General Luong Cuong was elected President of the Republic.
General Luong Cuong, Standing Member of the Secretariat of the 13th Party Congress, was elected by the National Assembly to serve as President of Vietnam for the 2021-2026 term.
On the afternoon of October 21, the National Assembly proceeded with the process of finalizing the personnel for the position of President of Vietnam for the 2021-2026 term.
After following the prescribed procedures, the National Assembly proceeds to elect the President of the Republic by secret ballot.
Immediately after the vote count results were announced, National Assembly Vice Chairwoman Nguyen Thi Thanh, on behalf of the National Assembly Standing Committee, presented to the National Assembly the draft Resolution of the National Assembly on the election of Mr. Luong Cuong as President of the Republic for the 2021-2026 term.
The draft resolution states: Based on the Constitution, legal regulations, the rules of the National Assembly session, the submission of the Standing Committee of the National Assembly, and the vote counting minutes, the National Assembly resolves that Mr. Luong Cuong, Member of the Political Bureau, Standing Member of the Secretariat, and Member of the 15th National Assembly, shall hold the position of President of the Republic for the term 2021-2026.
Next, the National Assembly delegates voted to approve the resolution electing Mr. Luong Cuong as President of the Socialist Republic of Vietnam through electronic voting.
As a result, with all 440/440 National Assembly delegates present voting in favor, the National Assembly passed a resolution electing General Luong Cuong, member of the Politburo, Standing Secretary of the 13th Party Central Committee, and National Assembly delegate of the 15th term, to the position of President of the Republic.

Mr. Luong Cuong was born on August 15, 1957; his hometown is Duu Lau Ward, Viet Tri City, Phu Tho Province; his professional qualification is a Bachelor's degree in Party Building and State Administration.
He was a member of the Politburo and Standing Secretary of the 13th Party Central Committee (May 2024); Secretary of the 12th and 13th Party Central Committees (from May 2014); member of the 11th, 12th, and 13th Party Central Committees; a member of the 15th National Assembly; and was promoted to the rank of General (from 2019).
Mr. Luong Cuong has a long-standing connection with the military and has held many positions such as Deputy Regiment Commander of several units, Deputy Director in charge of personnel, General Political Department of the Vietnam People's Army; Deputy Commander for Political Affairs, Party Secretary, Political Commissar of the 2nd Army Corps; Political Commissar of the 3rd Military Region...
He served as Deputy Head of the General Political Department of the Vietnam People's Army for over four years, from June 2011 to December 2015.
From May 2016, he served as Head of the General Political Department of the Vietnam People's Army for eight years.
In May 2024, the Politburo assigned General Luong Cuong to the Secretariat and appointed him as the Standing Secretary of the Secretariat, a position he holds to this day.
