On the morning of October 15th, authorized by the Chairman of the People's Committee of Nghe An province, Mr. Nguyen Van De - Vice Chairman of the People's Committee of the province - presided over the regular citizen reception session for October 2024.

Also attending the citizen reception session were representatives from the Provincial Party Committee's Mass Mobilization Department, the Standing Committee of the Provincial People's Council, the Provincial National Assembly Delegation, the Provincial Party Committee's Internal Affairs Department, the Provincial Party Committee's Inspection Committee, the Provincial Party Committee Office, the Party Committee of the Provincial Agencies Bloc; along with leaders of various departments and agencies and the People's Committee of Vinh City.

Comrade Nguyen Van De - Vice Chairman of the Provincial People's Committee, received citizen Dang Thi Huong Lan, residing in Lien Co block, Hung Dung ward (Vinh City).

Ms. Lan petitioned the competent authorities to reorganize and handle the publicly owned assets of the Nghe An Provincial People's Court's residential complex so that the 8 families can have stable lives.

According to Ms. Lan, the Nghệ An Provincial People's Court's residential complex, built over 40 years ago, has seriously deteriorated, affecting people's lives and threatening their safety. Residents have submitted numerous petitions, but the issue remains unresolved.

According to the case file, the apartment complex is located on plot number 25, map sheet number 37, with an area of ​​649.6 m2, and originated as a communal dining hall for the Provincial People's Court. In 1993, the Provincial People's Court sold eight units in the communal dining hall to eight families, who have been using them ever since.

In 2010, the Provincial People's Committee approved a plan to subdivide the residential land in the collective housing area into eight plots. The collective housing area was to be resolved through land acquisition, site clearance, and land allocation to households. However, to date, the Provincial People's Court has not issued any document returning the land to the State.

Sharing information with the eight households, the leader of the Provincial People's Court stated that a document had been sent to the Supreme People's Court, reporting and requesting guidance on handling the assets of the residential complex. However, to date, the Supreme People's Court has not yet responded, so the Provincial People's Court has not been able to carry out the procedure of returning the land to the State.

At the public consultation session, leaders from the Department of Natural Resources and Environment, the Department of Finance, the Department of Construction, the Provincial Inspectorate, and the People's Committee of Vinh City reported and exchanged views on solutions to citizens' requests.

Concluding the public consultation session, Vice Chairman of the Provincial People's Committee Nguyen Van De shared his understanding of the citizens' difficulties and emphasized that their requests were legitimate, but due to various objective reasons, they have not yet been fully resolved.

To ensure the rights of the people, Vice Chairman of the Provincial People's Committee Nguyen Van De requested the Provincial People's Court to continue monitoring the situation, submit a report, and request the Supreme People's Court to provide a written response regarding the arrangement of housing and land in the Provincial People's Court's residential area before November 30, 2024.

Based on the document from the Supreme People's Court, the Department of Finance will take the lead and coordinate with relevant agencies to research and guide the arrangement of public assets in the Nghệ An Provincial People's Court's residential complex in accordance with regulations.
