Nghe An issues telegram to respond to storm Trami
Nghe An Provincial People's Committee has issued Official Dispatch No. 42/CD-UBND to units and localities on proactively responding to storm Trami.
Accordingly, the telegram was sent to: Provincial Steering Committee for Natural Disaster Prevention and Control - Search and Rescue and Civil Defense; Commanders: Provincial Military Command, Provincial Border Guard Command; Director of Provincial Police; Directors of Departments; Heads of provincial-level departments, branches and organizations; Chairmen of People's Committees of districts, cities and towns; Director of the North Central Region Hydrometeorological Station; Chairmen and Directors of Irrigation and Hydropower Companies in the province.
Implementing the Prime Minister's Official Dispatch No. 110/CD-TTg dated October 24, 2024 on proactively responding to storm Trami, this is a storm forecast to be of strong intensity, very complicated developments, the direction of movement and wind level may change due to the impact of many weather conditions at sea. To proactively respond to storms and floods that may occur due to the impact of storms, the Chairman of the Provincial People's Committee - Head of the Provincial Steering Committee for Natural Disaster Prevention, Control - Search and Rescue and Civil Defense (PCTT-TKCN and PTDS) requests:

Directors of Departments, Heads of provincial-level departments, branches and organizations; Chairmen of People's Committees of districts, cities and towns:Continue to closely monitor the situation, continuously update information on storm and flood developments; direct timely, drastic and effective implementation of response work in accordance with actual developments in the area, thoroughly implement the "four on-site" motto, proactively handle the worst possible situations, avoid being passive or surprised to ensure safety of life, minimize property damage to people, including:
Focus on ensuring safety for activities at sea and on islands: Organize inspection, counting, proactively inform and guide vehicles and boats (including fishing boats, transport ships, and tourist boats) still operating at sea to know, not to enter or exit dangerous areas or to return to safe shelters; take measures to ensure safety for boats at anchorage areas.
Review and implement measures to ensure safety for tourism, aquaculture, and fishing activities at sea, estuaries, and coastal areas; resolutely evacuate people on cages, aquaculture watchtowers to safe places before the storm directly affects them.
Ensuring safety in plain and coastal areas: Check and be ready to evacuate people from dangerous areas, especially those at risk of deep flooding, landslides, river mouths, and coastal areas.
Implement measures to ensure safety and limit damage to houses, warehouses, offices, public works, industrial parks, factories, dikes, and unfinished construction works; protect agricultural production and prevent flooding in urban areas and industrial parks.
Control traffic, organize traffic flow, guide traffic, limit people from going out during storms and heavy rains to ensure safety.
Ensuring safety in mountainous areas: Review and be ready to evacuate people in areas at risk of deep flooding, flash floods, and landslides; prepare forces, vehicles, equipment, and necessities according to the "four on-site" motto to be ready to respond to all situations.
Check and proactively take measures to ensure safety of reservoirs and downstream areas; arrange permanent forces ready to operate, regulate and handle situations.

Control and guide safe traffic, especially through flooded areas, deep flooded areas, and fast-flowing water; proactively arrange forces, materials, and means to overcome incidents, ensuring smooth traffic on main traffic routes.
People are strictly prohibited from collecting firewood, fishing... on rivers, streams, and downstream of dams during floods to avoid human casualties.
Prepare forces and means to promptly rescue and quickly overcome the consequences of storms and floods.
Director of the North Central Region Hydrometeorological Station:Continue to closely monitor the situation, forecast, and provide full and timely information on the developments of storms and floods to authorities and people to proactively and effectively deploy response work according to regulations.
Commander: Provincial Military Command, Provincial Border Guard Command; Provincial Police Director:Direct and coordinate with local forces to review response plans, proactively organize and deploy appropriate forces, means and equipment to be ready to support localities in responding to storms, floods, evacuating people, rescuing and other urgent requests. The Border Guard Command, based on storm developments and forecasts, promptly advises the Provincial People's Committee to issue a sea ban.
Director of Department of Agriculture and Rural Development: TClosely monitor storm and flood situations, proactively direct and effectively implement work to ensure safety of dikes, dams, protect agricultural production, aquaculture, and exploitation of aquatic and seafood products.
Director of Department of Industry and Trade: TAccording to the state management function and assigned tasks, proactively direct hydropower reservoir owners to strictly implement regulations on dam safety management and reservoir operation procedures; inspect the work of ensuring the safety of the power grid system.
Director of Department of Transport:Direct and coordinate relevant agencies to deploy measures to ensure safety for transport vessels operating at sea and on rivers; ensure safety of road, rail and air traffic; ensure traffic safety according to regulations.

Provincial Radio and Television Station, Nghe An Newspaper, press agencies:Increase broadcasting time, promptly report on storms, floods and response instructions so that people know and proactively prevent and avoid them.
Directors of Departments, Heads of other departments, branches and organizationsrelated to state management functions and assigned tasks, proactively direct and coordinate with localities to promptly and effectively deploy measures to respond to storms and floods caused by storms.
