Thousands of square meters of prime land left abandoned in the heart of Vinh City.
After a period of planning to develop a residential area in Trung Do ward (Vinh City), the project failed. To this day, this large plot of land remains abandoned, a great waste of resources.
The project "died prematurely".
In the area south of Phuong Hoang Trung Do road, in Block 6, Trung Do ward (Vinh City), there is currently a plot of land measuring nearly 19,289.4 square meters.2This plot of land has been abandoned for many years. It's situated right in front of the gate of Trung Do Secondary School, a place that frequently experiences traffic congestion during parent-teacher hours. Because it's been abandoned, it often becomes a dumping ground for garbage, causing environmental pollution.

It has been learned that the land in question belongs to plot number 48, map sheet 19, of Trung Do Textile and Garment Joint Stock Company, for which the Provincial People's Committee issued a Certificate of Land Use Rights on May 24, 2006, with a total area of 19,289.4 square meters.2, including 523.9m2Located within the construction boundary of Phuong Hoang Trung Do road and no land use certificate has been issued. The intended use is for production and business purposes, with a term until March 17, 2046.
Trung Do Textile and Garment Joint Stock Company, formerly Minh Khai Textile Enterprise, later became Nghe An Textile and Garment Joint Stock Company, which was first granted a business registration certificate in 2004. After several changes, it was renamed Trung Do Textile and Garment Joint Stock Company in 2017.

Also since 2017, Trung Do Textile and Garment Joint Stock Company has been carrying out procedures to change the land use purpose from production and business land to residential land to implement a low-rise housing construction project.
On December 19, 2017, the People's Committee of Nghe An province issued Decision 6127/QD-UBND approving the investment plan for the construction of a residential area in Trung Do ward for Trung Do Textile and Garment Joint Stock Company. The project includes terraced houses and villas (66 plots) with a construction area of over 10,419m².2Roads; green spaces; cultural center. The total investment is 133.83 billion VND, and it is expected to be completed and put into use within 36 months.
In Decision 6127, the Provincial People's Committee also required the investor to coordinate with relevant departments and the Vinh City People's Committee to complete the relevant documents and procedures (land, construction planning, environmental protection, etc.). The detailed planning at a scale of 1/500 must be consistent with the zoning plan, the technical infrastructure system must be organized to ensure reasonable connection with the area's infrastructure, and land must be allocated for the development of social housing.

Furthermore, the Provincial People's Committee also requires that during the implementation process, the design and construction of residential buildings along Phuong Hoang Trung Do road must ensure modern and consistent architectural and landscape design before being transferred to secondary investors in accordance with the law on real estate business (no subdivision and sale of land plots is allowed)...
Despite receiving investment approval from the Provincial People's Committee, the investor, Trung Do Textile and Garment Joint Stock Company, failed to take the necessary steps to implement the project for many years. Ultimately, the company's General Shareholders' Meeting decided to terminate the project on April 26, 2022.
On May 5, 2022, the Department of Planning and Investment issued Notice No. 1584/TB-SKHĐT regarding the termination of the residential area project in Trung Do Ward, invested by Trung Do Textile and Garment Joint Stock Company. The Department of Planning and Investment also requested that Trung Do Textile and Garment Joint Stock Company be responsible for completing the liquidation procedures for the investment project (if any) and fulfilling all obligations to the State related to the project in accordance with the law.

Waste of land resources
Although Trung Do Textile and Garment Joint Stock Company is currently registered at 46 Phuong Hoang Trung Do Street, our observations reveal no physical presence of the company there. Furthermore, the company does not engage in any business activities related to the textile and garment industry as stated in its registration. The address at 46 Phuong Hoang Trung Do Street is merely an empty plot of land enclosed by corrugated iron fences.

Working with us, representatives from the Trung Do Ward People's Committee also stated that the local government has repeatedly requested a definitive resolution to this project. They even previously proposed taking action to reclaim the land for effective and lawful management and use.
In early 2021, voters in Block 6, Trung Do Ward, also requested that the investor put the land into use soon to prevent residents from littering and causing pollution. They also requested that the temporary barriers be moved to the correct construction boundary of Phuong Hoang Trung Do road (an area of 523.9 m).2Located within the road construction boundary (without a permit), the plan was intended to avoid traffic congestion in front of Trung Do Primary and Secondary School. However, the managing authority immediately responded in writing, disagreeing with the plan.

Some opinions from the Trung Do Ward People's Committee suggest that this land will remain abandoned regardless of the ward's requests or opinions, as nothing will change since the land use right certificate has already been issued to the enterprise.
