sectorNghe An province is constantly growing, maturing, and increasingly asserting its position and role, making a significant contribution to the achievements that Nghe An province has attained.
Based on closely following the directives and guidance of the Central Committee and the Provincial Party Committee, in the past period, especially from the beginning of the 2020-2025 term to the present, the Party Organization Committees at all levels throughout the province have focused on effectively advising, concretizing, and developing programs and plans to implement the Resolutions of the Party Congresses at all levels for the 2020-2025 term.

Accordingly, the sector has focused on advising the Standing Committee and Party Committees at all levels on the preliminary and comprehensive reviews of many important resolutions, regulations, conclusions, and guidelines of the Central Committee and the Provincial Party Committee, such as: summarizing Directive No. 35-CT/TW of the Politburo on Party Congresses at all levels; summarizing 15 years of implementing the Party Charter (2011-2025); summarizing 10 years of implementing Resolution No. 22-NQ/TW, dated February 2, 2008, of the Central Committee of the Party (10th term) on improving the leadership capacity and fighting strength of grassroots Party organizations and the quality of cadres and Party members; summarizing 15 years of implementing Resolution No. 5 of the Central Committee (10th term) on continuing to innovate the Party's leadership methods over the activities of the political system; and conducting a preliminary review of 5 years of implementing Directive No. 13-CT/TU, dated July 5, 2017, of the Standing Committee of the Provincial Party Committee on...improving the quality of Party branch activities...The preliminary and final reviews were organized systematically and seriously from the grassroots level, from which many valuable lessons were drawn in the leadership and guidance process of the Party committee.

The work of building and rectifying the Party and the political system continues to be effectively implemented and advised upon by the Party organization committees at all levels. In 2024, the Provincial Party Organization Committee proactively advised the Provincial Party Standing Committee to issue Directive No. 29-CT/TU, dated June 6, 2024, on strengthening the building and rectification of the Party and the political system in Nghe An province to be clean and strong; and organized a five-year review of the implementation of Regulation No. 2993-QĐ/TU of the Provincial Party Committee on the responsibility of setting an example for cadres and Party members. Regular attention is paid to finding breakthrough solutions in the work of developing Party members and building and strengthening Party organizations (the rate of new Party member recruitment increases annually compared to the previous year; in 2023, 5,097 Party members were recruited, an increase of 27.2% compared to the same period in 2022; in the first nine months of 2024, 4,600 Party members were recruited, reaching 76.7% of the target set in Resolution No. 21-NQ/TW); attention is also paid to developing Party members and Party organizations in special areas (from 2021 to the present, 67 Party organizations have been established in non-state enterprises with 659 Party members).


The entire sector has undergone significant innovation in personnel work, continuing to improve and standardize regulations, rules, and procedures on personnel work to ensure compliance with central government regulations; focusing on advising and issuing regulations on personnel work that are consistent with the practical realities of local personnel work. Since the beginning of the term, the Provincial Party Committee's Organization Department has advised the Provincial Party Standing Committee on amending and supplementing 12 regulations related to personnel work; advised on the implementation of personnel transfers, rotations, appointments, and nominations to ensure strict adherence to regulations; and effectively carried out personnel review and planning. To date, the sector has completed the review and supplementation of leadership and management personnel planning for the 2020-2025 and 2021-2026 terms, and developed plans for the 2025-2030 and 2026-2031 terms at all three levels, ensuring quality and progress in accordance with regulations.

In addition, the Party Organization Department continues to effectively advise on the implementation of organizational restructuring, downsizing of personnel, and restructuring of the workforce of cadres, civil servants, and public employees in accordance with Resolution No. 39-NQ/TW, Resolution No. 18-NQ/TW, and Resolution No. 19-NQ/TW. To date, the province's organizational structure has been basically streamlined and rationalized in accordance with regulations; the total number of personnel in the province has decreased, meeting the set requirements; public service units have been fundamentally and comprehensively reformed, ensuring they are streamlined, rational, self-reliant, and operate effectively; and pilot models have been successfully implemented. Furthermore, the Provincial Party Organization Department has coordinated with and advised on the development of the Nghe An Provincial People's Committee's Project and Plan regarding...Reorganizing administrative units at the district and commune levels.The period 2023-2025 is in accordance with Conclusion No. 48-KL/TW, dated January 30, 2023, of the Politburo on continuing the implementation of the rearrangement of district and commune-level administrative units in the period 2023-2030.
At the same time, the Provincial Party Committee's Organization Department proactively advised the Provincial Party Standing Committee on the directives for the Party Congresses at all levels for the 2025-2030 term. Immediately after the Politburo issued Directive No. 35-CT/TW on the Party Congresses at all levels leading up to the 14th National Congress of the Party, the Provincial Party Organization Department advised the Provincial Party Standing Committee to issue the Congress Notice, the Congress Organization Plan, and establish subcommittees for the Congress. Simultaneously, it coordinated and guided the grassroots Party organization committees in implementing the directives for organizing the Congresses, ensuring timely progress as prescribed.

Along with focusing on improving the effectiveness of advisory work, in recent times, the Party Organization and Construction sector throughout the province has implemented many solutions to continue innovating methods, working styles, and approaches, focusing on selecting new and difficult tasks to prioritize and direct, promoting the dissemination of new points, good models, and creative approaches for widespread replication, specifically: periodically issuing documents every quarter and six months to urge grassroots Party committees to pay attention to the work of admitting new Party members and overcoming limitations in grassroots Party organization and Party member work; organizing training conferences on professional skills for cadres working in Party organization and construction; regularly exchanging information and answering difficulties and obstacles of the grassroots; providing feedback on draft documents of the Central Committee with input from the grassroots; maximizing the application of information technology in the operation, management, direction, and implementation of work; Strengthening inspection and supervision work (on average, the Provincial Party Committee's Organization Department conducts over 10 inspections and supervisions annually on professional aspects of Party building and organization work).

In addition, the entire sector continues to promote propaganda work on Party building and organization, launching and participating in the national "Golden Hammer and Sickle" competition (the Provincial Party Committee's Organization Department includes the task of writing news articles and propaganda on Party building and organization as a criterion for evaluating and ranking cadres and civil servants of the department monthly); paying attention to promoting humanitarian and social welfare activities. Besides contributions and support from the team of cadres and civil servants, the Provincial Party Committee's Organization Department also calls for support from other resources to help difficult and special areas such as Chau Nga commune (Quy Chau district), Binh Thuan hamlet, Nghi Thuan commune (Nghi Loc district). At the same time, it has effectively implemented the Provincial Party Committee's policy of supporting the construction of houses for disadvantaged people in the 2023-2025 period (to date, the department has completed the support and construction of 8 out of 10 houses for the poor). Through these practical activities, the image of cadres and civil servants in the Party Organization and Construction sector as "close to the people, understanding the people, helping the people," and closely connected to the grassroots and local areas has been built.

The achievements of the Party Organization and Construction sector in the past have contributed to the fulfillment of political tasks and important achievements of the Provincial Party Committee. This is recognized and evaluated through the fact that the Provincial Party Committee's Organization Department has consistently been rated as performing well or better each year, receiving the Government's Emulation Flag (2023); the Central Organization Department awarded a Certificate of Merit (2022); the Party Committee has been rated "Outstandingly fulfilling its duties" by the Standing Committee of the Provincial Agencies Bloc Party Committee for many consecutive years, and has been honored as a model collective in the emulation campaign to celebrate the 70th anniversary of the establishment of the Provincial Agencies Bloc Party Committee (September 22, 1954 - September 22, 2024); and many comrades have been awarded prestigious awards from the Party and the State.

Building on the achievements already made, in the coming period, the Party Organization and Construction sector of the province will continue to uphold its traditions, improve the quality of its advisory services, and focus on leading the successful completion of assigned tasks, with the main focus being the summary of tasks for 2024, the summary of the Party Congress for the 2020-2025 term, and the successful organization of Party Congresses at all levels for the 2025-2030 term.
To commemorate the 94th anniversary of the Party Organization and Construction sector's traditional day, cadres and civil servants in the sector are determined to strive and improve in all aspects to build a team of cadres who are "united, loyal, honest, exemplary, upright, knowledgeable, and professional," contributing to building a strong Party Organization and Construction sector that effectively meets the requirements of the tasks in the new situation.
