Thousands of square meters of 'golden land' abandoned in the heart of Vinh City
After a period of planning to implement the project of building a residential area in Trung Do ward (Vinh city), but failed. Up to now, this large land is being left abandoned in a very wasteful way.
"Stillborn" project
In the area south of Phuong Hoang Trung Do street, block 6, Trung Do ward (Vinh city), there is currently a land area of nearly 19,289.4m2.2, abandoned for many years. This land is located right in front of Trung Do Secondary School gate - where traffic jams often occur during the time when parents pick up and drop off students. Because it is abandoned, this place often becomes a place for people to litter, causing environmental pollution.

It is known that the above land belongs to plot number 48, map sheet 19, of Trung Do Textile Joint Stock Company, which was granted a Land Use Rights Certificate by the Provincial People's Committee on May 24, 2006 with a total area of 19,289.4m2.2, of which 523.9m2Located within the construction boundary of Phuong Hoang Trung Do Street and no certificate is issued. The purpose of use is for production and business, valid until March 17, 2046.
Trung Do Textile Joint Stock Company, formerly known as Minh Khai Textile Enterprise, was later transformed into Nghe An Textile Joint Stock Company and was granted the first Business Registration Certificate in 2004. After many changes, in 2017 it was named Trung Do Textile Joint Stock Company.
Also since 2017, Trung Do Textile Joint Stock Company has completed procedures to change the land use purpose from production and business land to residential land to carry out a low-rise housing construction project.
On December 19, 2017, Nghe An Provincial People's Committee issued Decision 6127/QD-UBND approving the investment policy for the project to build a residential area in Trung Do ward for Trung Do Textile Joint Stock Company. The project includes a residential area, villas (66 lots) with a construction area of over 10,419m2.2; traffic roads; green land; cultural house. Total investment is 133.83 billion VND, expected to be completed and put into use within 36 months.
In Decision 6127, the Provincial People's Committee also requires the investor to coordinate with relevant departments, branches and Vinh City People's Committee to complete relevant documents and procedures (land, construction planning, environmental protection...). The establishment of detailed planning at a scale of 1/500 must be consistent with the zoning plan, the organization of the technical infrastructure system must ensure reasonable connection with the infrastructure system of the area, and at the same time, land funds must be arranged for the development of social housing.

In addition, the Provincial People's Committee also requires that during the implementation process, the design and construction of housing projects along Phuong Hoang Trung Do Street must ensure modern and synchronous landscape architecture before transferring to secondary investors according to the law on real estate business (not allowed to divide plots for sale)...
Although the Provincial People's Committee approved the investment policy, for many years, the investor, Trung Do Textile Joint Stock Company, has not taken the next steps to implement the project. And finally, the General Meeting of Shareholders of this company decided to terminate the project from April 26, 2022.
On May 5, 2022, the Department of Planning and Investment issued Notice No. 1584/TB-SKHDT on the termination of the Residential Area Project in Trung Do Ward, invested by Trung Do Textile Joint Stock Company. The Department of Planning and Investment also requested Trung Do Textile Joint Stock Company to be responsible for completing the procedures for liquidating the investment project (if any), and fulfilling its obligations to the State related to the project in accordance with the provisions of law.
Waste of land resources
Although Trung Do Textile and Garment Joint Stock Company is still registered to operate at 46 Phuong Hoang Trung Do Street, according to our observations, there is no presence of any business here. In fact, this company does not have any business activities related to the textile and garment industry as the name in the registration. The address at 46 Phuong Hoang Trung Do Street is just an empty lot surrounded by corrugated iron.
Working with us, the representative of Trung Do Ward People's Committee also said that the local government has proposed to completely handle this project many times. They even proposed to handle and reclaim the land to manage and use the land effectively and in accordance with the law.
In early 2021, voters of Block 6, Trung Do Ward also suggested that the investor put the land into use soon to avoid people littering and causing pollution. At the same time, they suggested moving the fence to the right construction boundary of Phuong Hoang Trung Do Street (an area with 523.9 m2located within the road construction boundary without a permit), to avoid causing traffic congestion in front of Trung Do Primary and Secondary School. However, immediately after that, the management unit responded in writing and disagreed.
Some opinions from the People's Committee of Trung Do Ward said that this land will remain abandoned no matter what recommendations or opinions the ward has, nothing will change when the Land Use Rights Certificate has been granted to the enterprise.?!
