According to Ms. Lan, the Nghe An Provincial People's Court Housing Complex was built more than 40 years ago and has now seriously degraded, affecting the lives and threatening the lives of the people. The people have petitioned many times but so far it has not been resolved.

According to the case file, the collective housing area on plot number 25, map sheet number 37 with an area of 649.6 m2, originated as the collective dining hall of the Provincial People's Court. In 1993, the Provincial People's Court sold 8 houses in the collective dining hall to 8 households for use since then.

In 2010, the Provincial People's Committee approved the planning of dividing residential land into 8 lots. The residential area will be resolved by land acquisition, site clearance and land allocation to households. However, up to now, the Provincial People's Court has not issued a document returning the land to the State.

Sharing with 8 households, the leader of the Provincial People's Court said that a document had been sent to the Supreme People's Court, requesting opinions on handling the property of the collective housing area. However, up to now, the Supreme People's Court has not yet responded, so the Provincial People's Court has not been able to complete the procedure to return the land to the State.
