Immediately after their establishment, Party committees in Nghe An and Ha Tinh provinces focused on propaganda and mobilizing the masses to participate in the revolutionary struggle. To effectively carry out this work, it was necessary to organize the printing and distribution of documents to the grassroots level. Given the clandestine operation of the Party and the limited resources available, the primary printing methods used were lithography and lithography.

Party printing officials must rely on the people. The lithographic printing method was frequently used because the materials were readily available, the printing molds were simple, and it was highly effective.

* Materials used for lithographic printing:
Jelly: dried seaweed strands or powder.
Printing molds: tea trays, copper trays, or teacup trays.
Thin paper.
Ink: purple or black.
The template was written in thick ink.

* Lithography method:
Cook the jelly in a pot until done, then pour it into a mold and flatten it to cool. Place the template upside down on the jelly mold; the mold will have the text on the left. Then, place a thin piece of paper over the jelly mold and gently smooth it out. Remove the paper, and you will have a print that matches the template.
When the purple ink on the printing plate has faded, put the jelly back into the pot, cook it again, and continue with the printing method described above.

The printed artifacts are mostly household items used by revolutionary families as a means of printing Party documents for propaganda, education, enlightenment, and calling on the masses to fight; at the same time, they denounce the crimes of French colonialism and feudal collaborators (1930-1931).
