General Luong Cuong, Permanent member of the 13th Party Central Committee Secretariat, was elected by the National Assembly to hold the position of President for the 2021-2026 term.
On the afternoon of October 21, the National Assembly conducted the process of completing the personnel of the President for the 2021-2026 term.
After following the prescribed steps, the National Assembly elects the President by secret ballot.
Immediately after the vote counting results were announced, Vice Chairwoman of the National Assembly Nguyen Thi Thanh, on behalf of the National Assembly Standing Committee, submitted to the National Assembly a draft Resolution of the National Assembly on the election of Mr. Luong Cuong as President for the 2021-2026 term.
The draft resolution clearly states: Based on the Constitution, legal provisions, internal regulations of the National Assembly session, the submission of the National Assembly Standing Committee, and the minutes of vote counting, the National Assembly resolves that Mr. Luong Cuong, Politburo member, Permanent Secretary of the Secretariat, and delegate of the 15th National Assembly, hold the position of President for the 2021-2026 term.
Next, the National Assembly delegates voted to pass a resolution to elect Mr. Luong Cuong as President of the Socialist Republic of Vietnam by electronic voting.
As a result, 440/440 National Assembly delegates present approved, the National Assembly voted to pass the Resolution to elect General Luong Cuong, Politburo member, Permanent member of the 13th Party Central Committee Secretariat, and National Assembly delegate of the 15th term to hold the position of President.
Mr. Luong Cuong was born on August 15, 1957; hometown is Duu Lau ward, Viet Tri city, Phu Tho province; professional qualification: Bachelor of Party Building and State Administration.
He is a member of the Politburo, Standing member of the Secretariat of the 13th term (May 2024); Secretary of the Party Central Committee of the 12th and 13th terms (from May 2014); Member of the Party Central Committee of the 11th, 12th and 13th terms; Delegate of the 15th National Assembly; promoted to the rank of General (from 2019).
Mr. Luong Cuong has been attached to the army and has held many positions such as Deputy Regiment Commander of several units, Deputy Director in charge of Personnel, General Department of Politics of the Vietnam People's Army; Deputy Commander of Politics, Party Secretary, Political Commissar of Army Corps 2; Political Commissar of Military Region 3...
He held the position of Deputy Director of the General Department of Politics of the Vietnam People's Army for more than 4 years, from June 2011 to December 2015.
Since May 2016, he has held the position of Director of the General Department of Politics of the Vietnam People's Army for 8 years.
In May 2024, the Politburo assigned General Luong Cuong to join the Secretariat and assigned him the task of Standing Secretary of the Secretariat until now.
