Nghe An estimates budget revenue in 2024 to reach 23,751 billion VND

In 2024, Nghe An province estimates that the budget revenue will reach 23,751 billion VND, reaching 149.3% of the estimate assigned by the Provincial People's Council, equal to 110.4% compared to the implementation in 2023, the third consecutive year exceeding 20,000 billion VND.

On the afternoon of November 27, comrade Nguyen Duc Trung - Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired and directed the regular meeting of the Provincial People's Committee in November 2024, discussing many important contents.

GRDP in 2024 estimates reach 8.5-9.0%

At the meeting, the Provincial People's Committee listened to, focused on discussing and evaluating the report on the socio-economic situation in 2024 and the socio-economic development plan for 2025.

The report stated that Nghe An province carried out the socio-economic development tasks in 2024 under many difficulties and challenges. However, closely following the direction and administration of the Government, the Prime Minister and the Resolutions of the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee has synchronously, resolutely and effectively deployed socio-economic development tasks and solutions in accordance with the practical situation in the locality.

Thanks to its firm grasp of the situation, proactiveness, determination, flexibility and creativity in management, the Provincial People's Committee has promptly directed the handling of arising issues, focused on effectively implementing key tasks, in order to promote the recovery and socio-economic development of the province.

With the efforts of all levels, sectors and localities, especially with the support and active participation of the people and business community, the socio-economic situation of the province has achieved many very positive and quite comprehensive results in all sectors and fields.

The economy maintains a fairly high growth rate, higher than the national average. The growth rate of the province's gross regional domestic product (GRDP) in 2024 is estimated at 8.5-9.0%.(internal estimate,dataofficialwill be announced by the General Statistics Officeofficialon November 30, 2024), higher than the average of the 2021-2023 period (7.45%).

Of which, the agriculture, forestry and fishery sector is estimated to increase by 4.25%; the industry - construction sector is estimated to increase by 14.5% (industry alone increased by 16.5%); the service sector is estimated to increase by 7.3%.

State budget revenue has achieved very positive results. In 2024, it is estimated to achieve 23,751 billion VND, reaching 149.3% of the estimate assigned by the Provincial People's Council, equal to 110.4% compared to 2023, and is the third consecutive year exceeding 20,000 billion VND.

It is expected that by the end of 2024, the whole province will have 327/411 communes meeting new rural standards; 127 communes meeting advanced new rural standards; 25 model new rural communes; 11 district-level units completing tasks/meeting new rural standards.

Industrial production has strongly recovered and is the main growth driver. The Industrial Production Index (IIP) is estimated to increase by 11.5% compared to 2023. The export turnover of goods is estimated at 3.7 billion USD, up 31.2%, exceeding the plan by 16.6%. The import turnover is estimated at 2,226 million USD, up 56.22%, exceeding the plan by 48.4%.

Total tourist arrivals are estimated at 9,200 thousand, of which 5,800 thousand are staying tourists, tourism service revenue is estimated at 11,000 billion VND.

In the first 11 months of 2024, the province disbursed VND 6,879,535 billion, reaching 69.31%, higher than the national average (estimated at 57%). By the end of 2024, the disbursement rate is expected to reach over 95% according to the Prime Minister's direction.

FDI attraction estimated at 1.696 billion USD

Thanks to the strong efforts to improve the investment and business environment, the results of attracting investment continue to be a bright spot of the province. Up to now, Nghe An has granted 77 new projects and adjusted 157 projects with a total newly granted and adjusted capital of 44,789 billion VND.

Nghe An has attracted 13 FDI projects, adjusted 12 FDI projects, with a total newly registered and adjusted investment capital of nearly 980 million USD. It is expected that in 2024, the province will attract 1.696 billion USD of FDI capital.

The socio-cultural fields, especially social security, continue to receive attention and good implementation. The program to mobilize and support the construction and repair of houses for the poor and those with housing difficulties continues to be effectively directed and implemented. As of October 20, 10,260 houses have been completed, reaching 65% of the demand for the entire period of 2023-2025.

The quality of key education continues to be affirmed, ranking among the top in the country in terms of the number of excellent students at national, regional and international levels; the quality of comprehensive education has made remarkable progress. In the 2024 high school graduation exam results, Nghe An ranked 12th nationwide, up 10 places compared to 2023.

In 2024, the whole province will create jobs for 47,705 people, reaching 101.5% of the plan. The national defense, political security, and border security situation will continue to be firmly consolidated, and social order and safety will be ensured.

Administrative reform and digital transformation have been focused on and have achieved many remarkable results. Seriously correct the situation of evasion, shirking of responsibility, and lack of initiative of a number of cadres, civil servants, and public employees.

Continue to focus on directing the implementation of streamlining and streamlining the organizational structure of administrative agencies and public service units to ensure increasingly stable, effective and efficient operations.

The implementation of Project No. 06 of the Government continues to be directed to be implemented vigorously. Nghe An is one of four localities to be awarded a Certificate of Merit by the Prime Minister for having many good, creative and effective ways of doing things.

Foreign affairs activities were carried out synchronously, with many outstanding activities, especially economic diplomacy, contributing to improving the effectiveness of attracting foreign investment.

In particular, Nghe An was approved by the National Assembly in Resolution 137 on piloting a number of specific mechanisms and policies for the development of Nghe An province; the National Assembly Standing Committee issued Resolution 1243 on the arrangement of administrative units at district and commune levels for the 2023-2025 period; the Prime Minister issued a decision approving the Provincial Planning Implementation Plan.

Of the 28 targets in Resolution No. 61 dated December 7, 2023 of the Provincial People's Council on the Socio-Economic Development Plan for 2024, it is expected that by the end of 2024, 27 targets will be achieved and exceeded, of which 11 targets will be exceeded and 1 target will be difficult to achieve.

Administrative reform has changed but has not met requirements.

In addition to the achieved results, the Provincial People's Committee also pointed out the difficulties and limitations in implementing the socio-economic development tasks. Production and business activities of enterprises still face many difficulties. The state budget revenue structure is not really sustainable.

The replication and development of high-tech agricultural models, linking production with consumption, is still limited, small-scale, and not very sustainable.

The progress of public investment disbursement by some investors and capital sources is still slow. Land acquisition and site clearance work is being vigorously implemented by localities, but facing many difficulties.

Administrative reform has had many positive changes but has not yet met requirements. The province's digital transformation work still has many limitations and shortcomings due to the weak and unsynchronized infrastructure of some agencies and units.
