Nghe An province estimates its budget revenue for 2024 to reach 23,751 billion VND.
In 2024, Nghe An province is estimated to collect 23,751 billion VND in budget revenue, reaching 149.3% of the provincial People's Council's projected target, and 110.4% compared to 2023, marking the third consecutive year exceeding 20,000 billion VND.
On the afternoon of November 27th, Comrade Nguyen Duc Trung - Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee - presided over and conducted the regular monthly meeting of the Provincial People's Committee for November 2024, discussing many important issues.
Also attending were Comrade Bui Thanh An - Member of the Standing Committee of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; Comrade Nguyen Van De - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; along with members of the Provincial People's Committee, and leaders of departments and agencies.

GRDP in 2024 estimated scores of 8.5-9.0%
At the meeting, the Provincial People's Committee listened to, discussed, and evaluated the report on the socio-economic situation in 2024 and the socio-economic development plan for 2025.

The report states that Nghe An province is carrying out its socio-economic development tasks in 2024 under many difficulties and challenges. However, closely following the direction and guidance of the Government, the Prime Minister, and the Resolutions of the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee, the province has implemented comprehensive, decisive, and effective socio-economic development tasks and solutions in accordance with the local situation.
Thanks to a firm grasp of the situation, proactive, decisive, flexible, and creative management, the Provincial People's Committee has promptly directed the handling of emerging issues, focusing on effectively implementing key tasks to promote the recovery and socio-economic development of the province.

Thanks to the efforts of all levels, sectors, and localities, especially with the support and active participation of the people and the business community, the province's socio-economic situation has achieved many very positive and comprehensive results across all sectors and fields.
The economy maintained a relatively high growth rate, exceeding the national average. The estimated growth rate of the province's gross regional product (GRDP) in 2024 is 8.5-9.0%.(internal estimate,dataofficialIt will be announced by the General Statistics Office.officialon November 30, 2024, higher than the average for the period 2021-2023 (7.45%).
Specifically, the agriculture, forestry, and fisheries sector is estimated to grow by 4.25%; the industry and construction sector is estimated to grow by 14.5% (with industry alone growing by 16.5%); and the service sector is estimated to grow by 7.3%.

State budget revenue achieved very positive results. In 2024, it is estimated to reach 23,751 billion VND, achieving 149.3% of the provincial People's Council's assigned target, equaling 110.4% compared to 2023, and marking the third consecutive year exceeding 20,000 billion VND.
By the end of 2024, it is expected that 327 out of 411 communes in the province will have met the standards for new rural areas; 127 communes will have met the standards for advanced new rural areas; 25 communes will be model new rural areas; and 11 district-level units will have completed the tasks/met the standards for new rural areas.
Industrial production recovered strongly, serving as the main driver of growth. The Industrial Production Index (IIP) is estimated to increase by 11.5% compared to 2023. Goods exports are estimated at US$3.7 billion, an increase of 31.2%, exceeding the plan by 16.6%. Imports are estimated at US$2,226 million, an increase of 56.22%, exceeding the plan by 48.4%.

The total number of tourists is estimated at 9,200,000, of which 5,800,000 are overnight visitors, and tourism service revenue is estimated at 11,000 billion VND.
In the first 11 months of 2024, the province disbursed 6,879.535 billion VND, reaching 69.31%, higher than the national average (estimated at 57%). The goal is to achieve a disbursement rate of over 95% by the end of 2024, as directed by the Prime Minister.
Foreign direct investment (FDI) attracted is estimated at $1.696 billion.
Thanks to strong efforts to improve the investment and business environment, the province continues to be a bright spot in attracting investment. To date, Nghe An has granted licenses for 77 new projects and adjusted 157 projects with a total newly licensed and adjusted capital of 44,789 billion VND.

Nghe An province has attracted 13 FDI projects and adjusted 12 existing FDI projects, with a total registered investment capital of nearly 980 million USD. It is projected that the province will attract 1.696 billion USD in FDI in 2024.
Cultural and social fields, especially social welfare, continue to receive attention and are being implemented effectively. The program to mobilize support for building and repairing houses for the poor and those with housing difficulties continues to be effectively implemented. As of October 20th, 10,260 houses have been completed, reaching 65% of the needs for the entire 2023-2025 period.
The quality of advanced education continues to be affirmed, ranking among the top in the country in terms of the number of students excelling at national, regional, and international levels; the quality of comprehensive education has made remarkable progress. In the 2024 high school graduation exam results, Nghe An ranked 12th nationwide, an increase of 10 places compared to 2023.

In 2024, the province created jobs for 47,705 people, achieving 101.5% of the plan. National defense, political security, and border security continued to be firmly consolidated, and social order and safety were ensured.
Administrative reform and digital transformation have been focused on and have yielded many noteworthy results. Serious measures are being taken to address the avoidance, shirking of responsibility, and lack of initiative among some officials and civil servants.
Continue to focus on directing the implementation of the restructuring and streamlining of the organizational apparatus of administrative agencies and public service units towards a more compact structure, ensuring increasingly stable, effective, and efficient operation.

The implementation of Government Project No. 06 continues to be directed and carried out decisively. Nghe An is one of four localities that received a Certificate of Commendation from the Prime Minister for its many good, creative, and effective approaches.
External relations activities have been implemented in a coordinated manner, with many outstanding activities, especially economic diplomacy, which has contributed to improving the effectiveness of attracting foreign investment.
In particular, Nghe An province received Resolution 137 from the National Assembly on supplementing pilot mechanisms and specific policies for the development of Nghe An province; the Standing Committee of the National Assembly issued Resolution 1243 on the rearrangement of district and commune-level administrative units in the 2023-2025 period; and the Prime Minister issued a decision approving the plan for implementing the provincial planning.

Of the 28 targets in Resolution No. 61 dated December 7, 2023, of the Provincial People's Council on the Socio-Economic Development Plan for 2024, it is projected that by the end of 2024, 27 targets will be achieved or exceeded, including 11 targets that will be exceeded and 1 target that is difficult to achieve.
Administrative reforms have shown progress but have not yet met the requirements.
Besides the achievements, the Provincial People's Committee also pointed out difficulties and limitations in implementing socio-economic development tasks. Businesses' production and operations still face many challenges. The structure of state budget revenue is not yet truly sustainable.
The scaling up and development of high-tech agricultural models, linking production with consumption, remains limited, small-scale, and unsustainable.

The disbursement of public investment funds by some investors and sources of capital is still slow. Land acquisition and site clearance work is being implemented vigorously by localities, but is facing many difficulties.
Administrative reform has seen many positive changes but has not yet met the requirements. The province's digital transformation efforts still face many limitations and shortcomings due to the weak and inconsistent infrastructure of some agencies and units.
