Russia says there is no basis for negotiations with Ukraine.

According to TASS on December 4, Russian President Dmitry Peskov's press secretary said there is no basis for Russia-Ukraine talks.
"There is no basis for negotiations yet," Peskov told Izvestia.
According to the Kremlin spokesman, many countries have declared their readiness to provide venues for negotiations, including Qatar. Peskov stated: “Qatar is very actively working to promote reconciliation on many issues and is doing so very effectively. Furthermore, our bilateral relations with Qatar are developing excellently. And we are very grateful to all countries for that goodwill.”
On November 27th and 28th, two ceremonies were held at the Qatari embassy in Moscow to return children to their relatives in Russia and Ukraine. Qatar is discussing expanding reconciliation methods, including the exchange of prisoners of war.
In addition, Gulf states such as Saudi Arabia and the United Arab Emirates (UAE) are also involved in resolving the humanitarian issue between Russia and Ukraine. In October 2024, Russian President Vladimir Putin called Saudi Arabia a “comfortable” location for a potential meeting with the Ukrainian side to resolve the conflict.
Earlier, speaking at a meeting of the Valdai Club, President Putin stated that Moscow is ready to negotiate peace on Ukraine, but not on the basis of Kyiv's "desires." The Russian president emphasized that the negotiations must be based on the agreements reached in Istanbul, but also on the current realities.
The meeting between the Russian and Ukrainian delegations in Istanbul took place on March 29, 2022. The principles of the future agreement include obligations regarding Ukraine's neutrality and its refusal to deploy foreign weapons, including nuclear weapons, on its territory.
